PayPal SetExpressCheckout fails on live server - paypal

When I make SetExpressCheckout API call against PayPal live server I receive following error:
"You are not signed up to accept payment for digitally delivered goods."
The error indicates quite clearly that I should enable digital goods option from my business PayPal account. I found out that it should be possible to enable "Digital Goods with Express Checkout" on the My Business Setup page. However when I choose the option "Change" -> "Add new" I'm taken to page where the available options are displayed and when I choose "Digital Goods" I'm just taken back to My Business Setup page without any notifications and no visible changes. It seems that adding Digital Goods as an option is not working. What I noticed there was the text "Requires Sign-up" only in this Digital Goods item, which could be the missing part but I don't know what it actually means or where I should Sign-Up.

I had this same issue when I took our update from NVP to SOAP live earlier this year.
Despite what their support/docs say, the option to enable digital downloads via PayPal's web interface has been broken for some time as you noted (was still broken as of May 28, 2014, almost 9 months after your question). I was not satisfied to remove the "Digital" tag from the API call, so I gave their tech support line a call.
After the support person agreed that the web interface was broken, they manually enabled digital goods for my merchant account from their end. They said they also finally logged the issue with the interface in their tracker, but if you still have issues with "Digital" just give them a call and they will activate it for you.

The solution was to not to use Digital tag in the SetExpressCheckout API call.

Website Payment Pro Hosted Page Solution

I need to implement Website Payment Pro hosted page solution for my UK client.
After the discussion with the PayPal team and looking through the tech guide I did the following:
Call BMCreateButton API (end point url -https://api-3t.sandbox.paypal.com/nvp) to get the EMAILLINK
Redirect user to EMAILINK(securepayments.sandbox.paypal.com/webapps/HostedSoleSolutionApp/webflow/sparta/hostedSoleSolutionProcess?hosted_button_id=HSSS-jsCeH.xi9R3Q........) for the PP hosted page
User completes the payment at the hosted page
After the payment completion user is redirected back to my confirmation page.
In the response I only see 'tx' (TransactionId) and CSCMATCH(=M).
There is no PNREF or other status param which tells me if payment is 'AUTHORIZED', 'DECLINE' , 'CANCELLED' or any error message'.
I am comparing this solution with the payflow gateway hosted page solution (which is not available in UK) wherein i receive enough of the response params to make proper decision at my end after receiving the response.
Please advise.
PayPal's Website Payments Pro has ways for you to get this information, but they look very different from the Payflow product.
(The Payflow product was built by a different company that was later acquired by PayPal, which is why the two products look entirely different.)
The "PayPal way" to get this information is to use IPNs to securely verify the payment information. Some PayPal products also support PDT (https://developer.paypal.com/docs/classic/paypal-payments-standard/integration-guide/paymentdatatransfer/), which is basically the same as IPN except that you post to PayPal to get the verification rather than waiting for PayPal to post to you.

The separate round-trip to PayPal is to prevent someone from constructing a false transaction ID (and status information) and posting to your return URL to try to convince you they made a payment when they had not in fact done so.

paypal different pages - visa/debit payment not create account

Hi I have searched for this solution and although others have experienced the same problem I couldn't find a solution that works for my site.
My wordpress site mainly sells registrations/bookings for events and I'm using the s2Memberplugin to process the payments with Paypal. The problem is that when we direct the users/customers to the paypal page to complete the transaction which i want set up with the option of paying via credit/debit card if the user/customer doesn’t have (or doesn’t want to create one) a paypal account. That has been working perfectly except for when users/customers are using a variety of internet browser with various cookie settings so the user/customer get’s directed to a completely different page both in appearance and functionality from the page I want them to see. This incorrect page ‘requires’ users/customers to have or create a paypal account to make the payment, no option to pay via card is available. I tried calling paypal and of course they say it is something wrong with my site.
Over 20 days ago i lodged a support ticket with Paypal MTS (or whatever they are called) and of course no response. I have lodged about 5 more tickets and made about 10 more phone calls and they simply don't care about customers. That is clearly demonstrated when you ask to speak to the complaints section and they say "We don't have a complaints section'

we just discovered that the payflow and IPN settings within my sites plugin were empty but i'm filling them in now but i have two questions:
The vendor, is that just my username for my paypal account? (why don't they just use the same terminology - confusing)
My s2Member plugin say's i'll need my IPN url (and then supplies a url, but whn i look at the IPN notification url within my paypal settings it's a totally different link. Should i be changing my paypal IPN url to that which is supplied by my s2Member plugin or am i getting two different url's confused?

If you're using Payments Standard this experience is cookie based as you mentioned. If you want to make sure the full credit card form shows up and allows people to pay with a credit card without creating an account you can use the Express Checkout API instead.
In your SetExpressCheckout request you just need to set SOLUTION=Sole and LANDINGPAGE=Billing.

Paypal Payments Pro - Advanced Fraud Protection not working

I need some help with a very annoying problem. We have a Paypal Payments Pro account and use the Paypal_Merchant_SDK (.NET) to process direct payments on our site via API calls using the live credentials we got from paypal.com. We have been live for several months, transactions processing successfully.
Now we want a small change to way we accept payments. We want to reject transactions with wrong CV2 code. So after calls with Paypal support we were told we needed Advanced Fraud protection added to our manager account (manager.paypal.com). So we added it and set the "CSC Failure" fraud filter to reject transactions on non-matches and deployed it to live (active mode). All status messages say it was deployed successfully. We waited for several hours and tested, it didn't work - still processes transactions with wrong CV2 code and we get this message "This transaction was approved. However, the Card Security Code provided had too few, too many, or invalid character types but, as per your account option settings, was not required in the approval process."
Can anyone tell me why the CSC failure setting is not working and how to get it working?
EDIT: Ok, on the phone with paypal support again and they say that I will have to use the manager.paypal.com login credentials as part of each transaction in the API calls. Does anyone know where I would do that? I only see fields for API credentials.

PayPal Partial Authorizations Always Declined

Problem: I've implemented "partial authorizations" (pg 72) but whenever I try to run a transaction that could use it, the result is a decline.
Setup: I'm handling transactions with the API with PayPal Payment Pro Payflow Edition (aka, PayFlow Pro Gateway & PayPal Merchant Account).
Cards use in Transaction: Visa Gift Card & American Express Gift Card. This feature was made for gift cards and other prepaid products. Gift Cards are specifically cited in PayPal's documentation example.
Transaction Logs:
Here is the log for a declined partial authorization. The original amount requested is $25.00, even though this visa gift card only had $2.00 on it. I should have received a response with an approved amount for $2.00. Instead I got a decline.

I believe the API calls should be and in fact are the same in both cases. The point of Partial Authorizations is that you don't know when you need it, so if you want it, it should be enabled for all transactions -- meaning you always append the two extra parameters of VERBOSITY=HIGH and and PARTIALAUTH=Y.
Any ideas why this isn't working. The feature is very important to my application and is one of the main reasons I'm using PayPal.
I hope I'm missing something simple, like a setting in manager.paypal.com.
From what I can see you're doing everything correctly. When something like this happens the only thing you can do is contact PayPal directly.
You can do so via www.paypal.com/mts or if you login to your PayPal account and go into the contact by phone section you should see a separate phone number for tech support directly.
I would recommend submitting a ticket to MTS and then also calling, but when you call, refer them to your ticket. They're going to want you to post one anyway, but if that's all you do it probably won't get answered for awhile, unfortunately. I've had good luck catching them on the phone, though, and can get things done much more quickly that way.
The only thing I can think of that might be an issue here is that you're using the PayFlow gateway with PayPal as your merchant. While the PayFlow gateway supports this, PayPal may not. It may only work if you're using a 3rd party merchant account on the PayFlow gateway.
That's something they will need to confirm or deny as I haven't specifically tested this myself, but again, I don't see that you're doing anything incorrectly.

Setting up Zencart with Paypal

To begin: I am trying to setup Zencart with Paypal. I have followed all of Paypal and Zencart's instructions:
Putting in Paypal's API username, password and signature code into Zencart's Payment Module section. Checked the "live" environment.
I then tried buying a product on the website and got the following error message:
Zen Cart message: We are sorry for the inconvenience. The PayPal account
authentication settings are not yet set up, or the API security information
is incorrect.

Security error
Security header is not valid
I have tried looking up the answer but everything I see says to make sure the environment is not in sandbox and that everything is typed in correctly. I have tripled checked and the API is typed in correctly and it is set to live.... what else can I do?
Moving on, I have tried to setup the sandbox but am unfamiliar with how to use Paypal's sandbox. So I reconfigured Zencart to "sandbox mode" with the appropriate sandbox API and I set up box a sandbox account for a merchant and private buyer but I don't know how to use them. Should I go back to the Zencart store and register with my new "Paypal sandbox private buyer email"? And will checking out using this email they gave me work as just a test... I don't want to go through with the checkout if I'm going to get billed...

It is absolutely critical that the THREE parts of your API settings (username, password, signature) be copied EXACTLY from PayPal's site into your store's admin settings screen.
There's no need to use sandbox unless you're a programmer writing new features for payment processing. So be sure to check the "Live" radio-button. (I realize you already mentioned that. Just adding this for clarity.)
You can also get more details on exactly what is coming back from PayPal by turning on debug logging in the module's settings.
PayPal tech support is available at www.paypal.com/mts - they can look at your actual transmissions and at your account, and sort out a problem if there's something wrong with the API signature details.
