I created an iOS application and I have an iPhone 4 to test my application on. Unfortunately, TestFlight can only be downloaded on iOS 8 and the iPhone 4 only supports up to iOS 7.
I wanted to test my in-app purchases. I know when users test in-app purchases using TestFlight, their iTunes account is not charged.
So I was wondering, if I add an email as an internal tester on iTunes Connect but instead of using TestFlight, I just build and run the application on my device through XCode, will I be charged for an in-app purchase?
My intuition says no so if not, is there any other way I can test my in-app purchases without having to buy a new device and let Apple take even more money from me?
Also, are there any other drawbacks to testing by building and running from XCode? Because if there are, I would just go out and buy an iOS 8 device to test properly using TestFlight.
When you test a sandboxed app (eg, not on the app store), you use itunes connect test accounts. These don't have associated credit cards. You don't get charged for this testing.

No, unless the iphones are jailbroken, you cannot run unsigned code on iOS devices. There's not way to generate a signed IPA for iOS without a developer account. A free developer account will allow you to build an app that will run for 7 days on a pre-defined set of devices (you would need to register any devices on which you want the code to run).
But if you could build and deploy an app without the signing process, developer could bypass the App Store, which is something Apple doesn't want for multiple reasons.

I would bet that you haven't registered as a paid Apple developer on the Apple Developer Portal.
When developing apps for iOS you are required to register with Apple as an Apple developer. There are 3 options a Free Apple developer Account which doesn't really allow you to do much at all, you can't test on devices, you can't submit to the App Store. There is also the 2 paid options.
Option 1: Is the first paid option for $99 a year which will allow you to create a provisioning profile and submit to the app store Option 1 can be found here
Option 2: Is for more bigger organizations but it cost $299 and can be found here

Once you are a fully paid up Apple developer you will need to create a provisioning profile which has your device on it. Once this is all complete you should be able to developer apps for your device.
If you are a paid up developer and have the correct provisioning profile please can you update your question and I will amend my answer.
It could be because
The deployment target is higher than your iPhone version
The supported device is set to iPad
I had developed an iOS Application using PhoneGap Framework. It's working good and well in simulator. Now I would like to test it in real device i.e iPhone 5 with iOS 6.0. I Googled thoroughly. I have two ways: jailbreak the device (not acceptable to me) or bidding the account in Apple portal.
Is there any other way to test my device my application in real device? Is there anybody here to solve my issue?
The official way is to enter the iOS Developer Program (99$), so that you will get the possibility to create certificates and provisioning profiles required. You will also get the chance to distribute your apps through the App Store.
If you are not willing to do it, the other way is jailbreaking your device, which is basically a way to circumvent the need to use certificates for your apps. Your app would then be distributed through an alternative app store like Cydia (i.e, no Apple App Store).
A third option could be getting in touch with an iOS developer friend of yours, and ask him/her to build the app for your device, so you can install it through iTunes.
There are no other options.
You have to register for a developer certificate in Apple.Developer.Then create provisioning profiles and install it. Otherwise you cant install your app in a real device.

Is it possible to build one and transfer + install it to my jailbroken IpodTouch?
I just want to make sure it is possible so I don't waste my time creating an app that I can't use ('cause I am not paying $99 to upload it on the AppStore)

You might want to consider using an online tool like Recoil App Builder or Snappii. Snappii is more AppStore oriented, but their pricing is pretty reasonable. Recoil is free and allows you to install the app on your phone instantly without going through any AppStore hurdles.

Btw, regardless of how you make your app, I do NOT recommend jailbreaking your phone.
You have to pay the $99 to get it on your phone in the first place. Sorry.
You can if you get an app provisioning profile. or Jailbreak, if a jailbreak isn't available for your device iPhone5(s) iPad 4 and Air, mini and retina. You can just purchase a provisioning profile from some other place usually $8-$15 mine was $14 able to load them nicely without paying apple $100 just to get your feet wet.
Just a quick question, do you see any reason why Apple has disabled many things on the iPhone simulator like:
testing In app purchases
testing most services of Game Center
wifi connection
How do you live with those three?
If you want to quickly debug/run your app on simulator that requires the in app purchase, do you just change some places in the source code to say the app that the purchase is done?
If you want to quicky test your application (on simulator), how it works without the Internet connection, do you turn your airport off? Do you have any ways how to check how application works when the connection is fast/slow/very slow (even on a real device)?

It seems that Apple finally allowed testing In-App purchases in the Simulator starting from iOS 5. At least, in iOS 5 Beta 6 it worked for me.
PS. I haven't found an official proof link though...

iTunesConnect.
Create Product identifiers from iTunesConnect.
StoreKit frameworks.
StoreKit Framework communicate between your device and App store. Not b/w iOS Simulator and AppStore.
