I thought game engine are something like Unity or Unreal.
They have a editor with scene editor, some Physics library, some scripting editor and tools to improve the workflow of developer.
Furthermore, I thought game engine should independent of the actually game.(i.e.) The game engine should not have any game logic in it.
However, I watched this game engine video and I am totally confused. https://www.youtube.com/watch?v=GK7ntA7a2vk . In the game engine video, I don't see the game engine anywhere because it seemed as though the professor developed the game straightaway.
I hope someone can explain the exact difference between a game engine and the actual game. I also would like to know if it is worth developing a game engine or it is better to just develop the game straightaway, assuming that I am going to develop from scratch in both cases.

Game engine is a framework for building a Game. It has Tools such as map editor, animation editor, visual AI Behavior editors etc. Also it has a scripting languages like java script, C#. Examples are Unreal engine , Unity and cry engine.
But a game in other hand is a final product that was created using tools inside the Game Engine. By using a Game engine game designers can make Games without warring about the complex systems such as Rendering, AI and physics etc.

Im being hesitant to either dive straight into learning vr development or first start with 2d/3d games for pc or mobile.
Once you learn 2d/3d game development with unity, what steps do you need to take to move on to VR game development? would the two types of game development have a lot in common? or would it be two very different areas?
I myself do not have any experience in VR development but I can say that diving straight into VR development might be a little overwhelming if you do not have any experience in game development or any experience in Unity. I suggest that you first follow some tutorials on YouTube to make a simple 2D pc game so you can get more comfortable using Unity and its features.
Transfering to VR from 2D shouldn't be that hard if you are starting to get more familiar with Unity. There are plenty of tutorials on YouTube relating to VR deveploment
Great YouTube channel for learning Unitys basic features is Brackeys. They have made some great tutorials that helped me in the beginning of my game deveploment journey.

I am planning to create a cross-platform (Windows,Android and iOS in future) application just like Plotagon, where we can add/modify 3d model characters in some background scene, apply some animations & sound effects to those characters and finally produce rendered video of it.
When it comes to CrossPlatform, right now I can think of two technologies.
Xamarin
As far as I have researched, currently Xamarin has excellent support for Android and iOS. But, handling 3d Models and rendering becomes nightmare.
Unity3d
Since Unity can be used to develop Apps apart from games, Handling 3d Models and animating it becomes easier task. And I think its the way to go.
But, I have no clue of how to deal with rendering stuff.
Questions:
Am I going in the wrong direction? If yes, can someone suggest better technology for accomplishing all the requirements.
How can we render a video inside the app?
Little background:
I have 3+ Years of experience in developing enterprise applications(Web based) and few desktop applications using Java and .Net platform. Now started learning Unity3d.
Note: I am trying to avoid C/C++ languages.
I had a similar question when I was making my first game. I would strongly suggest going with Unity3D. I did and was very happy with it. Unity3D has a rich set of tools to help you develop your app and it is great for cross-platform distribution. And, in the case that it does not have what you need built-in, there is a store (the AssetStore) that has an enormous amount of helpful tools and assets.
Take a look around https://assetstore.unity.com to see what it has. You can search for "movie" and get multitude of hits (everything from video capture to movie theater models). As a note, not everything in the AssetStore is free.

I am making a game for school with my friend, and we want to make it VR. Our school has no VR set but is willing to buy one for our project. We are also planning to upload our game onto Steam (I don't know if that changes anything).
I have seen how I can make a Unity game VR using VIVE and using Oculus, but I haven't seen any tutorials with both. So I was wondering if/how I can make it so that my game can use Oculus and VIVE, without having to make two different games for it.
I hope that by knowing this I can tell my school to buy the right VR set.
Its possible, the most common way would be to use SteamVR (aka OpenVR), it primarily targets Vive but works fine with Oculus (at least on the PC, I am not sure about Quest - its likely not supported).
Alternative is to to write your own wrappers to individual API's that would have implementation depending on the actual hardware platform. This should be possible to achieve wihtin a single ebinary but is a bit easier if you allow differen builds for each platform

The question is above...im newbie with unreal engine and just want to start a hobby...so i'd like to spend my time with gameccreation. How can i do sports game like tennis with unreal? what can i do or could someone write links or just explain how it works? Or i just try with different engine? I tried download ffrom the webpage and istalled it...but i dont know. And i have to write c++ or i can use other program language? Blueprint what is it in this engine? And if i want like a tennis game what can i choose? SSo all in all it would be useful if someone explain how it works the whole thing. Thank u very much!!!
Yes.
You can make any game in the Unreal Engine. I highly recommend you check out https://wiki.unrealengine.com/Videos for some video tutorials on UE4 to get started. You do not have to touch any C++ when you use Blueprint, but it is highly recommended to learn some C++ eventually so that you can add your own functionality to make the engine do more than it was originally intended.
That said, designing a game even with a game engine is an incredibly difficult endeavor. Especially for people who are new to the whole scene. Just make sure to watch a lot of video tutorials if you are a visual learner or read lots of documentation on how to do different things. Don't expect to make any huge projects, such as large open world MMOs. Try to make really small, simple projects. You can use those to learn different aspects of game development and eventually be able to work your way up to larger and larger projects.

I am bringing a real life management, tycoon / sim game to the drawing board and would like to start with the user interfaces like Football Manager / Airport Tycoon.
I also want to do an eye candy type top down city view as in SimCity / Cities in Motion.
Lastly a 3D interaction with potential AI customers as well as an open auction house where you bid against AI and Human Competitors.
I know a bit of Java, very familiar with Unix,HTML,PHP and the fundamentals of Unity 3D.
If anyone could help point me in the right direct on what game engine could be used if any?
Many Thanks in advance
It seems you're asking in quite general terms about game engines.
In answer to your original question, Football Manager, EA Sports Fifa Manager, Sim City, Cities in Motion all (I believe) use a custom game/graphics engine as compared to an off-the-shelf/middleware solution such as Unity or Unreal engine.
You've mentioned you're familiar with the fundamentals of Unity 3D, I'd recommend you focus your attention there as this is a popular game engine for developing games and I believe it has everything you'll need to get started in game programming and development.
