I'm doing iPhone programming and I need to learn about Core Graphics.
It looks Apple doesn't provide a programming guide for Core Graphics and I'm having hard times following the code that uses Core Graphics.
Do you suggest any reference or book for learning Core Graphics?
I would start here iOS Reference Library and type in Core Graphics. Also, check out 'Sample Code' and 'Graphics & Animation'. You will find that Core Animation tends to subsume Core Graphics, so reading about Core Animation might be helpful.
I made a github repo with several examples of how to use some CoreGraphics features, it may be a starting point: RPCGSandbox.

At my work, I need to do some iOS coding using Swift version 4, which, needless to say, I have never done. As I would like to write from scratch code that is "maintainable" in some sense, I have to ask the question in the title.

First is API Design Guidelines by Apple;
Second one is very popular Swift style guide by Ray Wenderlich team;
Also, i suggest you to use SwiftLint framework, that almost for free helps to find all non-conventions problems in your code.

Lately I'm interested in VR and I decided to learn more about it and technologies beyond this.
I also have a background of Mathematic science from my university field.(Applied Math.)
Can anyone suggest me some article or book or anything to learn more?

I would suggest you start by actually making things in VR. To read about it and to experience it are completely different things. I personally work with Oculus Rift. It is easy to develop for it because of its integration with various game engines. But as a cheaper option you could get started with Google Cardboard.
If you want to read up about the core technology behind VR, I would suggest start by reading about Computer Graphics. After you have a grip on that you can start to explore other topics for example how tracking works, issues of FOV etc.

Does anyone have a good tutorial/book recommendation for using Core Plot 0.4 in iOS. I have never used it before and from looking at the tutorials that they have linked to it does not make sense. I can't even run the Switch on the code tutorial. Where do I start?
If you decide to go with Core Plot 0.9, this tutorial is the most up-to-date one I have found:

My only reservation about it is that his code seems a bit verbose for an introductory tutorial.

Except for the official docs, what is a good resource for learning how to use CALayers and Core Animation efficiently/correctly?
Beyond Apple's documentation, I highly recommend Marcus Zarra and Matt Long's book "Core Animation: Simplified Animation Techniques for Mac and iPhone Development", as well as Bill Dudney's "Core Animation for Mac OS X and the iPhone". If you had to pick just one right now, I'd go with the former, which is newer, contains more information on iPhone-specific issues, and is beautifully illustrated.
There are always the core-animation tagged questions here on Stack Overflow, which include many interesting answers on the use of layers and animations.
I've compiled what I know about Core Animation in the detailed class notes for the course I teach on iPhone development. Those notes can be downloaded from here (in VoodooPad format). EDIT (6/29/2010): The video for the corresponding Core Animation session is available with the rest of the class on iTunes U. I provide many examples of the use of layers and complex animations, including sample code.

I am looking for an example that renders an interactive earth similar to the one in the Smule products.
Someone just pointed me to this question. I have one!
It's called WhirlyGlobe and it's built specifically for this purpose. Runs on ios, uses a combo of Objective-C and C++ and is very Cocoa Touch friendly. Uses delegates for camera motion, multithreaded, all that good stuff.
Oh, and it's freely available under the Apache2 license.
