I'm using xcode 4.0. Do i need to join ios developer program at 99dollars to get a provisioning profile. My main purpose is to build an ipa file for free.

Yes, Absolutely. Even if you give away your app for free you need to pay apple the $99/year fee.

Provisioning profile is only avaliable when log in with developer account

To run your application on the device you need to subscribe to an iOS Developer program. To create an application that runs on device you need to sign application with developer or adhoc certificate, so in order to create those certificates you need to sign up for Developer program.

Yes, you need to pay to test/run on non-jailbroken devices and submit applications to the appstore. Welcome to the world of Apple. Some of the developer program will allow several developers in the same team to have provisioning profiles of their own however.

We have an account in our company; via this account we submit our applications in the App Store.
I have already done the procedure (new account, provisioning profiles etc) for an iPhone4, therefore I am able to create applications.
I have a couple of new devices (an iPad and an iPhone5) and I would like to enable those new devices to be certified in order to create applications as well (those are my devices).
What is needed to register the new devices? The UDID? Something else?
first of all, with enterprise account, you cant submit your apps to appstore so if you are submitting apps to appstore, you do not have a enterprise account. second, you need UDIDs to add these account devices to developer provisioning profiles.

I have a senario that if the application if been purchased from my 1account for 1device(Lets say iphone 3) and if i installed same app to the other device with same itunes login details into the another device (iphone 4) should i have to pay again? or should i have to pay again for all my inapp purchase which is already been paid?

No, you don't want to pay morer than once if your Product type is Non-consumable.

Apple's rules state the app belongs to the account, not the device. You're not allowed to restrict access to apps (or non-consumable IAP) to a single device.
If you install the app on another device you should be able to restore any previously purchased (non-consumable) IAP to that new device.

Actually I have a client ios developer program that I am using to upload app on apple store also I can distribute adhoc with enterprise option.
I am confuse about I am using $99 or #299 iOS developer program. Some say you can't upload app on apple store if you are using Enterprise ios developer Program.
Could anyone provide me clue how to know which ios developer program I am using.
If it is Enterprise then I would like to distribute in house app without registering UDID of devices and how many distribution I can make in In-House and what will be the procedure?

The main Diffrence is in ios Standard program($99) you can Distribute the App to All Public. But in case of Enterprise ($299) you can Distribute proprietary, in-house iOS apps to your employees. You can also securely host and wirelessly distribute or update in-house apps to employees.

Using Ad-hoc(In House) you can distribute application to only 100 devices per year with Enterprise profile.
You can upload you app on app store using Enterprise profile also.

Is this statement correct? Seems strange to me...
From Apple FAQ:
If I am enrolled in the iOS Developer Enterprise Program, can I distribute my apps on the App Store?
The ability to distribute apps on the App Store is only available to developers enrolled in the standard iOS Developer Program. The iOS Developer Enterprise Program only allows you to distribute your apps to employees or members of your organization through Ad Hoc distribution.
So then how can a company to both? Enterprise and App Store?
Sign up for both programs. Luckily, the other one is only $99.
If you want to distribute both enterprise and App Store you will need two iOS developer programs

I'm a new Mac user and I was trying to download Xcode so I can start developing apps for Iphone, but it's asking me for my billing information...Do I have to pay to download Xcode and Iphone SDK, so I can start working on my projects?
No, Xcode is free. You do however need to have a valid credit card.
If you later plan on selling an app on the App Store, you will need to pay a $99 / year iOS license or, respectively, a $99 / year Mac license.
You can register for free as Apple developer at http://developer.apple.com/programs/register/
And will be able to download Xcode for Free, but you will not be allowed to test on devices only when you subscribe to the ios developer program
