I have a senario that if the application if been purchased from my 1account for 1device(Lets say iphone 3) and if i installed same app to the other device with same itunes login details into the another device (iphone 4) should i have to pay again? or should i have to pay again for all my inapp purchase which is already been paid?

No, you don't want to pay morer than once if your Product type is Non-consumable.

Apple's rules state the app belongs to the account, not the device. You're not allowed to restrict access to apps (or non-consumable IAP) to a single device.
If you install the app on another device you should be able to restore any previously purchased (non-consumable) IAP to that new device.

We have an account in our company; via this account we submit our applications in the App Store.
I have already done the procedure (new account, provisioning profiles etc) for an iPhone4, therefore I am able to create applications.
I have a couple of new devices (an iPad and an iPhone5) and I would like to enable those new devices to be certified in order to create applications as well (those are my devices).
What is needed to register the new devices? The UDID? Something else?
first of all, with enterprise account, you cant submit your apps to appstore so if you are submitting apps to appstore, you do not have a enterprise account. second, you need UDIDs to add these account devices to developer provisioning profiles.

I wonder, what do I need to have my xCode app on iPhone device?
For example, I built CoolGuitarTuner app which I want to use myself and maybe share it with a couple of friends.
Can I just somehow copy it on my iPhone for my own private use without any registrations or payments?

You still need a $99 developer account. That should be all you need, regardless of whether or not you list any apps for sale. Or you could jailbreak.

I'm a new Mac user and I was trying to download Xcode so I can start developing apps for Iphone, but it's asking me for my billing information...Do I have to pay to download Xcode and Iphone SDK, so I can start working on my projects?
No, Xcode is free. You do however need to have a valid credit card.
If you later plan on selling an app on the App Store, you will need to pay a $99 / year iOS license or, respectively, a $99 / year Mac license.
You can register for free as Apple developer at http://developer.apple.com/programs/register/
And will be able to download Xcode for Free, but you will not be allowed to test on devices only when you subscribe to the ios developer program

There are a lot of useful apps already available in the app store and I don't want to reinvent them just because i think they'd be useful to be part of my app. So I'm wondering whether it is possible to sell them from within my app, whereby the user can purchase them without leaving the comfy confines of my app. Any idea about this? Or will the user always have to head over to the App Store to get their hands on them?
On a side note, it would be nice if i could get some commission for selling them within my app (can't imagine Apple would allow that though).
No this is not possible. Best you can do is redirect the user to the app store app from within your app to the app the user wants more info on.

You can join the developer program and watch the video without paying. It's on Video → App Store and Distribution after you've logged in:

What you can't do without putting down your $99 is get your application on an iPhone or iPod touch (and that includes your own).
I assume you are referring to the $99 fee to register as an iPhone developer?
Even if you can find a copy of the video, you would still have to pay the fee in order to get your application hosted on the App Store. Apple keeps a fairly tight handle on all of this stuff, so they require all developers to register if they want to sell software in the App Store. Apple will also have the final say on wether or not your software can be sold.
Bottom line: if you intend to sell software through the App Store, you will have to pay Apple the $99 fee.
$99 is for registration for the developer where you can debug your iphone application on your mobile when you are developing as we had done tone of iphone application though business account and that is more than $99 but it will help you more once you register with $99 - thanks
