I am thinking of making an app for my younger brother's iphone, through which i could lock all functionality of iPhone except making and receiving calls for the time he is doing homework. Will apple allow me? if "yes" then how?

There are no public APIs to do what you're asking. If you managed to use Apple's private APIs to do this (which would take an extremely large amount of effort), Apple would reject your app from the app store. That said, if you're just looking to install the app on his phone, you can do that with a $99 developer license and Xcode.

I've been creating iPhone applications for the past couple of months, and one question has always crossed my mind: how does one go about creating an app like Instagram or some other application that lets users sign up and log in? I know how to do this with a website (SQL), but how do you do it on the iPhone? General answers are perfectly fine. Thanks!
The simplest approach: use UIWebView to wrap the website.
If you prefer using native UI, you can use JSON to communicate with the server for user login part.

Can we disable the ipad fully? I have heard that its not possible. I have searched for it and it shows that the above cannot be done and if its done then the app will be rejected. But still for an accurate answer i'm posting this. Can any one provide me with the correct response?
No, you cannot do this without rooting the iPad (thereby invalidating its warrantee) and installing what most users would consider malware. (You may well have a reasonable use case — loaning them out or something — I'm just saying, that's how most users would see it.)

Is this possible to retrieve email id configured on iOS device
if you intend to fetch the email id from native "Mail" application, it is not possible by any of the public APIs available through iOS SDK.
There is a project on GitHub which uses public API's from apple to achieve this. It is showing the leaks, so I don't know how long it is going to work.. I tried to find it, but I cannot find it so fast on my MacBook. If I find it, I will post you the link... But it's on GitHub for sure!

Since I have found nearly nothing about phonegap development on stackoverflow as of yet, I thought I would ask the community what they think about this framework. Is it easy to use? Do the benefits of using a crossplatform framework outweigh the restriction of javascript/html/css only development. My company wants to develop a simple merchant type application, but they are worried about reinventing the wheel by first developing an iPhone app and then also developing an android version. What do you guys think?

Normally, this can't be done. I have written a class which wraps around the usual Storekit functionality and will allow an app to behave (while running on the simulator) as if the Storekit transaction had succeeded.
