I am trying to setup Paypal IPN for the past couple of days !
And every time I get the error :

The IPN url I am trying to set it : http://www.geniusforums.net/misc.php?do=paypal_ipn
I did a dns test to see if the problem was with that but everything seems to be fine!

It is accepting the IPN of a different site hosted on the same server, but just not the current IPN. I asked a couple of my friends also to check the IPN with their Paypal accounts, assuming the problem was with just my account, but they respond they are also getting the same error!
I just checked the IPN url using the IPN Testing in Paypal developer, and well, see for yourself:

Where am I going wrong?
Try using create ipn settings in https://www.paypal.com/home this account instead of https://www.sandbox.paypal.com/
I think I read somewhere that the IPN URL must be SSL hence https did a quick search however could not find the reference. May be the solution though.

I'm brand new to setting up IPN's. I've built websites, but never a subscription site like the one I'm building now. I'd like to set up a recurring monthly subscription option and a recurring yearly subscription option.
My website is built on Joomla 3 and I'm using a plugin for the subscription module. I set up the PayPal subscription buttons just as explained in the directions, which I followed to the letter. Nevertheless, when I go to test it in the PayPal sandbox, I keep getting the same error, which says that it wasn't sent and the handshake wasn't made, and to check my settings. That's all it says. I don't know if the issue is with my site, my server or the settings I'm entering into the actual sandbox. I checked with my server and they said there's nothing wrong on their end. Do I need an SSL for the integration to work?
Please keep in mind that, while I can follow explicit directions, I'm so new at this that I don't even know how to access my 'listener,' so if you respond, please let me know where to find things, if necessary.
Any help would be very greatly appreciated - I've been at this for 12 hours now and I'm at a complete loss.
This issue has two sides
1. Is Paypal IPN enabled on the sandbox account where you are trying to receive the payments
2. You would need a IPN listener script to get the IPN notifications

I have set an IPN notification URL in paypal website. When I checked the IPN history in my merchant account, it shows the attempt failed. Also I logged the first line of my notification method . But there is no log for the method trigger.
What might be the posssible reason for this.
I also tried checking the URL with IPN simulater , but it says
"We're sorry, we could not connect to this URL. Please make sure it was entered correctly."
And most annoyingly paypal customer support is responding to my ticket very slowly. Please help.
Even if you get through to paypal technical services, they would tell you the same thing: PayPal can't connect to your listener. I'd recommend checking the listener from outside of your own network environment and making sure it responds with a http 200.
Working on a Login with PayPal integration using their sandbox environment. One requirement when obtaining the initial authorization code, you supply a redirect_url in the query string. That url must roughly (protocol,port,hostname) match the redirect URL in the sandbox.
When filling out a return URL in the sandbox, the form says "Something went wrong. Try again later" after submitting for the first time. Upon the second submission, the request just times out altogether.
Meanwhile, when trying to initiate the Login with PayPal flow, it warns that:
Relying Party Validation error: redirect_uri provided in the request does not match with the registered redirect_uri. Please check the request.
Has anyone found a workaround for this or experienced this issue in the sandbox?
As Jay Patel mentioned, there has been an issue effecting users of payPals sandbox. It now appears like it could be fixed (see PayPal Community).
Can you attempt to run the script again to see if that was the issue?
We are having some problems with paypal:
Notify url and status appears empty in the message details page.
The retry date on the ipn message appears in 1985:
What can we do to fix this, besides get back in time to catch that retry?
Overview:
We use basic payments
We use the notify_url param from a php redirection
it worked perfectly on sandbox and live, until you updated
The paypal ipn transaction shows the correct custom parameter
Server side:
Php + custom framework.
There are currently some issues with IPN, that are being addressed that should resolve this issue once they are fixed. If you would like to be notified once the issue is resolved, you can open up a ticket with PayPal Merchant Technical Support.

I have contacted with PayPal but they said that paypal are sending the IPN messages to my IPN, but they are not being accepted by my IPN, what I think is not true, because when request hit my server e-mail is generated by my script and I know if something hit my server. Besides, as I said in my post in sandbox everything works as expected. I am really frustrated too because my bussiness depends on this.
we plan to change the domain name for our service. Therefore we need to update the IPN-url for our existing customers. I have tried googling a solution on how to change the IPN-url for current subscriptions, but I haven't been able to find anything.

I ran into this problem today.
Folks who are saying that you can change the IPN URL on an existing Paypal recurring payment are incorrect; you can't, you can only change the IPN URL for future notifications.
To resolve this, I used an Apache rewrite:
RewriteRule ^sites/all/modules/civicrm/extern/ipn.php$ https://example.org/wp-content/plugins/civicrm/civicrm/extern/ipn.php [R=307,L]
The magic is the R=307. A 307 redirect indicates that a POST request must be resent as a POST. Otherwise you lose the IPN data.
I had exactly the same problem .... I had to move servers which meant my IPN url changed.
I have spoken to 3 different paypal reps and even had a meeting with a tech support guy from there.
Unfortunately, there is NO WAY to change the IPN url for existing customers/subscriptions.
I have been advised that all existing customers/subscriptions would need to be setup again, your customers would then need to start a new subscription based on the new IPN url.
This is a right PITA ... I have just over 1500 customers I need to do this for, and I can guarantee I will lose some due to the hassle of this.

If you need to chnage IPN Url make sure that it is still turned on check from History>IPN History and turn it on.
IPN can be enabled in one of 2 ways.
In the PayPal account Profile
Passing an IPN URL as a parameter in an API call or button code.
To enable IPN in your account profile follow these steps:
Log into your account at https://www.paypal.com
Click on the Profile
subtab In "My selling tools" click Update in the Instant Payment Notifications section.
Click the Edit button or Choose IPN settings
Enter your IPN URL in the Notification URL field Make sure the radio button for 'Receive IPN messages (Enabled)' is selected
Click Save
IPN can be enabled directly in this section of the account: https://www.paypal.com/ie/cgi-bin/webscr?cmd=_profile-ipn-notify-edit (access requires login)
To pass an IPN URL as a code-level parameter you should refer to the documentation of the feature you are implementing. Typically the API variable you would pass is 'NotifyURL' but it can differ based on the API call, if the API is Name-Value-Pair (NVP) or SOAP format or if you are using non-hosted PayPal Standard button code. For standard buttons the variable is "notify_url".
This profile setting is frequently overridden by shopping carts. Still, IPN should be enabled in the account.
It's 1 May 2013 & PayPal has changed the location for the IPN.
Login, go to Profile -> My selling tools ->Instant Payment Notifications...(Update)
This shows your current IPN URL, and there is an EDIT button.
In the absence of a solution from Paypal, I would encourage anyone to submit a support ticket requesting a manual change. If enough of us do this, they will have to provide this option eventually.

EDIT: I managed to successfully change all my prior IPN URLs via a ticket with Paypal Support. They told me it has to be done manually, but obliged my request. It took about a week. They were very helpful. Hope this helps someone.
Dec 2022 update:
There is IPN URL settings at https://www.paypal.com/merchantnotification/ipn/preference . I changed the IPN URL and since then all IPN notifications are coming to the new IPN URL. I do not know if super old subscription notifications will also come to this URL or not, but I can confirm that 1.5 year old subscriptions are going to this new URL now.
I have just done it.
