I couldn't find anything in the classic or rest api for sending payments. I want to send payments, is the adaptive payment api the best way to go to sending individual payments? (I'm buying products and want to send them automaticially)
Mass Payments (classic) and Payouts (REST) both send payments to other users, and while these can be used to send sets of payments they can also send one payment at a time. Many merchants use these products this way.

All documentation I can find for PayPal development is focused on capturing payments from a customer. Even IPN and Webhook events are all about taking action when payments are received.
I operate a small press and my primary use of PayPal is to send payments to authors. I need to take certain actions when payment is sent from my PayPal account to many different recipients.

The TransactionSearch API would allow you to pull transactions based on different types. It uses the Classic API, though, not REST.
IPN would send notifications when any transaction hits in your account, including payments you send from it via send_money, masspay, or the Pay API.
Is it possible to send money or issue a non-referenced refund from the regular PayPal APIs?
I don't think we're enabled for MassPay, and our pre-existing system doesn't work with Adaptive Payments.
You could use the Pay API (which is part of Adaptive Payments and would require an App ID).
You could also use the DoNonReferencedCredit API if you're pushing funds back to a credit card that doesn't have an original transaction associated with it.

You can use MassPayment API or Implicit send money from Adaptive Payments.
Masspay API helps to send money from your PayPal account to multiple receivers.
Implicit Payments is that, in which your application is both the sender of a payment and the caller of the Adaptive Payments API. You would need to create a application at apps.paypal.com to acquire this feature.
i am creating a small marketplace where sellers can sell their products and receive payments to their PayPal account directly from the buyer.
i've previously been using "website payments standard" but am looking to switch to the express checkout API to generate a one-time payment token each time someone purchases something and which then allows buyer#email.com to send a payment directly to seller#email.com without the involvement of my PayPal account.
is that possible?

Think you are looking for Adaptive payments.
Adaptive payments handles payments between a sender of a payment and one or more receivers of the payment. You are an application owner, such as a merchant that owns a website, the owner of a widget on a social networking site, the provider of a payment application on mobile phones, and so on. Your application is the caller of Adaptive Payments API operations.
So, in general if you want to act as API caller and to felicitate the money transfer between buyer and seller, Adaptive payment is the way to go.

You've got two main options: use the MassPay API or Adaptive Payments API.

The Adaptive Payments option gives you a lot more control over the payment and is the future direction of the Paypal APIs. It supports SOAP, NVP, JSON and plain XML. MassPay has both a SOAP and NVP interface.

Seems like lot of things are now deprecated. You should use PayPal Payouts.

To send a payout, you need to know:
Each recipient's email address, a domestic mobile number, or payer ID (an encrypted PayPal account number)
Payment amount (per recipient)
Currency code (one currency per payout)
