I have a school use microsoft teams to benefit a OnlineMeeting, Assignment ...
I have a education website to making this using of teams services much easy.
So i get api from teams and in put them in my website, in this case i need consultation:
Example if i get joinMeetingURL this url is private that means only student in a class that teacher has create this meeting can join .
In this case we need this student to sign in in his microsoft teams righ? So i need SSO ?
In generale if i want to use data in microsoft teams we need to ensure that the student has sign in from his microsoft teams ?

I would certainly use SSO for this - it saves you worrying about managing your own usernames and passwords, and you know the users have a proper account with a trustable identify (Microsoft 365). There are two types of SSO that might be relevant here though:
TEAMS TAB SSO - this is only if you want your app to live INSIDE Teams, as a tab (read more at https://learn.microsoft.com/en-us/microsoftteams/platform/tabs/how-to/authentication/auth-aad-sso)
Microsoft 365 SSO - Look into the MSAL 2.0 Library at https://developer.microsoft.com/en-us/identity/blogs/msal-js-2-0-supports-authorization-code-flow-is-now-generally-available/

im în my first year of software developing. Im trying to create an iOS app where I will have some authenticate and other databases query to do. How could I create a hosted database that users could authenticate and retrieve different informations from it?
You can have a look at different MBaaS solutions (Mobile Backend as a Service), the most prominent of which are possibly:
AWS Amplify
Firebase (Google)
Azure Mobile Apps
They provide very simple ways to create a complete and secure backend for Mobile and Web Apps with Authentication, APIs, Data Storage and others.

What are the best practices for creating a user authentication system for an ios application? Any good tutorials or insights on the process are helpful (newbie).
Stormpath is an authentication and user management backend service aimed at developers. You manage your own collection of users, verify their logins, and assign users to groups (roles). Your app makes calls to their server.
Parse provides a Parse Social service that lets your app do user authentication through Facebook or Twitter. Parse is being acquired by Facebook (as of 2013-04), so I don't know what that means for their future.
Okta is another.
Mozilla Persona is quite promising, but may not yet be ready for the real world. There is an open-source kit for iOS named persona-ios. Read a discussion on How to use Persona in a native iOS app?.
User authentication and identity as as service seems to be a new but burgeoning field.
If you are using a third party backend the stackmob, parse etc all handle authentication. If you are rolling your own then this project looks a reasonable way to go: http://quickblox.com/developers/SimpleSample-users-ios.

Is it possible to get people to give feedback via the feedback client who do not have a named user account on the TFS account?
I'm looking specifically for something that works in a similar way to the TFS feedback tool allowing my to specify a list of items that should receive feedback and email testing links to specific people.... but without the need for them to sign in to TFS.
Many of my "stakeholders" don't even know what TFS is and have no interest in learning or having an account. I just need something that can...
Send them an email with a link they can use to access the feedback system
Allow me to configure a list of "feedback areas" to guide the users feedback session
Will log the feedback into TFS as feedback on the specific project/iteration
You can do this with usersnap. It integrates with TFS and doesn't require them to have an account or to install anything locally. Unfortunately you can't do this natively with TFS.

What site template would you recommend to create an intranet portal site? It is going to be used by 200 employees. It probably will have the following content
department calendar
company news
employee search
weather
useful links
new employee list
presentation video
User should be able to customize the portal based their interests. Kind like the iGoogle where you could add widgets and move them around.

I think this isn't available directly out of the box.
But if it's for an intranet website, I'd choose a Team Site or an Empty site.
With an empty site, you can add everything you want/need yourself, the team site already has a calendar, document list, etc.
On a side-note. Most of the time when I create an intranet portal it's in the following setup:
http://intranet
-> contains all company info (company agenda, docs, news, etc.)
http://intranet/department1
-> contains all info of the department
http://intranet/department1/group1 -> info about group1
http://intranet/department1/group1/team1 -> info about team1.
Off-course, if you haven't got any groups or teams, you don't need those and you can stick with the 2 levels (root and department-sites).
Also, you can create site templates of the department sites, so all of them are the same.
Some webparts probably need to be created by youself, but everything is quite doable with an empty or team site.
PS:
Sharepoint 2010 only has SPS or SPF.
Sharepoint 2007 has MOSS or WSS3.0

Is it possible to collect billing information and send it to Paypal from a desktop application the same way a webpage normally would?
Paypal uses the HTTP protocol to communicate. As long as you use that with your desktop application, it will work.
As you can see from this Sample Code page, they are simply using apis to make HTTP Requests (cURL for the php example) to the paypal servers.
Not sure if this comes in too late for you, but it might help others looking around for similar functionality. I had also been looking around for a way that could let me search through paypal transactions and give me exact numbers about sales and sold products. Then I found PaySketch, which I have been using for a while now, and it has become a part of my schedule to (re)organize marketing and sales efforts based on statistics that I get from the app. I would say that it is a must have for every vendor selling things using paypal
You can also try developing an adobe AIR application. The application will be platform independant. You can read more here.
If you want to track your Paypal account from desktop, you can try Putler. It won't let you accept new payments on the desktop, but can show you insightful reports.
