I have 3 monitors with different refresh rate and I want to play games on the monitor with the highest refresh rate. Can I do it without cutting its refresh rate down to match the other monitor's refresh rate?
That is possible.
FYI:
Monitor's aren't dependent on each other's FPS. You can have 3 monitor's with each its own refresh rate. There is no such thing as "cutting its refresh rate down". You simply need to set them up correctly within your OS's settings.
As long as your monitor is correctly set-up and it's refresh rate is set at its max. Within the game(s)'s options, you need to specify the monitor that you want to use ( I assume the one with the highest FPS).

I have frequency generator connected to serial port i give it command to switch frequencies using Fxx command.
i have set of different frequencies and want to automate it like
1.F040 for 3 minutes
2.F041 for 3 minutes
3.F042 for 3 minutes
No delay between should switch immediately after 3 minutes
can use any windows software. i don't know macros/scripting please answer in easy to understand.
i am using eltima Serial Port Monitor, and Tera Term softwares.
there is option in eltima serial port monitor to send files but no resources how to write that file

I was checking the google cloud console and I found this cost that the app has already made, and that was only for Directions API(99% of the bill) and Place API(1% of the bill). and this appened on last 12th February. I was to understand how the cost was so high because I think that 3 or 10 users will not cost me so much by using my app
I am developing an app like uber where i used google map API and the development process it cost too much. why? can someone explain how google map pricing work?

I would like to try recording sleep with an iPhone, connected to a power source overnight. However, I'm not sure if the default camera is capable of recording videos that long. A colleague suggested using a video codec with very few key frames, just saving the changes between frames.
My questions are twofold - are there any open source projects that already do long(3+ hours) video recording on iPhone. How would I extract the file from the iPhone if it is 3 Gb or so in size?
At first glance this doesn't really appear to be a programming question...but you hint that you may be looking for open-source code for a video codec.
However I thought I might shed a bit of light on the iPhone itself.
If you're recording at 320p, that averages out to about 15mb per minute. Calculating 8 hours, equals 7.2GB.
To my knowledge, there is no time limit, just the limit of your iPhone empty HD space. However, some people have reported that the video recording stops sometimes, seemingly randomly, during very long recordings.

I want to erase only some part of locations to be modified in my application. Does the EEPROM supports these featrue? or they ar one time programmable?

[EEPROM] is a type of non-volatile memory used in computers and other electronic devices to store small amounts of data that must be saved when power is removed, e.g., calibration tables or device configuration. Most components (such as RTC) uses them to store their configuration (do an interrupt everyday at eight, for instance).
You may indeed reprogram it (to set the alarm for example). The difficulty of it depends on the device and the support available for it, of which you give no information whatsoever.

After submiting a new application, will it be instantly available for purchasing, or does it take some dealy?

The answer I give to clients and is generally the case for apps we have submitted from the UK (over 75 apps and hundreds of updates) is "between 1 and 4 weeks".
This is usually the scenario but there is a lot left up to chance.
You can also apply for extenuating circumstances (say for instance if your app needs to be released for a specific event ie. the World Cup) when I have seen apps get reviewed in a matter of days. You will not always be successful in receiving this benefit.
It won't be instantly available, since Apple has to look at your app first. They will check your app and accept it or reject it accordingly. It depends of course, on how long it takes until your app is reviewed. It has to be done by humans so I believe the time it'll take differs per app.
