I have registered an application for a website of mine. This is used for placing a like button, adding posts to visitors' streams, etc.
But this application does not show up anywhere and it does not seem that people can find and 'like' it.
So I created a page for this website/community.
Can I somehow connect these two, so that the existing 'likes', 'fans', etc. are moved to this new page? Or am I supposed to have and maintain both?
Your Website and a Facebook Page about your Website are two separate entities. Their Likes counts will be separated and there is no way to merge them.
A lot of people make the choice to only promote the Facebook Page about your Website as that allows them to share things with fans on facebook and to be visible to facebook visitors.
When making this choice, it's better to display on your website a like button targeting your facebook page instead of a like button targeting your website's url.
I don't think so and I searched it for I while cause I too wanted to connect these but did't find A way for this.
So its better to maintain them both simultaneously.
I want to add a link to my Facebook page that will open new information within my page. Not a website, but information from a scoring program my bowlers use. I'm not a programmer by any means and have no programmer on staff I am trying to teach myself these things as I go along.
First of all, I have no idea if what I want to add is called a "tab" or an "app." I can't really seem to find a good explanation as to what the difference is. They both kind of sound the same to me. I've tried to figure out how to add both and have found a lot of great websites and information on Facebook that kind of leads you through the process.
The problem is all of them seem to expect me to already know what things like, JavaScript, canvas urls, FBML, etc... and I don't. So I'm getting tripped up on the steps even as I'm trying to work my way through the steps. I guess I'm kind of looking for a page entitled something like "Facebook developing for ignorant people."
I really appreciate any help you can give me.

What are Facebook Tabs?
The tabbed structure multiplies your possibilities. Tabs help keep Pages organized so people know where to go to get different pieces of information. The Wall tab is for dynamic content, the Info tab has static information, the

What are Facebook Apps?
Apps on Facebook are web apps that are loaded in the context of Facebook in what we refer to as a Canvas Page.
What is a Canvas Page?
A Canvas Page is quite literally a blank canvas within Facebook on which to run your app.
Now where you may have been confused is that you have ability for your app to be used within the context of a Facebook Page via a tab. So it is a custom tab

You want to add a new piece of information to the page. Is it static content. If it is just the rules of the scoring program, then you can use a Tab. Previously one was able to accomplish this using a simple FBML tab. Put Facebook has phased this out.

Any more information in terms of languages, and steps depends on exactly what you would like to do. I am not really sure what you mean by showing the bowling information. For the moment I am thinking it is just static information. So all you need to know is how to use the following HTML tags

I need to create a simple tab page with custom content inside. How on earth I can get there the shortest and easiest way? Maybe I want to track the users who liked the page, but that's not compulsory. I just want to create a tab-page, which can integrate into a page and shows some custom content.

I guess you want a static FBML tab. It is hard to find on Facebook, however it is possible to find a link like this. If you are logged in to Facebook then it should take you to a page where you can add a static FBML tab to one of the pages you administer. After that you can customize the tab content from page settings.
A page tab or any application on facebook can be and usualy is considered a normal website. You'll need the same things that you would if you wanted to create a website. You'll need a server, some storage space, possible a database (if you want to store date about/for your users).

There are different types of facebook apps, but one of them is just a canevas app.
So you ca include an external web page in a facebook page. It's pretty similar to a frame i think.

I want to develop an online application and I am considering EITHER building a website with community features built in or building ONLY a facebook app. I was wondering if other people have had to make the same decision and what things I will need to consider.

I disagree with some of the other answers here. There is a huge difference between a) trying to advertise a new place on the web and b) trying to advertise a new functionality of an existing place. Even if this new website would offer a very tight integration with Facebook and some other social platforms. Keep in mind: facebook users really don't like to leave facebook, no matter what the reason would be. That said you can of course always do both: build a website and offer the same functionality through a facebook app. However my opinion here is that if you're application only offers its users a single functionality, you'll be better off just doing the latter.
What exactly is the advantage you expect by creating a Facebook-ONLY-App for that?
If it's only about taking tests you can still build a "normal" portal and include some of the Facebook-functionality through the JavaScript-SDK, like posting to the wall, Single-Sign-On, find your friends and so on. This way the user still has the choice if he wants to connect with Facebook or not. This way you also don't minimize your userbase to Facebook-users
(yeah I know, "everyone" has Facebook these days... ;) Still not everyone wants it to be connected to every single site he's using through Facebook)

In my opinion you have to develop both. First develop you website. Although facebook is having millions of users But in my opinion you cannot implement every thing as freely as you can in your web application than facebook application. You should have a website and a page on facebook. You can integrate other facebook social plugins on your website to interact with facebook.
From monitization point of it is easy for new users on website than application on facebook. Other reason website especially related to educational purposes have a huge click through rate which you cannot find on facebook application advertiser.
What is the goal of the website?
If its to make money dont do a facebook app, you have far more control of your site by designing it entirely yourself.
If you want social networking features there are plenty of APIs you can tie in to which will provide you with functionality and allow you to link into facebook / twitter etc.
A website would look more professional, it would allow you to gather statistics on unique hits, revisits etc, having your own database of users means you can gather information and market your site more specifically ( which users took which tests).
A website also allows you to monetize it by adding advertisement if that is your goal, and you can gain search engine rankings.
If you want to get publicity for your website you can use facebook by creating a group / page for the site and promoting it that way.
Also your own website wont leave you vulnerable to changes in Facebook, what if you put in all this work and in a year the terms change and a portion of your app is now in violation of the terms. What if you want to add X feature and facebook wont allow it?
Basically your site = 100% in your controll, thats a big advantage to you. With facebook you loose that advantage but maybe gain a little in being able to use more of their features. Personally id always go for my own site.
You should go for the website first, then add the social elements in the website.
Like you can enable users to login using there facebook credentials. Like/share Button.
And later on, you can also go for the facebook app, when you want to shoot for much much more traffic. Therefore, whenever you think that you have figured out what exactly you want out of your application then only go for it, otherwise try your options with website. Because once your facebook app is up, you will get hell lot of traffic.

You first build it like web app and use Graph API and FBConnect to use Facebook functionalities. Then you need to create a facebook app version also because getting facebook traffic is also required. People from facebook most like come to facebook app then to another web.
You will not need to convert it to facebook app, it will be just less in width and it would be a facebook iframe app. as I some where read that facebook is depreciating fbml and iframe app is recommended.
So now you can make both things, as I think , test app can have flexible layout so that you don't need to change width for facebook iframe. So you can both things by doing one.

i'm pretty sure many people will not agre with me, but IMHO you should focus on build a good Web-App that work well also on Mobile-Phones. keep it simple, intuitive, responsive, lightweight, cross-browser and straight to the point.
if your only concern is about "recommend your app to other people" make it SEO and Multi-Language too. google will do the rest.
then if you want make your app bold, slowly and planty of useless stuffs start to add all the facebook widget you want.

I agree with most of the answers here—a native website is the way to go. Personally, I don't trust/like FB apps. Dunno what they do, and given the number of scammers out there and FB's lack of responsibility (IMO), I rarely if ever use an FB app.
Creating the website gives users choice about whether they want to share results/integrate with their FB wall/profile. Users don't like to be forced into something.
And in the spirit of adventure that is typical of SO, it's always more fun to build your own website than to build a template-based (sort of), boring and nearly irrelevant (drowning in a sea of other poorly made apps) FB app. But that's just my 2¢
In your case, I would do a hybrid. First, build your website, but integrate it with Facebook via connect. This way you can concentrate on building your value added services and let Facebook worry about the community.
I would also not ignore the Facebook app. Now, with iframes being fully supported on Facebook, you can adapt your existing site to work within Facebook with minimal effort, as long as you keep this requirement in mind when building your original application.
I'm not sure why but creating any kind of integration beyond the use of social widgets and buttons on external sites always confuses me.
What I need to do is create a tab on a particular Fan Page. This tab needs to:
Contain an interface for casting a vote in a Poll.
Handle multiple Polls. Only one will be featured in the tab at a time, but there should be an interface for navigating to previous polls.
All polling data needs to be stored on my servers - 3rd party Polling solutions (facebook apps, or embedable services) are not an option unless the data storage location is configurable.
All those requirements are pretty easy to address. Im just confused about how to integrate with FB.
Do i need full FB App for this, or is there another way? This will only be accessible via the Fan Page tab, so I don't necessarily need an App at apps.facebook.com.
If it is an app... is there a way to hide the app page, and the standalone app canvas from everyone except Fan Page admins?
FBML will be discountinue very soon. You might need to find an alternative way to do it. :-)
Check out the Static FBML app that Facebook provides. You can implement it on any Facebook fan page, change the tab title, and specify the content in HTML/FBML (with some limitations, I believe IFRAMES, password inputs, and some other random things are not allowed, but don't take my word on these until you test them). Hopefully this at least gives you a little head start.
