Apple just released iPhone SDK 3.1.2.
I was wondering wether they changed some libraries or fixed only bugs.
Can someone give me some insight?

I am using an older version of Xcode - 3.1.3. and want to install the iPhone SDK.
Can anyone point me to which version of the SDK I need to download? I tried to search for the appropriate information but could not find anything that matched.

you download the xcode 4 from apple developer site. Its the best to develop iphone apps.
Without the ability to update Xcode to a more current version, you will be unable to develop on a lot of the latest SDKs. iOS 5 for example was never made compatible with Xcode 3 versions. So until you are able to upgrade to Xcode 4, you'll be stuck with the iOS 4 SDKs.

Officially Apple let developers deploy apps that's compatible with iOS 3.0 to iOS 4.2. However there are some APIs and some hardware features that's not present in some devices or in some iOS versions.
However if you only have one testing device, and you want to try to install a clean iOS 3.0 to that, for testing purposes, what is the official way to do it? I tried looking all over Apple developer website and it does not give me anything.

After that I did a thorough research on this topic. It finally turned out, that actually there is no official way for a developer to downgrade her or his own device back to an earlier iOS. Apple just doesn't allow that to happen.

If testing on the iOS Simulator is enough, you can achieve that by installing previous versions of the SDK which contains the older versions of iOS.
As for device, there is no quick way to switch between iOS versions on a single device.
I struggled with this for a while, and eventually gave up on downgrading and bought a used 1st gen iPod Touch, which can't be upgraded to 4.x so it's guaranteed to be 2.x or 3.x (2.x is easily upgraded to 3.x).
Now I test on that. Added benefit is that when testing on it you're at the same time checking the performance on a slower (slowest?) iOS device too.
Flurry has a separate analytics SDK for iPad apps vs iPhone apps. If I'm building a universal app to run on the iPhone 4.0+ and iPad 3.2+ (iPad native, not compatibility mode), does anyone know which SDK/lib I should use? And is there any reason I shouldn't use the same SDK/lib for apps running on iPhone 4+ only? (Basically, I'm confused as to why there are separate SDKs at all.)
Since you would like to have your new application work on both the iPhone and iPad please use Flurry's iPhone SDK.
If you have an application that is only meant to work on the iPad please use Flurry's iPad SDK.
With the latest 3.0.7 Flurry SDK version both libraries and headers are identical (tested with md5). Looks like they have merged both branches, possibly as of the 3.0 version. They should make that clear by releasing a common iOS SDK but the answer to your question is now clear: either one will do.
I think the iPhone 4.0+ SDK may work properly on iPad. I have this address where you can ask directly to Flurry Support, they always give me an answer to my questions.

I don't think there is a difference in the Flurry library, they are the same for iPhone and iPad. I think the only difference is when you first set up an application, it asks what platform you're targeting, perhaps just for their own metrics.
A universal aap can be tracked by the iphone sdk.you can also track it separately.then you should use iphone and ipad sdk both.

I've been searching on developer.apple.com but haven't been able to find anything.
I know that it is possible to install earlier versions of iOS using organiser (I believe the file extension for the iOS images is ipsw)
Seems like you can at least download them from Apple, though I'm having trouble installing. I believe each piece of hardware has it's own build. Here's a link for 3.1.3 for a 3G iPhone.
More generally, iClarified has a list for all firmware updates. Why this list isn't on apple.com in an obvious place utterly eludes me.

Can I access the call log of iPhone through application. Is this feature added in iPhone OS 4.0??? As what ever I searched for OS below 4.0 and it is not there.

It's not available in the 3.0 and earlier SDKs. The 4.0 SDK is currently covered by an NDA so I can't comment on that directly. If you sign up for the iOS developer program you can look at the documentation yourself.
