I am about to release my iPhone App soon. I used Helvetica, which is included in XCode. I was wondering if I need to pay to use Helvetica. I have an Apple Developer Membership. I so where can I get a license for it. If not, please send me a link to confirm it.

The fonts are part of the iOS platform. You're not distributing them, you're just using them. Apple is distributing them and they are responsible for paying for licenses and royalties.
This is the same as if you built a podcast app using the built in quicktime player. You wouldn't be responsible for licensing the aac or mp3 decoders.

You don't need to pay for it. If it's included by default in Xcode, you're fine.

I wonder, what do I need to have my xCode app on iPhone device?
For example, I built CoolGuitarTuner app which I want to use myself and maybe share it with a couple of friends.
Can I just somehow copy it on my iPhone for my own private use without any registrations or payments?

You still need a $99 developer account. That should be all you need, regardless of whether or not you list any apps for sale. Or you could jailbreak.

How can we support printer in a iPhone application? I want to print a page from my application. Do I need to code for this in my app or this is a default operation supported by IOS. I am using IOS 4.3 & above.
Look at the Drawing and Printing Guide for iOS.
iOS can only print to "AirPrint" printers of which there aren't many. There are some apps that run on OS X that will "AirPrint enable" any attached printer. I use Printopia (no affiliation other than as a happy user). There are some free ones but I haven't had as much success with them.

I'm a new Mac user and I was trying to download Xcode so I can start developing apps for Iphone, but it's asking me for my billing information...Do I have to pay to download Xcode and Iphone SDK, so I can start working on my projects?
No, Xcode is free. You do however need to have a valid credit card.
If you later plan on selling an app on the App Store, you will need to pay a $99 / year iOS license or, respectively, a $99 / year Mac license.
You can register for free as Apple developer at http://developer.apple.com/programs/register/
And will be able to download Xcode for Free, but you will not be allowed to test on devices only when you subscribe to the ios developer program

Has anybody tried to submit the same app with different name to the app store?
Assumed that the app is under the same iOS developer program account, and is not a lite version.

Don't. You should not try to submit the same app under a different name to the App Store. It is not how the App Store works. As #Jeremiah said, there is a similar thread on StackOverflow: Can I submit the same app to the App Store under multiple, different accounts/identities? and in it, #bobwaycott notes that the App Store Guidelines state:
2.20 Developers "spamming" the App Store with many versions of similar
apps will be removed from the iOS

Yes, all you have to do is to copy your project to a different location, and rename it:

It will be treated as a different project with configuration rewritten by xcode.

Watching their video and browsing their site, it looks like I have to do some kind of mouse olympics to publish an app. I want to publish an app to the App Store for as little money as possible, without using "hacks". Is there any way to do this, and does Apple allow it?
They seem to have posted the names of several apps using their SDK, and apps in the App store are required to include developer contact info. Write a few of the developers of recent apps using their toolchain, and see if any of their replies give you enough confidence.
