Does Facebook offer guidelines or some kind of CSS style library for Facebook canvas apps? Something that a developer could use to make the look and feel of their canvas app compliment Facebook? I'm speaking along the lines of fonts, colors, dialog box styles, etc.
I guess, in theory, I'm looking for something along the lines of interface builder in iOS development.

Facebook has published a social design guideline. They also have a brand permissions guideline for when you want to use their logo, colors, etc. But they don't have a specific css/stylesheet guideline like you are asking for.

The only thing I could think of is when I was implementing Facebook credits, Facebook had guidelines regarding the image to use and a best practice for the flow of purchasing a virtual item with Facebook credits besides that you should be able to develop your app however you like.
You said you where looking for something along the lines of interface builder in iOS development, but I would compare facebook more like the interface builder for Android, everything goes.

I noticed that a few applications like Candy Crush, Paper, Star Wars:Uprising have a theme and a cover photo on the App Store.
I tried looking on Apple's guidelines but couldn't find anything related to it.
Does anyone know how it is done or if someone could direct me to where I can find the guidelines for using a theme or cover photo, that would be great!

Only featured apps can have cover image or theme for customization. These applications are selected by Apple based on popularity, media coverage, proper implementation of WWDC rules, Good UI/U experience. This isn't on the developer's hand to change cover image or theme.

I am new to iPhone development. I’ve added Facebook sharing functionality and I also want to add the Like feature from Facebook. I’ve followed one of the examples; it works if Facebook sharing functionality hasn’t been implemented, because some files create contradiction (specifically FBRequest.h). But I want to add both sets of functionality at the same time. Any suggestions?

I've been developing application for Iphone and now I want to try to create appplication like social bookmarking but I didn't really find any help on the net.
I will have a create a login/pass, retrieve data and display them.
So I want to know what do I have to use to implement all of that for any social bookmarking website.

Most of the major social networking sites have API's for coding against their services, for instance Facebook and Twitter.
I'm sure there are other API's available, so it's just a matter og Googling for them using something like " social-network-name API developer" as serch criteria.

I can just stick it inside a webview.
The question is: Does it turn off many users? How many users will be disgusted that the entire iPhone app is written in WebView?
I think it's pretty safe to say that most iPhone users are expecting apps to use the power of the iPhone, not just be a portal to a mobile website.
Think about facebook mobile compared to iPhone facebook app. If you're an iPhone user, I'm assuming you'd much rather use the app than a mobile version of the site (or mobile version of the site contained in a WebView in a an app).
That being said, depending on your app, if the mobile version of your app is highly usable, it could be okay...

From a usability perspective, native apps usually feel better. They may also be more responsive and handle large amounts of data more gracefully. I have a few so-called "apps" on my devices which are just glorified Web apps, and they don't necessarily scream quality.
If you've already done your app, then just ship it. But keep your mind open to feedback from your users.
The answer is almost certainly "no". People care far more about the usability and experience of interacting with your application than what API-supplied widget you use to render it.
I read Apple has begun removing apps that are like this. Well technically, they remove apps they think could be easily implemented as a webapp instead. Yours obviously qualifies ;)

EDIT: Apple seems to not mind, according to the Human Interface Guidelines:
If you have a webpage or web application, you might choose to use a web view to implement a simple iPhone application that provides a wrapper for it.
Of course, Apple has a tendency to contradict themselves. ;)
Apple human interface guidelines says this isn't even allowed. I forget where it comes from, but somewhere in the guideline it says apps that are only web views are not allowed. I'm about 95% sure I've seen this. Can anyone confirm?
Is it possible to make my own website as iPhone friendly format when user launches my website in an iPhone browser?
Currently if i launch my website in iPhone, it doesn't look more readable and i need to zoom it to see clearly. If i want to provide my website link will be more clear and readable with bold fonts and buttons ( moreover it is like iPhone friendly format) in the first launch itself in iPhone browser, how to make it success? I could able to see some third party websites like http://tringapps.com and all provide the same logic. How to achieve this and what should i do for that? Where to code?

You'll need to make a separate version, or at the very least an extreme re-CSSing of your existing site.
