What will happen if the app cross the spam threshold? Will be app be taken down and be blacklisted?
It varies from app to app, so no guarantees, but in general you can expect one or all of the following -
Restriction of access to certain APIs, especially the ones you're maxing out spam reports on.
Removal from the App Center (if relevant)
Deletion of the App in question.
Deletion of all Apps you are an admin of
Deletion of your Facebook Account

A mailing list for when Facebook deploys changes to their sharing buttons/features would be extremely useful. Sometimes the changes made by Facebook alters the performance of our site and I would like to run tests when changes are made.
http://developers.facebook.com/support/community/ it isn't a mailing list per se, but there's a number of ways there for you to keep up to date on FB tech happenings.

If one was to remove their Facebook account and "Deactivate" it, would the registered Facebook apps be deleted too? I would like to remove my account but still use the Facebook APIs in my applications. Is this possible?
It's not possible to deactivate if you're the only admin of an app - you'll need to add additional admins before you can deactivate

As a web development business we want to create facebook apps for our clients and retain access to them through some for of shared account.
Facebook terms clearly state that you can't set up fake accounts.
Is there any legal way that you can create applications that are shared amongst a group of developers? groups can't create apps, business accounts can't create apps.
What has been your solution to this problem? We can't risk FB shutting down a shared Dev account just because its not a real person.

I need to create facebook fan page more than 1000 for my client. How many fan page limited I can create?
There is no limit on the number of pages which can be administered by a single user. If you're creating all of these pages to represent individual branches of a store (for example) Facebook may be able to bulk-import the details for you and set up a parent/child relationship between the branches and the brand.
If you don't have a sales contact in Facebook, https://www.facebook.com/business/contact.php is the form to contact them
I haven't heard of any such limitations
