I want to create a UIViewController with an UITableView on the top and two UIButton on the middle and A UITableView on the bottom different with the other UITableView one the top like below
That looks to me like a single table view, with three sections, assuming that the second image is the first one scrolled up - if it were three separate parts then you wouldn't be able to scroll the top sections off the screen.
You'll need to create your own custom cells for the three sections.
open xcode
create new project or go to your existing project
go to file>new>new file
select UIViewController subclass
give it a name and make sure the bottom line says "Subclass of: UIViewController"
after that click next and create
you will get three new files all named the same but with different extensions
select the one with .xib extension
you will see whats called Interface Builder come up with a view
from here you can drag and drop other views into it (such as a tableview) from the list at the bottom right
I would use one tableView instead of two, and set the tableHeaderView to a view that looks like a cell, and two buttons below. Check the image for reference:
It's easy to set this up on Interface Builder, and then you can use Quartz to get rounded corners. Have a look at this screenshot that I did really quick:

I am building an app that requires a tableview control so that users can select multiple rows and act upon them in some way. I find it easy to load my data and display it using the UITableViewController but it seems when I do it this way I am unable to place any other controls on the page, such as a toolbar to give the user some actions to perform on the selected rows. I can place a toolbar control on the form in the storyboard, but it doesn't render in the emulator.
Using a UIViewController and placing a TableView on it seems to come with its own set of confusing challenges (that will make total sense once I conquer them).
Is there any advice for a smooth way of getting a table view with toolbar controls? Thanks!
don't use a TableViewController. Use a Standard ViewController, then add a UITableView to it, and adjust the size. This way you will be able to do whatever else you want on that view without limiting yourself to the tableView only functionality.
When you do this make sure you add the datasource and delegate to the connected table. Then add cellForRowAtIndex, number of sections, number of rows, and whatever other delegate methods you need for your table.

Easier way to add this is using storyboard.
Just drag and drop a view in to your tableviewcontroller, then you can adjust the views size and put anything from objects menu to inside of the view.
Now the problem with that is view will not be stable position at the bottom of the page like a tabbar. Lets say you have only 1 row in your tableview, footer view will go up just below that 1 row, lets say you have hundreds of items in your tableview toolbar will be at the bottom of the rows.
The other solutions for your problem would be either create a custom view and adding it to current view or window (this is little bit adbance),but if you want this just google it.
Or just as you said, create a viewcontroller and put a uitableview inside. Dont forget to add <UITableViewDelegate,UITableViewDataSource> to your .h file and then you can call UItableview delegate methods.\

I want to create a view in my app where the user can contact me. At first glance I can see it's a grouped table view, but I'm unsure about the top part?
How do I get the Logo/Thumbnail there along side the big text and small text?
- I'm assuming it's a custom tableview cell?
Also, what about adding the buttons into a table cell? all evenly spaced apart? Would this also be through a custom table view cell? (designed in IB)
One last thing, is how would I put these two cells in with the rest?
My guess is that the green image and the three buttons on top (call, email, visit website) are all subviews of the table's header view. You can easily do that, if you go to Interface Builder and drag a UIView to the top part of your UITableView.
Then, you will need custom cells for the next part of the interface. One easy way is to make them all in IB and then create outlets and hook them to your table. Read the Table View Programming Guide for iOS regarding more alternatives for custom cells. If you need more customization, start from this excellent article. I hope to do the same thing in InterfaceBuilder, when I drag one UITableView onto another one, the new one always pushes the old one to the bottom, rather than just stays over the old one of UITableView.

If you have a parent view that will contain your tableviews then you shouldn't have any problem. If you're trying to place them directly in a window then I could see a problem. If things aren't lining up the way you want you can always change their position via the Size Inspector or by nudging them with the arrow keys (shift-arrow key moves in 10 pixel increments).
Why anyone would want a tableview on top of another tableview escapes me.
Your parent view should be a subclass of uiviewcontroller and your xib should have the root view as a uiview and not uitableview.
I used two overlapping table views to show two different contents on the same view, which could be toggles using a segment switch. Apparently my client requirements were vague enough that I couldn't just filter out data like how the phone app displays all calls/missed calls list.

Have a look at the UINavigationController.
To create the list with arrows, use the UITableView and set the Accessory "Disclosure indicator" on the cell (in the Interface builder).
The screenshot is from the Settings application though. If you want to create subpanels for settings, you need to use a different approach (Here is one example)
UITableView (UITableViewController).
The checkmarks and arrows are added by changing the .accessoryType property of the cell. To make the table views clickable, implement the -tableView:didSelectRowAtIndexPath: method in the delegate.
I'm just wondering if anyone has any idea on how you can create a view that looks like the user profile view in apps like Tweetie, where there are seemingly multiple tables with a couple of normal (straight up and down tables) and then two rows of six cells, which in Tweeties case have the number of followers, following etc.
I'm trying to make a similar view for my app, but can't seem to find out the best way to create it. Any tutorials, advice etc. would be appreciated.

To get the same effect as Tweetie's split cell, create a custom cell and add a Segmented Control and create title and detail labels
It is a grouped tableview using custom cells. The image you show has two visible sections, and the top of a third. It also has a custom table header view. The second section has two cells built from four UILabels and a dividing line graphic in the middle. You can create this in a nib, or by hand.
You can even change the grey pin-stripe background if you want.
