You get the error if you are trying to update an Eclipse/RCP application running from within Eclipse (Run or Debug).
If this is the case, have a look in the launch configuration. On the "Configuration" tab, you can find a setting "Support software installation in the launched application". Check this :-)
Are you on Mac?

I just installed a new version of eclipse IDE(2020-12) and tried to install the plugins I had on the older version but had no success.
As shown in the picture, when I find the plugin in the Eclipse marketplace and click install, "install pending" shows up and nothing happens. I neither get any pop-ups that ask me to proceed with the installation nor see any progress at the bottom right of the eclipse window. For the older version(2019-06), I can install without any changes in preferences or some other sort of settings. I wonder what could cause this issue?

From Eclipse menu open: Help->Install New Software and paste the link.
I think the problem is with Editbox but I can't figure out what exactly is wrong (I'm the author of the plugin).
I installed the Eclipse Marketplace via http://download.eclipse.org/mpc/indigo/ and Help>Install New Software... and it's not showing up under the help menu as expected after a complete reboot and I can't seem to find anyone else who is having this problem?
What led me to installing the Eclipse Marketplace in the first place was my attempt to install Eclipse Color Themes (http://eclipse-color-theme.github.com/update/). Eclipse Color Themes did not appear where indicated in it's documentation either so I thought I would attempt installing through the marketplace but I think I may have a larger plug-in related issue however plug-ins like Aptana and other misc. custom plug-ins installed correctly.
I'm running Eclipse on Windows 7 64-bit if that's of any help as well.
I had same problem.
I add http://download.eclipse.org/releases/indigo repo and install MPC and Maven.
I tried #d_pilot's answer which didn't work but found the repo at http://download.eclipse.org/mpc/indigo/
You should be able to change the /mpc/(version)/ to get whatever you want from there, which is nice for all the other eclipse classic versions.

On Eclipse Indigo 64-bit, I tried to install ADT (Android Development Tools) plugin ver 15.0. But I get this error :

I installed eclipse into /opt as root. I had this exact issue.
Seems that this has something to do with permissions (Yeah, great error message, I know).
I simply installed the plugins while running eclipse as root:
user#computer ~$ sudo eclipse &
Problem solved!
EDIT:
Instead of this, when you install it, you can change the ownership of the eclipse files so that you don't have to run as super user every time you want to install an addon.
user#computer /opt $ sudo chown -R user eclipse/

Alright... this solved my problem:
Open Eclipse
Go to Help > Install New Software > click on Available Software Sites.
Make sure that "http://download.eclipse.org/releases/indigo" is checked.
Then.. enable the "contact all update sites.." option on the Install new software page.
You should be all set!
Try to enable the "contact all update sites.." option on the Install new software page.
That said, ADT should not have a dependency on epp packages, unless you have some other software installed along with Eclipse. Please make sure you're using one of the following Eclipse versions:
Eclipse IDE for Java Developers
Eclipse Classic (versions 3.5.1 and higher)
Eclipse IDE for Java EE Developers
Follow instructions on http://developer.android.com/sdk/eclipse-adt.html thereafter.
Run Eclipse with administrator priviledges... If on Windows right click, and select run as admin
Try to download the SDK archive and follow these instructions, it worked for me.

Start Eclipse, then select Help > Install New Software.

I want to install Google plugin, GAE and GWT on Eclipse i tried in different ways by trying to install all at once and only one at a time but i get this error

I had this problem as well, and neither running as administrator nor changing the eclipse directory permissions fixed the issue for me.
Eventually, I discovered that the Eclipse download site (http://download.eclipse.org/releases/juno) was disabled in my "Available Software Sites" preferences. Enabling it solved the issue for me.
I got same problem and solved by launching Eclipse as administrator.
I post this for people who face this error in future.
Firstly I changed permissions on the directory where I put Eclipse as CobaltBlue suggest but it didn't work. Next I launched Eclipse as administrator and tried again, then installation is completed!
I'm not sure it is necessary to change the access permission of the directory of Eclipse.
I am using Eclipse Juno and OS is windows 7.
If you're running on Windows, check the permissions on the directory where Eclipse was installed. Test if this is the problem by adding the user "Everyone" and give them read/write/execute access to that directory. If it works, then that was the issue.
Also, if you are not running Eclipse as Administrator, you'll want to update the shortcut you use to launch Eclipse and select "Run as Administrator."
The part of the error message that says following looks kind of odd to me
requires 'org.eclipse.pde.core 0.0.0'
If 0.0.0 is the required version of org.eclipse.pde.core plugin then something must be wrong in the dependencies being detected by eclipse's dependency resolution system. 0.0.0 just doesn't seems to be a valid version.
What update site are you using? Is it the correct one for eclipse 3.6?
I am predominately a .NET developer so forgive me if I am missing something obvious. I use Eclipse Ganymede (3.4.0) for Blackberry development.
I have Blackberry JDE Plugin 4.3.0.8 installed and would like to install 4.5.0. I try using Help -> Software Updates to get it but get the following error:
"Cannot launch the Update UI. This installation has not been configured properly for Software Updates".
Any ideas on how to fix this? Failing that any ideas how to install 4.5.0 without using the Update facility in eclipse? I have installed the 4.5.0 component back but it has not put it into eclipse, just installed files in c:\Program Files\Research In Motion.
I'd rather not do a fresh installation of eclipse!

The first idea that comes to mind is that Eclipse doesn't know where to look for updates.
Go to Help->Install New Software (not update)
Click on Available Software Sites
There you can Add, Enable/Disable software sites(repositories)
Just like Jamie said, download Component pack from Blackberry site, and install them with Help->Software Updates->Available Software->Add Site->Archive

Thanks for the links guys but I ended up downloading a fresh copy from the website, the archive that I had must have been corrupt somehow because I tried using it again and had the same issue.
