I made a Hello world simple application using xCode on Windows 7, I want to Publish it and move it to my iPhone 3g
if any tutorial please tell me :)

If you mean the Dev Alpha device given to developers to help them test their apps on BlackBerry 10, you will need to attend one of the BlackBerry Jam (for developing consumer apps) or Enterprise Jam (for developing enterprise apps) events and qualify for a device.

When iPhone 4 was released , there was a special hardware for Location based services and APIs.But when i saw iphone 5 and ios6 , there was simple some built in applications and some hardware improvements.Is there any special in iOS6 and iphone 5 for development?

I am thinking of making an app for my younger brother's iphone, through which i could lock all functionality of iPhone except making and receiving calls for the time he is doing homework. Will apple allow me? if "yes" then how?
There are no public APIs to do what you're asking. If you managed to use Apple's private APIs to do this (which would take an extremely large amount of effort), Apple would reject your app from the app store. That said, if you're just looking to install the app on his phone, you can do that with a $99 developer license and Xcode.

Is it possible to display the Xcode console of an application in real time on an iPhone/iPad without to need the computer?

Download the iPhone Configuration Utility at http://www.apple.com/support/iphone/enterprise/ . It can display the console of any iOS device, as long as it's connected by USB. Runs on both MacOS and Windows.
You don’t need Xcode per se, but you do need to be connected to a Mac with a USB cable. The iPhone Configuration Utility is also able to view console logs of applications.

Is this possible to develop for iPhone OS 2.2.1 with the latest iPhone SDK 3.2.2? How?
iPhone SDK 3.2.2 is under NDA. You should ask this question on http://devforums.apple.com.
I don't believe it is anymore unless you can find the actual 2.2.1 sdk to download somewhere. If you can, then yes. But, as far as Apple is concerned, they really only want 3.0+ apps on the App Store.
