Will an app get rejected if you have a button that opens a page in safari? And if so how can I avoid this?

No it won't get rejected. These buttons occur all the time. There are even buttons that open safari links that redirect to the appstore. They have a new rule that you're not suppose to have links advertising other people's apps, but that's being looked into.
Edit: Yes it is a strange question to ask (where did you get the notion). I should note, they have a problem with redirecting to external app stores. If you want payment, it has to be in app.

I was wondering, is it possible to publish an app to specific app stores, like ones where I know the ads will be targeted towards them? Or is there a way to set something in my app to do certain features for users in certain countries?
Yes.
In iTunesConnect when creating a new App, after the first couple pages there an option at the bottom to "specific stores". Click on this and select only the store you want the app to be available in.

I have created a webapp which is for iPhone. I need 2 helps.

How do i submit it to http://www.apple.com/webapps/ ?
Whats the best way to share with people who would be using it. Its a free app and neither am asking for any donation. So don't want to share across using money.
Apple adds the webapps on its own, and it didnt add anything to that list after 12/03/2010. So that is a stale list.
If you dont want to spend anything, you may want to advertise it on some forums, where they discuss about the problem your app could solve. Other than that you could try telling people, writing blogs about it or do a link exchange with other apps.

If we remove one of our apps from the iPhone app store what is the effect on all the people who have previously purchased the app. In other words if they change devices, or lose their phone and sign in with the same account used to buy our app, will they still be able to download it from the store? Or is it completely eliminated from Apple's servers?
They should still be able to download it even if they switch devices after you pull it from the store.

I have created an application. It was rejected by apple as it has less content.
Now I have added functionality in it. what should I do with that app? should I submit it with same id or create new id for the app?
If it's the same app, you should use the same app id. There should be no reason that you can't just re-submit it as the same app id as long as you've fixed whatever they rejected it for. Rejections happen all the time. If you've fixed what they wanted you to fix, they should accept it this time (barring any other issues).
There is no problem in submitting it with the same id.
Usually when Apple rejects your app they tell you the reason for it.
In my case, they also send me a link to the reference guide that I needed to fix my problem.

Watching their video and browsing their site, it looks like I have to do some kind of mouse olympics to publish an app. I want to publish an app to the App Store for as little money as possible, without using "hacks". Is there any way to do this, and does Apple allow it?
They seem to have posted the names of several apps using their SDK, and apps in the App store are required to include developer contact info. Write a few of the developers of recent apps using their toolchain, and see if any of their replies give you enough confidence.
