I did it before but now i can't find the downgrade link, There was a link to downgrade to the standard free edition if the users are less than 10.
Is there anyway to downgrade or to subscribe directly for free?

unfortunately, As of December 6, 2012, Google no longer offers new accounts for the free edition of Google Apps. Google Apps free edition is sometimes referred to as "Standard Edition." If you already have the free edition, you can continue to use it for free. This change has no impact on existing users of the free edition.
From December 6, 2012 Google has close their Apps for free - Standard edition. But till you can avail on your domain for FREE for Lifetime. You need to add your domain to a Google Apps for free edition.
I have some domains enabled with Google Apps for Free. I want to sell those domains.

One dirty way is having two almost identical projects, and building one as a free version and the other as a paid version.
Another way is implementing differences between versions as features after in-app purchase. (I might go with this if there is no better way.)

The public, free version has virtually all the functionality that the paid version has.
To answer your questions:
Yes, unity free can publish on google play
The limitations are mainly on Support from the Unity Company. Also you get a discount in the assetstore with the paid versions.
You need a paid version if you earn more than $100.000 a year.
I believe there may be an extended profiler with the paid version, but I'm not sure.
Also, the free version forces the Unity logo on your splash screen (initial loading screen) on publish builds. You can remove this by purchasing the paid version.

You can either create a limited functionality free version and a full paid version = 2 applications in the app store.

Google I/O is supposed to have a lot of Android content this year, and the videos from last year are pretty useful. Unfortunately I think its too late to register.
For the iPhone, you'd want to go to Apple's WWDC conference. It hasn't been officially announced for this year, but many sources point to June 28th as its start date.
I personally don't know anything about this camp, but someone else asked about the Big Nerd Android Bootcamp in this other question. The courses were written and are taught by a very active member of the Android community here on Stack Overflow, so at least you know he knows his stuff!
Depending on your city, there may be a local meetup of iPhone and/or Android developers. These are typically free or cost a few dollars to attend, so I think they are a great place to start. Check out meetup.com for more.
