I have two tables shown below. I want to create a new variable (VALUE) based on the logic below and show results in a 3rd table? How can I do this in T SQL?

If you want to see the results for all rows where table_1.id = table_2.id (and table_1 rows that do not have a match on id), then we can use a left join and a case expression:

If you only want one row for each row in table_1, and want to know if table_1.data is between any corresponding row in table_2 or not, then we can use a outer apply to select top 1 and a case expression:

This TSQL statement gives me the following error:
Update or insert of view or function 'C1' failed because it contains a derived or constant field.
Ideally I would like to create a "fake field" named Match and set its default value to 0. Then with the update I would like to Update ONLY the records that have an existing entry on the "AnotherTable".
Any thoughts what am I doing wrong?

Try doing a Left Outer Join like
SELECT x.ID, ISNULL(a.Matching_ID, 0) as Match, x.Field2, Count(*)
FROM TableX x
LEFT OUTER JOIN AnotherTable a on x.ID = a.ID
GROUP BY x.ID, ISNULL(a.Matching_ID, 0), x.Fields2
without the need of a C1
If I am understanding correctly, the problem is that you are trying to update the CTE table. If you update the table directly you should be fine.

I would like to update a column all rows in a table that holds user_id and date_created with the lowest date_created for the user_id.
The following select gives me all the rows I would like to update:

I would have expected this update to work:
update mytable set join_status = 1 where date_created =

s1.user_id = s2.user_id group by s2.user_id)
> 1 group by user_id);
But is gave the following error:
ERROR: more than one row returned by a subquery used as an expression
I've tried a few different solutions, but nothing seems to help.
Does anyone have any ideas fro me?

Change your SQL to:
update mytable set join_status = 1 where date_created IN
(select min(date_created) from mytable s1 where
(select count(1) from simplepay_payment s2 where
s1.user_id = s2.user_id group by s2.user_id)

EDIT:
In the subquery you're performing GROUP BY user_id. This means that you will receive many rows, based on the number of unique user_id values in your simplepay_payment table.
To make your query working as expected, you should join using 2 columns: user_id and date_created. As you've mentioned, you already have the query that gives you the correct results, so you can use it like this:

I've wrapped in your query into the Common Table Expression and used it in the UPDATE statement. You can add RETURNING m.* at the end of the query to see the rows that had been updated and their new values.
You can test this query on SQL Fiddle.

Common Table Expressions (WITH-queries) are not available before version 9.1 for UPDATE statements. You can simply move the CTE subquery into the update, like this:

I'm trying to select all records from a table "Table1" but I want a new column called "HasException" that contains a "0" or a "1". "HasException" must be "0" if the count of row matching the current Id from "Table2" is equal to 0, else it returns 1.

Just a brief of business scenario is table has been created for a good receipt. So here we have good expected line with PurchaseOrder(PO) in first few line. And then we receive each expected line physically and that time these quantity may be different, due to business case like quantity may damage and short quantity like that. So we maintain a status for that eg: OK, Damage, also we have to calculate short quantity based on total of expected quantity of each item and total of received line.

solution should be based on SQL 2000
You should reconsider how you store this data. Separate Expected and Received+Damaged in different tables (you have many unused (null) cells). This way any query should become more readable.
I think what you try to do can be achieved more easily with a stored procedure.
