I am new to Windows 8.1 app development. I have registered my Windows phone using "Windows Phone Registration" tool and was able to successfully deploy a "Hello, World" app onto it both from Visual Studio as well as from the command line.
This SO link says that development for Windows phones is not same as that of for tablets. We have to install remote debugger tools on the tablet and tell Visual Studio that we want to debug it on remote machine.
So, my questions are:
Is there any other way to deploy apps during development other than installing remote debugger tools on the tablet?
How can I sideload apps from command line onto the tablet?

1) Create an appx package for the app not intended for upload to the Store (Visual Studio -> Project -> Store -> Create App Packages -> "No")
2) Zip up the AppX folder and transfer it to the tablet, unzip on tablet
3) Right-click "Add-AooDevPackage.psd1", run as administrator
This will install the package to your tablet. You can create a command-line app which will run this command as well.

You can start by creating a Flutter project on your Windows laptop. Also, the iPhone is not required in Flutter, so you can code in your Windows laptop without needing an iPhone(Build iOS apps with Xcode, which only runs on macOS) to try to run/debug the app.
You cannot build a flutter iOS app directly from Windows. What you can do is use external tools to do it. One of these tools is Appollo (https://github.com/Appollo-CLI/Appollo). It's a python CLI tool that let you access remote MacOS build machines.

It's pretty easy to use :
First install it
pip install appollo
Then setup your Apple Developer account with Appollo : https://appollo.readthedocs.io/en/master/tutorial/2_configure_app_store_connect.html
Finally you can build the app and retrieve the IPA
appollo build start --build-type ad-hoc
appollo build ipa
And that's it.
I've enabled the support for windows-desktop on flutter... but is there any way to compile and run the windows flutter app on macOS?
As of now! Unfortunately, "build windows" is only supported on Windows hosts.
However, you can have have virtual tools to help you build on Mac for example
Apple Boot Camp
The Boot Camp Assistant app is pre-installed on every recent Mac, and launching it will walk you through the process of installing Windows 10.
Parallels Desktop
Using Parallels Desktop 11, you can run Windows apps side-by-side with existing Mac applications, including Visual Studio and Cortana.
VMWare Fusion
Fusion 8 from VMWare will let you run Visual Studio right on your Mac desktop.
Oracle VirtualBox
VirtualBox is a free application for running virtual machines on your computer, and it supports running Windows on Mac.
Once you have these tools, you can install windows and start developing on Windows but virtually through Mac host.

Windows 10 SDK (10.0.17763.0)
then run one of following command in your project diroctory
flutter build windows
Then go to the release folder you should see the .exe file
I have been playing around with DirectX on Windows Phone 8.1 through the Universal App Template and in the process I've noticed that no matter which of my solutions I am opening, whether it be a Universal DirectX template within Visual Studio or code samples from MSDN; whenever I set the default Project in the solution to the Windows Phone 8.1 Project, I dont get an option to deploy to my device(s), instead only the 6 emulators appear.
If I set the default project in the solution to the Windows 8.1 version I am given the option to run on both the device and emulators and if I create a Windows Phone 8.1 DirectX (Silverlight) app it gives me the option to deploy to both the device and emulators. So this problem is only for deploying a DirectX (Universal) app to a Windows Phone 8.1 device
To go a step further, I have tried generating an APPX and manually deploying the DirectX (Universal) app to my various devices, but even though the deployment tool that comes with the 8.1 SDK says that it was successful, it doesn't appear on the devices app lists.
So I want to know, is it even possible to deploy a DirectX (Universal) app to a Windows Phone Device? and if it is possible, how to set up the solution to allow deploying to my Windows Phone devices?

create a new universal d3d app
right click the windows phone project and select 'Set as startup
project'
set the solution platform to 'ARM'
The 'Device' option should now be available.

I have port an Android application to BlackBerry using Android Runtime. I can install that application successfully using Eclipse. Now I want to put those deploy files (MyApp.bar) in to a remote server and download the .bar file using a browser and install it to another BlackBerry 10 Dev Alpha device. I was able to download but unable to install the .bar file. What should I do?
I believe that you are looking for an app or tool that you can run from a BB10 device itself to install the .bar file, after you've already downloaded it. There used to be a tool like this for the Playbook, but it seems to be no longer maintained and Blackberry (RIM) have blocked the method this app used to perform the install in newer version of the Playbook OS (and presumably BB10 as well).
A solution which has been reported to work by some in the Blackberry Developer forums is the Playbook App Manager as a Firefox or Chrome plugin. You can use this plugin from the browser on your PC to push the .bar to your other Blackberry 10 Dev Alpha device over the network.
If that doesn't work, that leaves you only with external tools that you already know work like the Eclipse plugin, and you could also use the command line tools like blackberry-deploy or batchbar-deploy installed with the SDK.
Finally, crackberry.com has a tutorial on sideloading Android apps using the DDPB third party app, which requires Java and .Net (so the browser plugin tool is really preferred).
