Can the PayPal Sandbox really charge credit cards - paypal

I have created a registration system that uses PayPal for the payment processing.
We had people that registered for an event when the system was in sandbox mode. They are claiming that their credit cards were charged.
Is this even possible?

I'm trying to integrate paypal payments through card into rails app.
Normal one-time payments are working well. But I keep on getting the above response when I'm trying to make recurring payments. I've tried to enable that feature in paypal developer website but it says
Note: Live credentials are disabled for direct credit card processing in your app. We are processing your information and will email you when live API credentials are enabled.
But it is saying same from past few days. I've tried contacting them through online contact us but after three days they replied saying I have to add my credit card to the account. Do I need to add credit card for testing sandbox also?
You need to contact PayPal technical team at https://www.paypal-techsupport.com/app/ask , provide your sandbox PayPal account, they will enable DPRP for you.

customer use real credit card information against paypal sandbox

customer make payment (with real/valid credit card) on test website that is linked with paypal sandbox account. paypal notfied them that $200 is deducted from their account with proper transaction id.
I can see that transaction id in sandbox business account but question is if real money is deducted from their accounts?
Same question if they use paypal to pay us instead of credit card while site was operating under test mode and linked with paypal sandbox business account.
The short answer is no. It is a self contained area for you to test all your paypal applications

PayPal IPN Sandbox Payments - Pay On Delivery or Bank Payment

I am trying to test PayPal payments that are authorised at a later date, examples being Pay on Delivery or a Bank Transfer.
I have created a new sandbox account with no credit/debit cards and £0 in the PayPal balance but when I come to make a payment I have to add a card.
I have set up a bank account and agreed the mandate so I must have something set up wrong somewhere because these type of payments happen in LIVE and we have an issue with the IPN message that comes X number of days later once the payment has cleared so I am trying to reproduce this to investigate.
Have you tried using the IPN Tester? (here after you log into your Sandbox account) https://developer.paypal.com/developer/ipnSimulator/ .
All sorts of conditions that you can test your 'listener' process against there.

PayPal payments made to sandbox account instead of live account

We had a page set up to receive PayPal payments - it was still on testing/development, so we used a sandbox business account to receive payments.
Unfortunately, some users gained access to the page and successfully made payments. I logged into sandbox and found out that it successfully received the payments from non-sandbox accounts of real users.
I thought this would not be possible. So I tried it for myself - made a payment using my real PayPal account, and I was right - it did not work.
My question is: How was it possible that they were able to pay using their real account, but I couldn't? Second, since they paid to a sandbox account, was actual money deducted from their account? If yes, would refunding it from inside our sandbox business account work?
The only way I can think anybody could have completed the transaction using a "real" account is if they paid using a credit card through a Payments Pro integration. Are you using Payments Pro?
Any money paid to a sandbox account is fake, and no money would actually be transferred.

paypal website standard for subscription, cancelling subscription

Please help me with my requirement to implement using paypal.
My requirement is this :
The user can subscribe to a service, using paypal account or credit card ( without paypal account ) . The user can unsubscribe later if he/she wishes to .
I implemented the first part using Subscription button of "website standard" where paypal gave me a button and upon clicking it will lead to paypal website.
I am getting the notifications using IPN
Now there are two problems:
How to test credit card, I could test paypal account payment using the sandbox test users, but for the credit card, I dont have dummy credit cards. If I use the credit cards of the paypal accounts, it says "paypal users should use paypal to pay "
I want to cancel the subscription. The paypal user can go to the paypal account and cancel the subscription. That works fine. But how can we cancel the subscription from my website, or how can we cancel the subscription of the creditcard payer. The paypal SDK says the subscription profile ID is invalid.
Did anyone tried this kind of implementation.
Any help would do, be it links or places to search .

First, Guest Checkout (paying with a credit card without signing into PayPal) is only available without recurring payments. When using recurring payments it will force the person to create a PayPal account. You would need to use Payments Pro in order to do recurring payments directly with credit cards, and then the person would never even be redirected over to PayPal at all.
For test cards, any old expired card you have would work, or what you can do is login to your PayPal sandbox account, go into the profile, and go through the process to add a new credit card to the account. It will actually fill in a card number for you, but DO NOT add this card to the account. Just copy that card number and then cancel out of this screen. Now you can use that card number for testing on the PayPal system.
In order to refund using the API you'll need to create the profiles using the CreateRecurringPaymentsProfile API. The profile ID that gives you will be compatible with all API calls to manage it in the future.
