Can we use google project without adding billing information to it? - google-cloud-storage

While using gsutil from command line its says '403 error' and asks me to add billing information for my project. When adding billing information, Google refuses debit card. I have used both visa and master card. it is refusing both of it ?
Now what can i do to run gsutil commands from command line?

No, in order to use any of the Cloud features you need to have billing enabled. You do get a $300 trial credit that's valid for 60 days when you sign up, so you won't get charged right away. If you're having issues adding a valid card as a payment method, you can contact billing support at https://support.google.com/cloud/contact/cloud_platform_billing.

I have this problem while creating a Flutter Application using Google Map SDK.
Solution:
I have searched several sites and discovered that the problem is due to creating Pakistani Billing Addresses.
Why does this problem happen?
Google Cloud Console supports INR, USD and Rupee, but for using Google Map SDK / Enabling Map Billing, the account has to be USD Support.
How to solve this ?
First of all, check if you've enabled the API you're trying to use, or second, you must check the billing account type, go to an overview of your billing account, and there you'll find it. If it is a cloud console type, then you've to create another project and link it with another billing account with maps (that's what I've done, and still trying to find a way to merge both of them) and, most importantly, maps billing account won't in INR it'll be USD, The INR is allowed only of cloud console billing account not on Maps Platform.

Unable to add a credit/debit card for billing account on Firebase

Sorry if this is not the correct place to put up this question, but I'm unable to find an answer anywhere else.
Here's the problem.
I need to upgrade a client's account on Firebase from Spark plan to Blaze plan (pay as you go plan).
To do that I need to add a credit/debit card as a payment method to their account (billing account).
We have tried 3-4 different credit/debit cards but have failed.
I tried getting help from the help center but was not able to find it there.
At this link - https://console.cloud.google.com/support/chat - I tried to chat with someone to get help but here's what I got -
I am not the administrator on any billing account - Because I am unable to add a credit/debit card to create a billing account, hence I am not eligible for any help
I cannot get help on Phone because "You do not currently have access to technical phone support"
I am really frustrated by this, I have tried multiple cards, even borrowing other people's credit cards.
I am unable to find help from Google! Community support is the last option left! I just want to know what the issue is with my credit card? Why am I not able to add it as a payment method?
It was not registered for international payments initially, but I got that changed. I do not have any other ideas.
I really hope you guys can help me out.

I followed this link, this is something I've tried and this is the step where I am stuck.
Step 1: Identity verification - I am able to successfully complete this step by verifying mobile number and continuing.
Step 2: Verify payment method - this is the step I am stuck at. I have tried adding different cards, as mentioned above, and have faced different issues with different cards. One card did not have international payments enabled, I got that enabled but even then it doesn't work. It does not show any error. It proceeds to the bank's website for two step verification process, I enter the 'One Time Password" for the payment, the payment goes through and it comes back to the same "Payment Information Verification" page.

It is important to set yourself up as the appropriate individual or business type.
Once that is done, you can link it to your account and your client's project if you have the permissions to do so.

SOLVED!!
Problem -> Since recurring payments are blocked, we cannot add cards and create billing account. And since I didn't have any billing account, I was not allowed the chat support. When I mailed regarding the same, received reply after 2-3 days stating that we look for some other payment methods(which do not exist as of now if you are in INDIA).
Solution -> Connect with some friend outside India where recurring payments are enabled(for eg. USA, singapore).
Ask them to login firebase from their laptop(do not use their card in India), add billing account and then google will put account on hold for 24-48hrs. go to cards -> add a backup card (India card) -> make it primary card and BOOOOM!!. In probably 24 hrs you can make payments from Indian credit/Debit card. Thank me Later!!

How to manually trigger Paypal error 10486 in sandbox?

Paypal says, use CCREJECT-REFUSED for address1 in credit card detail. https://developer.paypal.com/webapps/developer/docs/classic/express-checkout/ht_ec_fundingfailure10486/
I tried creating new test user (CC credential was automatically created). Login into sandbox and add CC detail I got from first step. I change address line to CCREJECT-REFUSED. Save it. And then tested it, checking out via sandbox. Error 10486 was not triggered.
Any hint?
Mistake I made was to edit the SHIPPING address instead of the BILLING address.
Your best bet is to log directly into https://www.sandbox.paypal.com and hit the 'Profile' tab and try to add or edit a card there.
Watch out for the following :
Make sure you put exactly CCREJECT-REFUSED for BILLING address Line 1 with no spaces and TWO C at the beginning
They seem to be incompetent to keep the site running smoothly at all times so just try again
later if you get Service Temporarily Unavailable.
Make sure if you're adding a new card (you can use your own real card number) that you aren't getting a message telling you This card number is already assigned to another PayPal account. For security reasons, each card may only be assigned to one PayPal account because then you'll not be adding anything
Make sure payment method is actually set to credit card before you hit Submit for the order.

Okay, I was wrong to assume that the error can be triggered using direct CC payment.
As the document suggest:
You need to create a test user account
Login into sandbox using fore-mentioned account.
Change address part of test user CC to: CCREJECT-REFUSED
Then, in order to test it, run your express checkout flow as usual. But on the last part, do not use direct CC input. Instead, choose the other option -- login into your test user paypal account.
You will then received this kind of response:

All of these answers are now out of date. It's impossible to add a card with CCREJECT-REFUSED as the address and, if you could, it wouldn't do anything. You should follow the instructions at: https://developer.paypal.com/docs/classic/lifecycle/sb_error-conditions/
For the majority of APIs exposed by PayPal, this usually involves setting the order amount to the desired error code after enabling negative testing mode for your sandbox business account.
For example, triggering a 10486 via the Express Checkout NVP API would involve setting the AMT to $104.86.
As taking directly from their tutorial: (see step 2)
Login to https://www.sandbox.paypal.com using your buyer's test PayPal account.
Replace the contents of the street address Line-1 of the buyer's test credit card, with CCREJECT-REFUSED.
Execute a typical Express Checkout payment flow against the Sandbox test environment using the same buyer account and with the same credit card that you just modified.
When you execute DoExpressCheckoutPayment, error code 10486 will be returned. Your code should redirect the buyer back to PayPal using the same redirect URL used to start the checkout flow and the same Express Checkout token.

I am new to PayPal.I have published a hosted checkout page in PayPal Payflow link using Paypal manager.I tried to do a test transaction.I did't setup anything as required.I have given a test credit card no(collected from Paypal PayFlow link user guide) and exp date correctly. But I received a following error.

The first issue I see with your checkout page, is that you have your Payflow account set up to require address and CSC, but you only have your account set up to allow the CSC field to be editiable. You would need to log into your Payflow Manager, and Service Settings > Set Up and under the Billing Information set it to allow the billing address section to be editiable. This is probably causing your issue. If you still get the error after making the change, I will test it again. I was not able to get pass the checkout due to not being able to edit the billing address.

How can I simulate an error using Paypal Payments Pro sandbox?

How do I simulate an error with PayPal Payments Pro? I am trying to simulate things such as Suspected Fraud, Declined cards etc.
We are using Magento Commerce Enterprise edition and would love to be able to see errors from the user interface. Any help would be greatly appreciated.
We are developing using the PayPal sandbox.
On the Developer Central site (https://developer.paypal.com), log in and go to Dashboard >> Sandbox >> Accounts. Find the email address for the PayPal Payments Pro account. Click on it, then click Profile. On the Settings tab, make sure that Negative Testing is enabled.
Once Negative Testing is enabled, make sure that the order total matches one of PayPal's error codes (you can see the full list here). For example, to simulate error code 15005 (which is your basic "card was declined" error), run a transaction for $150.05.
