Eclipse perspective won't stop changing - eclipse

Every time reopen my Eclipse, the menubar loses all of the Debug actions. I believed I have made my desired perspective the default one, but somehow the perspective itself loses the Debug Action Set. I can always edit the perspective to include the action set, but I want to make it so I'll always have the Debug action set included without manually adding it all the time. How can I do this?
I don't if this is related but also when my program stops at a breakpoint, get this pop-up error 'Perspective Switch Job' has encountered a problem. And the details say java.lang.NullPointerException even though I'm not using java in this project.
I'm using Eclipse IDE for Java Developers, Mars Release 4.5.0, I am also using PyDev 4.2.0.

Eclipse with Java 10.0.1 not supported

I was using Java 1.8 and eclipse neon. I upgraded my JRE with 1.10 from this link.
I have changed my JAVA_HOME environment variable path. I have also change JRE path from eclipse.ini. I open the eclipse with an administrator. But it wasn't open. I open the log file from workspace .metadata/.log it shows me error as below.

I have download eclipse oxygen 3a from this link.
Execution of launching eclipse has been stopped from below line.

Eclipse not starting in Windows 10 (Issues with workspace)

So when I start Eclipse, it says that it cannot be started and that I should check my log files in the work space file, any solution on how to fix this?
The eclipse files are stored on my D drive while the workspace is on my C drive if that makes any difference.
If i check the plugin file with workspaceNew there are only 3 files:

Make sure that version of the eclipse and jdk are same as your system i.e. If you are running 32 bit system then make sure eclipse and jdk is also 32 bit

Comments suggest that
your workspace is trying to load org.eclipse.e4.ui.workbench.addons.splitteraddon.SplitterAddon. This can happen if
1) you have o.e.ui.workbench from master in your workspace when launching from a 4.3.x target or
2) if you are opening an existing Luna workspace with 4.3.x
I had a similar exception when launching with a workspace that was created by an older version. In my case the workspace was created with 4.4 and the exception occured when launching a 4.5-based application on that workspace.

Eclipse History view blank

After updating to Eclipse 4.5 Mars the History view always remains blank, no matter if I drag a file from the Eclipse Navigator or select Team >> Show History from the context menu. I'm using both Git and CVS - the problem is the same.

The second one had a way to reset your perspectives to get it working again vs adding the history view manually. It worked for me with Mars.1

Close all perspectives. (Window > Perspective > Close All Perspective)
Restart eclipse (shows only default JavaEE perspective) - add Java if you like...
Using Package Explorer, select file and VIA SpeedBar (rh-mouse-button-select) use Team > Show History.
Once opened in this way the History remains synchronised indefinitely.

Unable to preview BIRT report

I'm new to BIRT and I've downloaded Eclipse IDE for Java and Report Developers today.
After following a tutorial and when I'm ready to preview my report, I clicked on "View Report on Web Viewer" and many other options, but it always launch Notepad+ for me.
Is there something wrong with my IDE?
I tried to check if there's any setting to configure the running mode, but I saw this in my project properties:

I just downloaded that build, made a report and selected RUN > View Report > In Web Viewer and it opened in Chrome on my Windows 7 machine.
You can select which browser to use for report preview with these steps:
In Window > Preferences > Report Design > Preview verify that Always use external browser is enabled.
In Window > Preferences > General > Web Browser select Use external browser.
In External web browsers, select a browser or create a link to the browser you want to use.
You might also want to try creating a new project if you were using an old project folder since there are some default settings there that might have been set incorrectly.

Unpack the zip file
From the folder plugin copy all the org.eclipse.jetty.* files the dropin Eclipse folder.
Restart Eclipse.
It worked for me (Eclipse 2019-09), although I still have some problems in preview
