Eclipse with Java 10.0.1 not supported - eclipse

Question

I was using Java 1.8 and eclipse neon. I upgraded my JRE with 1.10 from this link.
I have changed my JAVA_HOME environment variable path. I have also change JRE path from eclipse.ini. I open the eclipse with an administrator. But it wasn't open. I open the log file from workspace .metadata/.log it shows me error as below.

I have download eclipse oxygen 3a from this link.
Execution of launching eclipse has been stopped from below line.
-jar C:\Path_TO_ECLIPSE\\plugins/org.eclipse.equinox.launcher_1.4.0v20161219-1356.jar
with an error Java was started but returned exit code=13.
