I have been trying today with my PayPal Sandbox adaptive payments.
I'm not getting IPN back from PayPal. Any issues on PayPal side. Please note that site uses HTTPS/TLS 1.2

I have tested a PayPal IPN on sandbox. It works without issue. I tested it using the demo PayPal account. Now I have moved live I cannot test with a PayPal account, as I only have one. So I tried using a card. The payment is successfully made. However, the IPN is empty.
I don't have any PHP errors for the IPN call. The IPN URL defined in Notifications -> Payment Notifications on my live account is correct.

Does PayPal not use IPNs when buying by card?
What do you need IPN for? That is a very old service.
Use a server-side integration for the PayPal Checkout. Here's the UI: https://developer.paypal.com/demo/checkout/#/pattern/server
You'll need two corresponding routes on your server, one for 'Set Up Transaction' and one for 'Capture Transaction', documented here: https://developer.paypal.com/docs/checkout/reference/server-integration/
I have a store, based on opencart, and to this day I have two types of payments configured, one is paypal express checkout and the other is paypal website payments pro, for both options I needed to enter info like api password, username and signature, info that is the same for both cases - and double checked - when someone buy something and pay with paypal express checkout it works wonderfully, but when they try to use paypal website payments pro it says that there's a configuration merchant error. Checked and double checked, nothing, re-create the credentials again, nothing, I don't know what else to do I was wondering if someone around had the same error and if there's a solution for this?

Invalid Merchant Configuration means that DoDirectPayment is not enabled on your PayPal account, which means you don't have Payments Pro active.
It could also mean that Pro was approved, but you never agreed to the $30/mo payment. That agreement would show up in your overview when you login to your PayPal account.
Another possibility is that you've been approved for "PayPal Payments Pro 2.0" which uses the PayFlow API instead of the DoDirectPayment API. In that case, DDP would not be enabled on your account and would result in the error you're getting.

i am using Paypal manager for the payment i successfully done with credit card payment with recurring payment profile from my website using PayPal manager. but now i want do recurring payment with express checkout using Paypal manager with recurring payment. i am able to do simple direct payment with express checkout using PayPal manager. i found some solution from google that we need to pass two variable
L_BILLINGAGREEMENTDESCRIPTION0 = "Your descriptor"
L_BILLINGTYPE0 = "RecurringPayments"
But i am not able to do recurring payment. I am not getting any error. but my payment have done simple payment not recurring.

There are two things with Express Checkout. First you need to let know the whole process that you will also create some recurring payment profiles.
For that you set BillingType as RecurringPayments when you do doExpressCheckout request.
You will get the Token from paypal and later when user will be back on your site to confirm payment after signing in to Paypal you can use this token to create recurring payment profile the same way as you have done that with credit card.
So after confirming instead of sending doExpressCheckoutPayment you send createRecurringPaymentProfile request.
Of course you can also send doExpressCheckoutPayment if you want also to do some additional payment that is not recurring.
Does Silent Post work in Payflow Pro Recurring Payments too? How will I know if the payment is successful or not for each recurring Payment Transaction.
For Payflow recurring billing Silent Post does not work.
Silent post is called only when hosted page is invoked.
For manually knowing the status of each recurring payment transaction you can use Inquiry API call.
If you are using PayPal API, you can use IPN.
Im trying to set up a PayPal IPN system on my site, but I try to test it in the PayPal sandbox, I think it's not working fine.
I've got a developer account in the sandbox. I've created 2 accounts: buyer and seller. I use the IPN simulator to send a POST request to my page. The request seems just fine, but when I login into the sandbox seller account, the amount of money didnt change. If I login with the buyer account, the amount didnt change either. Shouldnt they change according with the IPN purchase I just simulate?
Also, if I go to IPN record in the paypal account, it's empty.
If I send back the request to PayPal to verify it, I get: VERIFIED from PayPal, so it seems correct.

IPN is not a transactional functionality. It merely allows PayPal to send you a POST with transaction data whenever a transaction has been made.
If you're looking to transfer funds, you'd be looking at either Website Payments Standard, Express Checkout, Website Payments Pro, Paflow Link, Payflow Pro or Adaptive Payments.
I found out that IPN does NOT simulate the transfer of funds, so if you want to test it you need to point your checkout form to the sandbox URL
