I'm trying to make a Super Mario Bros game on Netlogo. Any suggestions on how to go about that? Specifically, I need help trying to get Mario to jump and move at the same time.
To move left and right, I currently have the background scrolling left or right by asking the patches to copy the color of patches before/after them. Also, ticks are on.
It sounds like you're trying to learn how to create a side-scrolling game.
I'd recommend going over GameAcademy.com & look up what Trés Smith is doing with teaching people how to create side-scrolling games. One example of a side-scroller is Nintendo's Super Mario Bros. game.
Trés also runs BuildBox.com, which is an IDE for developing 2D games. I've seen some pretty cool videos on his site, for how to get started making video games.
I've also heard of these 2 sites, as being possibly good ones for learning new concepts through video presentations. I don't know if they contain video game specific material, but you may want to peruse them as well:

You might also check YouTube for how-to-videos on making side-scrolling video games.

I'm currently making my first game in unity. I came through all the tutorials on their site and i have one doubt. There are many situations when I can use either animation or just add force(or do something else). For example, if in my game player hits something it should fall and i can make it fall by animation or by just adding force. Both of these solutions are good for me. Can somebody more experienced in making unity games tell me are there any good rules for deciding what should I use? Are any of these for example more performance-friendly?
It depends a lot on what your game is, and what kind of scale.
Falling objects that interact with other dynamic options? Physics is usually the best answer.
Just want something to move off screen then go away? Animation can make sense, but there are other options too without using physics.
Using lots of objects? Physics is a good way to handle it.
Using thousands of objects? Physics may be too much, will need to think of other ways.
Your question is really vague so can't give anything but a vague answer back.
However, for your first game, I will say don't worry too much about optimizing and make it simple at first. As you learn, you will understand what can be trimmed/changed later on.

The question is above...im newbie with unreal engine and just want to start a hobby...so i'd like to spend my time with gameccreation. How can i do sports game like tennis with unreal? what can i do or could someone write links or just explain how it works? Or i just try with different engine? I tried download ffrom the webpage and istalled it...but i dont know. And i have to write c++ or i can use other program language? Blueprint what is it in this engine? And if i want like a tennis game what can i choose? SSo all in all it would be useful if someone explain how it works the whole thing. Thank u very much!!!

You can make any game in the Unreal Engine. I highly recommend you check out https://wiki.unrealengine.com/Videos for some video tutorials on UE4 to get started. You do not have to touch any C++ when you use Blueprint, but it is highly recommended to learn some C++ eventually so that you can add your own functionality to make the engine do more than it was originally intended.
That said, designing a game even with a game engine is an incredibly difficult endeavor. Especially for people who are new to the whole scene. Just make sure to watch a lot of video tutorials if you are a visual learner or read lots of documentation on how to do different things. Don't expect to make any huge projects, such as large open world MMOs. Try to make really small, simple projects. You can use those to learn different aspects of game development and eventually be able to work your way up to larger and larger projects.

All I wanna know is, "Can I develop high quality games for Android/iOS using libGDX or game engines like Unity3D would be needed?"
Unity3D is much more than a library (like libGDX). You get a very good editor, that allows you to see your game objects and make debugging a dream compared to building something without a visual aid.
Unity3D has another major advantage in its asset store. Whenever I want to do something new, I look into the asset store first, and usually someone else has done it, with much better quality than what I'd achieve in a small time frame.
I did this game in Unity3D: http://www.youtube.com/watch?v=x6-5D6IkD5E and while I could have done it in many other engines, it would have taken me much longer.

I am bringing a real life management, tycoon / sim game to the drawing board and would like to start with the user interfaces like Football Manager / Airport Tycoon.
I also want to do an eye candy type top down city view as in SimCity / Cities in Motion.
Lastly a 3D interaction with potential AI customers as well as an open auction house where you bid against AI and Human Competitors.
I know a bit of Java, very familiar with Unix,HTML,PHP and the fundamentals of Unity 3D.
If anyone could help point me in the right direct on what game engine could be used if any?

It seems you're asking in quite general terms about game engines.
In answer to your original question, Football Manager, EA Sports Fifa Manager, Sim City, Cities in Motion all (I believe) use a custom game/graphics engine as compared to an off-the-shelf/middleware solution such as Unity or Unreal engine.
You've mentioned you're familiar with the fundamentals of Unity 3D, I'd recommend you focus your attention there as this is a popular game engine for developing games and I believe it has everything you'll need to get started in game programming and development.

I would like to know which framework or development tools,IDE behind for any iOS Game.
I have tried on google but i didn't found any clue. Please help me for knowing framework behind iOS games.

If you want to precisely know which game uses what, do the following:
Download the game. Decrypt it using some common cracking tools (I do not encourage piracy however!)
Run the class-dump utility on it (google it!), this will generate a list of classes the game has inside.
Compare the class names to the most common game engines to see exactly which one used in the particular game.
