I want to implement some business logic rules on FHIR resources and I want to work with RESTFUL API methods.
An example: I've a ServiceRequest resource with a status, I want to prevent change of status depends of the actual value
Suppose if ServiceRequest has status completed I don't want to change with status draft
To manage this scenario, I must implement my custom method or exists a standard bahaviour on FHIR to accomplish this?

Is it okay to use HTTP POST method with a query string, if a query string is used to find the resources that need to be updated?

My HTTP API has a method that updates resources found by filter. Practically it is a POST method, that utilizes a query string to find desired resources and transfers data in its body to update found resources:

I've heard it might be a code smell using a POST method and a query string together, but in the case presented above it seems perfectly reasonable to me.

The key ideas being that you, as the author of the resource, get to choose its identifier
REST relies instead on the author choosing a resource identifier that best fits the nature of the concept being identified. -- Fielding, 2000

When talking about resources, there's from a HTTP/REST perspective no difference between:
/article/1
/article?id=1
So if you do a GET request on either of these to get the article, you can do a PUT or PATCH on either of those to make changes.
However, the way many developers think of query parameters and POST bodies is often 'just a different way to send parameters'. This is incorrect, because they have a pretty distinct meaning, but using both at the same time may confuse some people.
So on a protocol level what you're doing is perfectly fine. I'd argue it's kind of elegant to use the URI as the locator and the body as the main message.

How to specify data security constraints in REST APIs?

I'm designing a REST API and I'm a big defender of keeping my URL simple, avoiding more than two nested resources.
However, I've been having second thoughts because of data security restrictions that apply to my APIs, that have been trying to force me to nest more resources. I'll try to provide examples to be more specific, as I don't know the correct naming for this situation.
Consider a simple example where I want to get a given contact restriction for a customer, like during what period my customer accepts to be bothered with a phone call:
So, I believe it's simpler to have this:

- GET /customers/12345/contacts
- GET /contacts/9999
- GET /contacts/9999/restrictions
- GET /restrictions/1
than this:

The first case is my favourite because since all resources MUST have a unique identifier, as soon I have its unique identifier I should be able to get the resource instance directly: GET /restrictions/1
The data security restriction in place in my company states that not everyone can see every customers' info (eg: only some managers can access private equity customers). So, to guarantee that, the architects are telling me I should use /customers/12345/contacts/9999/restrictions/1 or /customers/12345/contact-restrictions/1 so that our data access validator in our platform has the customerId to check if the caller has access to it.
I understand the requirement and I see its value. However, I think that this kind of custom security informatio, because that's what I believe to be, should be in a custom header.
So, I believe I should stick to GET /restriction/1 with a custom header "customerId" with the value 12345.
This custom header would only be needed for the apis that have this requirement.
Besides the simpler URL, another advantage of the header, is that if an API didn't start with that security requirement and suddenly needs to comply to it, we could simply require the header to be passed, instead of redefining paths.
I hope I made it clear for you and I'll be looking to learn more about great API design techniques.

TL;DR: you are fighting over URI design, and REST doesn't actually offer guidance there.
REST, and REST clients, don't distinguish between your "simpler" design and the nested version. A URI is just an opaque sequence of bytes with some little domain agnostic semantics.

Is a perfectly "RESTFUL" URI. See Stefan Tilkov, REST: I don't Think it Means What You Think it Does.
Fundamentally, REST servers are document stores. You provide a key (the URI) and the server provides the document. Or you provide a key, and the server modifies the document.
How this is implemented is completely at the discretion of the server. It could be that /4290c3b2-134e-4647-867a-214d0c866f29 is used to look up the tuple (12345, 9999, 1), and then the server checks to see if the credentials described in the request header have permission to access that information, and if so the appropriate representation of the resource corresponding to that tuple is returned.
From the client's perspective, it's all the same thing: I provide an opaque identifier in a standard way, and credentials in a standard way, and I get access to the resource or I don't.

There's nothing in REST to back you up. In fact, the notion of introducing a custom header is something of a down check, because your customer header is not something that a generic component is going to know about.
When you need a new header, the "REST" way to go about it is to introduce a new standard. See RFC 5988 for an example.
Fielding, writing in 2008
Every protocol, every media type definition, every URI scheme, and every link relationship type constitutes prior knowledge that the client must know (or learn) in order to make use of that knowledge. REST doesn’t eliminate the need for a clue. What REST does is concentrate that need for prior knowledge into readily standardizable forms.
The architects have a good point - encoding into the uri the hints that make it easier/cheaper/more-reliable to use your data access validator is exactly the sort of thing that allowing the servers to control their own URI namespace is supposed to afford.
The reason that this works, in REST, is that clients don't depend on URI for semantics; instead, they rely on the definitions of the relations that are encoded into the links (or otherwise expressed by the definition of the media type itself).

I can't agree with Rishabh Soni because http://example.com/api/v1.0/products/groups may lead to ambiguity.
I would put my money on http://example.com/api/v1.0/productgroups or even better http://example.com/api/v1.0/product_groups (better readability).

Answer: I think this is misleading. I would expect to get all features
in all products rather than get all possible features. But, to be
honest, it’s hard to find any source talking directly about this
problem, but there is a bunch of articles where people don’t try to
create nested resources like /products/features, but do this
separately.
So, we can't be sure http://example.com/api/v1.0/products/groups will return all possible groups or just all groups that are connected with all existing products (what about a group that has not been connected with the product yet?).
To avoid this ambiguity, you can add some annotation in documentation. But you can just prepare http://example.com/api/v1.0/product_groups and all is clear.
If you are developing Rest API for your clients than you should not rely on id's. Instead build a meaningful abbreviation and map them to actual id on server side.
If that is not possible, instead of using
http://example.com/api/v1.0/products/3 you can use http://example.com/api/v1.0/products?product_id=3 and then you can provide "product_id" description in the documentation. basically telling the client ways to use product_id.
In short a url must be meaningful and follow a pattern.The variable part must be send by in the url query(part after ? or POST payload)
With this, method to querying the server is also important. If client is trying to get something to the server he should use "GET" http request, similar POST http request if it is uploading new info and "PUT" request if it is updating or creating a new resource.
So by this analogy http://example.com/api/v1.0/products/groups is more appropriate as it is following a pattern(groups in product) while productgroups is more like a keyword with no pattern.
A directory like pattern is more easier to understand. Like in file systems(C:\Program Files\WinRAR), every part gets us to more generalized target.

How to model a CANCEL action in a RESTful way?

We are currently in the process of wrangling smaller services from our monoliths. Our domain is very similar to a ticketing system. We have decided to start with the cancellation process of the domain.
Our cancel service has as simple endpoint "Cancel" which takes in the id of the ticket. Internally, we retrieve the id, perform some operations related to cancel on it and update the state of the entity in the store. From the store's perspective the only difference between a cancelled ticket and a live ticket are a few properties.
From what I have read, PATCH seems to be the correct verb to be used in this case, as am updating only a simple property in the resource.

But isCancelled is not an actual property in the entity. Is it fair to send properties in the payload that are not part of the entity or should I think of some other form of modeling this request? I would not want to send the entire entity as part of the payload, since it is large.
I have considered creating a new resource CancelledTickets, but in our domain we would never have the need to a GET on cancelled tickets. Hence stayed away from having to create a new resource.
Exposing the GET interface of a resource is not compulsory.
For example, use
PUT /api/tickets/{id}/actions/cancel
to submit the cancellation request. I choose PUT since there would be no more than one cancellation request in effect.

Take a look what exactly is RESTful way. No matter if you send PATCH request with isCancelled as payload or even DELETE if you want tickets to disappear. It's still RESTful.

I would just send DELETE. You don't have to remove it physically. If it's possible to un-cancel, then implement isCancelled mechanism. It's just question of taste.
REST is basically a generalization of the browser based Web. Any concepts you apply for the Web can also be applied to REST.
So, how would you design a cancel activity in a Web page? You'd probably have a table row with certain activities like edit and delete outlined with icons and mouse-over text that on clicking invoke a URI on the server and lead to a followup state. You are not that much interested how the URI of that button might look like or if a PATCH or DELETE command is invoked in the back. You are just interested that the request is processed.
The same holds true if you want to perform the same via REST. Instead of images that hint the user that an edit or cancel activity is performed on an entry, a meaningful link-relation name should be used to hint the client about the possiblities. In your case this might be something like reserve new tickets, edit reservation or cancel reservation. Each link relation name is accompanied by a URL the client can invoke if he wants to perform one of the activities. The exact characters of the URI is not of importance here to the client also. Which method to invoke might either be provided already in the response (as further accompanying field) or via the media type the response was processed for. If neither the media type nor an accompanying field gives a hint on which HTTP operation to use an OPTIONS request may be issued on the URI beforehand. The rule of thumb here is, the server should teach a client on how to achieve something in the end.
By following such a concept you decouple a client from the API and make it robust to changes. Instead of a client generating a URI to invoke the client is fed by the server with possible URIs to invoke. If the server ever changes its iternal URI structure a client using one of the provided URIs will still be able to invoke the service as it simply used one of the URIs provided by the server. Which one to use is determined by analyzing the link relation name that hints the client when to invoke such URI. As mentioned above, such link relation names need to be defined somewhere. But this is exactly what Fielding claimed back in 2008 by:
A REST API should spend almost all of its descriptive effort in defining the media type(s) used for representing resources and driving application state, or in defining extended relation names and/or hypertext-enabled mark-up for existing standard media types. (Source)
Which HTTP operation to choose for canceling a ticket/reservation may depend on your desing. While some of the answers recommended DELETE RFC 7231 states that only the association between the URI and the resource is removed and no gurantee is given that the actual resource is also being removed here as well. If you design a system where a cancelation might be undone, then DELETE is not the right choice for you as the mapping of the URI to the resource should not exist further after handling a DELETE request. If you, however, consider a cancelation to also lead to a removal of the reservation then you MAY use DELETE.
If you model your resource in a way that maintains the state as property within the resource, PATCHing the resource might be a valid option. However, simply sending something like state=canceled is probably not enough here as PATCH is a calculation of steps done by the client in order to transform a certain resource (or multipe resources) into a desired target state. JSON Patch might give a clue on how this might be done. A further note needs to be done on the atomicy requirement PATCH has. Either all of the instructions succeed or none at all.
As also PUT was mentioned in one of the other answers. PUT has the semantics of replacing the current representation available at the given URI with the one given in the request' payload. The server is further allowed to either reject the content or transform it to a more suitable representation and also affect other resources as well, i.e. if they mimic a version history of the resource.
If neither of the above mentioned operations really satisfies your needs you should use POST as this is the all-purpose, swiss-army-knife toolkit of HTTP. While this operation is usually used to create new resources, it isn't limited to it. It should be used in any situation where the semantics of the other operations aren't applicable. According to the HTTP specification
The POST method requests that the target resource process the representation enclosed in the request according to the resource's own specific semantics.
This is basically the get-free-out-of-jail card. Here you can literally process anything at the server according to your own rules. If you want to cancel or pause something, just do it.
I highly discourage to use GET for creating, altering or canceling/removing something. GET is a safe operation and gurantees any invoking client that it wont alter any state for the invoked resource on the server. Note that it might have minor side-effects, i.e. logging, though the actual state should be unaffected by an invocation. This is a property Web crawler rely on. They will simply invoke any URI via GET and learn the content of the received response. And I assume you don't want Google (or any other crawler) to cancel all of your reservations, or do you?
As mentioned above, which HTTP operation you should use depends on your design. DELETE should only be used if you are also going to remove the representation, eventhough the spec does not necessarily require this, but once the URI mapping to the resource is gone, you basically have no way to invoke this resource further (unless you have created a further URI mapping first, of course). If you designed your resource to keep the state within a property I'd probably go for PATCH but in general I'd basically opt for POST here as here you have all the choices at your hands.
I would suggest having a state resource.
This keeps things RESTful. You have your HTTP method acting as the verb. The state part of the URI is a noun. Then your request body is simple and consistent with the URI.
The only thing I don't like about this is the value of state requires documentation, meaning what states are there? This could be solved via the API by providing possible states on a meta resource or part of the ticket body in meta object.

RESTFul approach for updating a field

I wonder, what would the more RESTFul, flexible and better approach of updating(!) a field (state) of an item

My reasons include:
According to the Richardson Maturity Model the URL should point to a specific resource or set of resources. You do not want to add update information within the URL, as it doesn't qualify as a valid endpoint.
You want to use PUT for update/replacement operations which affect a resource. Let the URL select the resource and let the body define the exact fields you want to update, and any other logic otherwise.
Using the body rather than the query string allows you to insert arbitrarily large information (to a certain limit, but greater than a query string) which logically might be paired with the operation (start in your case). It allows greater flexibility in extending the operation in the future as well.
You can probably list the relevant actions that can be performed on the endpoint inside the response of /api/v1/items. This would be a list of informative hypermedia controls. Again, the Richardson maturity model provides a very good example.
As alternative you can implement the PATCH method. It would provide you with the possibility to update selective fields. The only problem with PATCH is thats its unknown because the RFC is young. The actual implemention depends on your server and client side libraries and frameworks.
When you dont want to use PATCH the only alternative is to implement overriden POST and define the update mechanism. For example, you can say: Every field != null will override the resource field value.

identify a resource.
Use POST (since the request is non idempotent)
supply in body, since in future you may need to change more attribute than just status for this resource.
