I would like to test my favicon to see all of its layers but don't want to install software. Is there a way to do that in a browser? Is there an online tool that accepts a .ico URL then shows you its contents? If not, would it be possible for me or someone to make such a tool?
The reason I'm asking is because I was sure that I included a 192x192 layer in my favicon but the Google favicon API renders that particular resolution as the default 16x16.
This online tool works for me:

You can see the different layers like so:

does anyone know if there is a way to build a flutter UI just by dragging items onto the screen? Like I want a text layer, then I will just drag the text item on the screen and move it around? Like with swift?
You can try https://flutterstudio.app/.
I am personally not a fan, but it may be useful for some tests.
Like all reverse engineering tools, be careful about the generated code.
Edit : I just see that it does not work well on Firefox.

Is there an API which can give me access to the pictures in my Photo application on iPhone?
There is an Assets Library framework you can refer for getting pictures from photos application of iOS device.
If you want to learn from here how to use Assets Library for picking up multiple pictures. Though it may be off to your requirement but it is nice place to learn how AssetsLibrary Works. There are page links given at the end of tutorial above You May Like.

I am working on iMac, thinking about creating a few images for customized UIButton on iPhone app, now I wonder what would be the best tool out there that I can use. It would also be better if it's free as I am on very low budget.
Best? Photoshop bar none. Or illustrator if you prefer vector.
Cheapest? PS trial or gimp.
I use photoshop or fireworks :)
as for free versions i'd use gimp - http://www.gimp.org/

I'm providing a free sample page that will be downloaded from my website that is in .pdf format. I want to prevent users from selecting and copying the text content of that document. How can I do this for free?
Convert the text to image before fetching it as a PDF.
With Adobe Acrobat, you can create passwords to protect pdf files. But others can still use some pdf tools to crack passwords. Look at this article.

I need to preview my iphone app icons and also need to export these for the web. I remember Apple had a tool that would take a file, apply those effects and then save it. What's the name?
Maybe you are not talking about this app, but I think it could be useful:
