Why do I have to Huawei test environment with advertising and formal environment without advertising

I have configured
To request a formal advertisement, the app needs to be accepted by Huawei. After the acceptance is passed and the app is released, contact Huawei operation personnel to configure the advertisement. Then the app can receive the formal advertisement.

Yes, Sign in with Apple require Apple Developer Program membership (which is not free).
Here you can see all available capabilities for a given account type: Supported capabilities (iOS)

If i register device(in my Developer Account), that belongs to my company and registered in their iOS Developer Account, do they have possibility to know about that (and cut my head:)?
No, there's no way for them to find out what third-party programs or provisioning profiles a device is registered with.
If they go to Settings > General > Profiles on the device, they will see your developer account profile in there if you don't delete it every time.
But other than that, they can't discover this information from their developer account.

I am developing an ipad application which uses apple push notifications.I heard about feedback service in APNS which can give the information about devices uninstalled the application or devices reformatted the iOS.
I would like to know the complete details of what the APNS Feedback service offers?
Any reference document or links for how to implement the feedback service in sandbox environment is highly appreciable.

My clients has purchased an IOS developer program (individual company), he would like to put to the apple store with the name of his company ? can he do this ? How ? or the app will have the name of his program developer ?
This is specified in iTunes connect, when he publishes an app to the Apple App Store.
The app will have the legal name of the name on the account.
I'm unsure of the question, but if the company is registered to the program, he can give the developer access under his account.
If you're asking about him being registered as a person, it can only be posted under the person's name.
