My Apk is uploaded to AppGallery and my Huawei Ads are displaying successfully using Cloud Debugging , but only when I change the region to a country that is located in Asia or Africa .
Ads are not displaying if the region selected is in Europe !!
Can you please help?

According to this document, Ads have the following sites:
China
Asia, Africa, and Latin America
Europe
Russia
Note: Ads Kit cannot obtain ads across regions. So if you want to obtain ads when region selected is in Europe, you need to set both the network and the selected region to Europe.

I am not able to test an application with formal slot ID's. I did not found any information in documents.
HUAWEI Ads Publisher Service provides two ways of testing your app:
Use a test ad unit ID
By loading a test ad using a dedicated test ad unit ID, you can prevent invalid ad clicks during the test. The test ad unit ID is only used for function commissioning.
Add your device as a test device and use the formal ad unit ID which you applied for.
On HUAWEI Ads Publisher Service Console, you need to add your device to the test device list before you can use a formal ad unit ID. The procedure is as in following link:

Why we use test ads during testing?
During development and testing, use test ads to avoid invalid clicks and impressions. Invalid activities that can result in an increase in the ad costs paid by advertisers and the revenue earned by publishers.

Other than the above info. on Huawei Ad test. Please note, if the country is the USA, you can run a formal ad unit ID test only if your devices meet all 4 conditions as below:
The vendor Country of cell phone not USA.
The SIM Country not USA.
The locale County that user set not USA.
The network IP address not USA.
If your device does not meet any of the above 4 conditions, you cannot run formal Ad unit ID test but you can still run testID ad test. Also, you can try to use Huawei cloud debugging system and choose another region's device to test your formal Ad unit ID. As to how to apply and use Huawei Cloud Devices, please refer to link
I am a US HUAWEI developer, I have integrated Huawei Mobile Services Push Kit, I can send and receive Push messages on phones outside of China, however I cannot send to nor receive from phones inside China (Huawei or non-Huawei phones with HMS Core). I set my data storage in Germany, is there any reason why my Push messages cannot reach inside China? What should I do to make it work for phones inside China? Thank you.

You need to change a data storage location. Some development services provided by AppGallery Connect require you to select data storage locations for your project. These data storage locations determine the infrastructure used by AppGallery Connect to provide the services for your project. In addition, relevant data of your project will be stored on and processed by servers at these locations. You currently selected Germany. If your app will provide services in the Chinese mainland, select China as the data storage location.
1. Data Storage Location Distribution
AppGallery Connect provides the following locations for you to choose from:
China, Germany, Russia, Singapore
2. Setting a Data Storage Location: Going to Project Setting > Convention for Settings
Sign in to AppGallery Connect and select My projects.
Select the project for which you want to set the data storage location from the project list.
Go to Project Setting > Convention, click Set next to Data storage location under Project, and select a data storage location in the displayed dialog box.
3. Changing a Data Storage Location
A. Changing the Data Storage Location in AppGallery Connect
If no app has been released in the project and you have not subscribed to any paid plan related to the data storage location, you can change the data storage location in AppGallery Connect. The procedure is as follows:
Sign in to AppGallery Connect and select My projects.
Find your project from the project list and click the app for which you need to change the data storage location on the project card.
Go to Project Setting > Convention and click Modify next to Data storage location under Project.
Confirm information in the displayed Information dialog box, select the operation items, and click Agree and Continue. To cancel the modification, click Cancel.
In the displayed dialog box, set a new data storage location and click OK.
Note 1: After the data storage location is changed, the enabled services cannot be used. To use these services, you need to enable them again.
Note 2: The interval for changing the data storage location cannot be less than 1 hour. Otherwise, the system displays a message indicating that the change is too frequent and you need to try again later.
B. Changing the Data Storage Location by Submitting a Ticket: If an app has been released in the project or you have subscribed to a paid plan related to the data storage location, you cannot change the data storage location in AppGallery Connect. To change the data storage location in this case, you need to submit a ticket. Huawei will get back to you in 1 to 2 working days. The procedure is as follows:
Go to Project Setting > Convention and click Modify next to Data storage location under Project.
A dialog box is displayed, indicating the reason why the modification is not supported and prompting you to submit a ticket for processing. Confirm and select the operation items, and click Create work order.
On the Submit ticket online page, click AppGallery Connect.
In the dialog box that is displayed, select the service for which you need to change the data storage location.
Configure required information and click Submit.
Notice:
If you have enabled HUAWEI Push Kit, the following dialog box is displayed, prompting you to disable it and then change the data storage location. For details, please refer to Enabling Services. Do not enable HUAWEI Push Kit again before confirming that the data storage location is successfully changed.

I'm getting an Error 'occured when loading orgs from the selected region' when I go into Watson Assistant on IBM Cloud as shown below.
I have tried to submit a support ticket but it wont let me as the submitting a ticket page just displays a spinner.
You will need to create an org and space in your account. Watson Assistant still uses Cloud Foundry, and it appears in the United Kingdom region, you do not have an org or space.
To add an org or space, visit your account page and click Add an organization:
You may already have an org or space in another region, so you can try switching regions first, to see if an org/space already exists for you in another region.
I'm reviewing the Version Summary page of my app in iTunes Connect and at the top there is a select list for Territory. The select list has only one item in it and it's "Peru".
Any idea what this is?

update 2 embarrassing mistake on my part. The checkbox layout was weird and I had checked off Peru and not United States:
The territory is the territory you are currently viewing the summary for. Mine has every country, US, Peru, China, etc. It allows you to switch the summary for the selected territory, so you can change the information displayed based upon what country the person trying to download your app is from.
I am setting up targeting for our networks, and would like Canadian clients to have specific targeted ads, which Google bases off of IP address.
I, however, am in the States, and don't know how I can test this.
Is anyone aware of a solution?

To test AdSense ads targetted for a geographical region outside of your current region, you need to download and install the AdSense Preview Tool (it is actually a registry setting. I believe you also need to have the Google Toolbar installed).

To preview AdWords ads targetted for other geographical regions, log into your Google Adwords account (adwords.goolge.com), and then do the following:

Enter your keyword, select Google.ca as your domain, Country as Canada, and click the Preview Ad button.

Perhaps you can try finding a proxy server that resides in Canada.
A proxy server, is a server that you connect to. It sits between you and any sites you want to visit. So when say Google gets a request, it'll see the IP of the proxy (which is Canadian), and not your US IP address.
I found this site, but I havn't tested it out yet, but give it a try if you wish:
Free Canadian Proxy. They have three Canadian proxies.
A free proxy to view the site if the site is available outside of your network. Just set your browser proxy to a Canadian one. If you're behind a proxy already it'll be a pain though.
