I want to add Tags in the capacity page to filter resources as per teams in Capacity page
I have added resources and their capacity across a program level, now I want to filter them as per their teams to view the capacity at team level. How to add tags in capacity page for the same.

The capacity page in Boards->Sprint is shown as per team. You can change the team you want to see as the picture below:

View user group limitation

We have a number of groups that come from Azure Active Directory.
Some groups contain more than 200 Users but the total is limited to 200.
Where can I set that all users are visible in the group so more than 200
This is by design a currently only a design limitation.
Azure DevOps UI will only list the first 200 members of an AAD group.
The limitation is only in what members we display, it does not impact the actual permission assignment. If you need to find the related user, you should search on the specific user directly.
I can fully understand your requirement, I suggest that you can create a suggestion ticket in the Developer Community.

want to prevent permission group from seeing sprint capacity in Azure Boards

I have a permission group in Azure DevOps that I want to limit their access in Azure Boards. I want to give the members of this group the ability to create and update work items in my default team's sprint but I don't want this group to be able to see the team's sprint capacity.
The capacity I'm referring to is when you go to an Azure DevOps project -> Boards -> Sprints -> Capacity tab.
I've looked through the Permissions page in my project settings and can't find anything regarding capacity.
Is there a way to give access to the work items in a sprint but prevent access to that sprint's capacity page? Is it even possible?
According to your description, I tested setting the Iterations permission and did some research and found that there is currently no option to grant access to the work items in a sprint but prevent access to that sprint's capacity page.
You could use "Request a feature" on the left side of Developer Community to open a new suggestion ticket.

What group does one have to be member of to add new User Stories and Bugs on the board?

Currently users are members of the Project Administrators group.
Is that the minimum group membership required to add new User Stories and Bugs to the Boards interface?

Area path permissions let you grant or restrict access to edit or modify work items, test cases, or test plans assigned to those areas. You can restrict access to users or groups. You can also set permissions for who can add or modify areas or iterations for the project.
You define both areas and iterations for a project from the Project Settings>Work>Project configuration.
1) Choose (1) Project Settings, expand Work if needed, and choose (2) Project configuration and then (3) Areas.
2) Choose the ... context menu for the node you want to manage and select Security.

So to add new User Stories and Bugs on the board, you need to meet both permissions and access for Azure Boards.
For Permission:
Boards present work items as cards and support quick status updates through drag-and-drop.
You could also use single permission to restrict users with Agile Boards. For if you want a simply solution, you could add them to Contributors Group directly.
Note: According to Azure DevOps permission setting, most groups and almost all permissions, Deny trumps Allow. If a user belongs to two groups, and one of them has a specific permission set to Deny, that user will not be able to perform tasks that require that permission even if they belong to a group that has that permission set to Allow.

Includes limited access to Kanban boards. Stakeholders can't add work items, can't drag-and-drop work items to update status, and can't update fields displayed on cards.

Azure Resource Group has no usage or billing

I've got a trial Azure subscription running with a couple of cloud services projects, a VM, a web app etc all up and running for a couple of weeks now.
Usage is light but resources are being consumed. i.e. stuffs been done.
My problem is the breakdown of charges re: resource groups. Perhaps I misunderstand but I thought that since every resource is put in a group and only one group by default then whatever is billed for the period should essentially be the sum of the charges for each of the resource groups?
The docs say you can get a consolidated view of resource group costs like below:
But the reality is quite different. From this summary on the portal home screen:
I can drill in to find the $48.32 expenditure:
I can drill into that and get cost by resource:
But when I want to get the cost by resource groups the info is either missing or incomplete. For these resource groups:
only one, containing a VM, has any billing data but only for compute. No data charges or storage charges.
And all the rest just have no usage or billing.
So this is kinda useless to me since we still have to dig around to find out where the difference went.
The documentation and some of the build 2015 videos suggest you can get a comprehensive view of your costs by resource group.

But that doesn't seem to be the case at all. Out of $48.32 of expenditure (albeit comped) only $8.43 is accounted for in resource group costings.

Can I get this info by cross referencing (costs by resource IDS) with (resource group member resources id) via Powershell?
How do i get the complete operating cost (compute, storage, data) for a given resource group?

Multiple adsense publisher id's mixing and matching etc
