Yes, Devel::Cover is the way to go.
If you develop a module, and use Module::Build to manage the installation, you even have a testcover target:
perl Build.PL
./Build testcover
That runs the whole test suite, and makes a combined coverage report in nice HTML, where you can browse through your modules and watch their coverage.
As noted, Devel::Cover is your friend, but you'll want to google for it, too. It's documentation is a bit sparse and if you change your environment radically, you'll need to reinstall it because it builds Devel::Cover::Inc with a bunch of information pulled from your environment at the time you install it. This has caused plenty of problems for us at work as we have a shared CPAN environment and if one developer installs Devel::Cover and a different developer tries to run it, strange (and incorrect) results are common.
If you use this module, also check out Devel::CoverX::Covered. This module will capture much of the information which Devel::Cover throws away. It's very handy.
Moritz discusses how modules built with Module::Build can use Devel::Cover easily.
For modules using ExtUtils::MakeMaker, an extension module exists to invoke the same functionality. Adding the following code before the call to WriteMakefile():

I wrote a script for my company and I am using some libraries I obtained from CPAN. My manager wanted me to consolidate and remove the extra libraries - which is a little funny because I include them for the script to work.
A few notes:
I do not have root access on this server nor can I request access
To use CPAN modules w/o root I have them installed to my user directory
To allow other users to run my scripts I usually include a folder called 'libs' and inside of my script's directory and in the script I have: use 'libs'; at the top before I use my CPAN modules.
The only solution I have right now is to literally put the contents of the perl modules inside of my perl script. However I want to give credit where it is due and also not get in trouble for including opensource code w/o proper credit to its authors and organizations.
Therefore, how should I go about this? I am not trying to get away with anything.. I honestly want to go about doing this the right way.
All three modules say "licensed under the same terms as Perl itself" but I feel like it shouldn't be this easy.
I would also like to explore any other ideas too!

Is using PAR Packager an option for you? That would generate a standalone executable.
If the modules are pure Perl modules, you may be able to simply append the code (including those package statements) into your program. I'd also include the POD which would include the copyright statements and the names of the authors too. That should satisfy the Artistic License Requirement (but may not satisfy GNU licensing requirements).
Another possibility is to use Perlbrew which will allow you to install a user version of Perl on the system. This way, you can install CPAN modules without needing Administrative permission, and you can tell other users to use Perlbrew too.
I use it because I can install and switch between various versions of Perl which allows me to test my Perl scripts in various versions of Perl. I've also used it on our servers where I need a newer version of Perl or modules that weren't included in the standard release.
You need to get your IT approval before installing Perlbrew, but a lot of times they're relieved that they no longer have to be bothered with maintaining and installing CPAN modules for your use.
Interesting question & perspective. I don't understand what is against using libraries or modules, but I'll let your manager do the thinking ;-)
Regarding copyright, you're best to consult a lawyer if you want to be sure, but as far as I understand it, you can combine the work of others provided you retain the copyright notices. The combined work may not be covered by copyleft, so you may be able to use it commercially (i.e., distribute it without disclosing the source). But do check with a lawyer.
But, since you said you wanted to explore other ideas, App::Staticperl may be a solution? I do not have experience with it, but I tried it with a simple example and got a working executable.
App::Staticperl builds a stand-alone executable from the Perl interpreter with embedded CPAN modules. The steps I followed were roughly (you'll need to adapt, because obviously I couldn't test with your script):
latest version of App::Staticperl is 1.43: https://cpan.metacpan.org/authors/id/M/ML/MLEHMANN/App-Staticperl-1.43.tar.gz
either install the module via CPAN, or simply extract bin/staticperl from the tar - it's a standalone script
edit staticperl to change EMAIL and CPAN (optional, but you may want to change the CPAN mirror)
./staticperl install downloads and builds Perl; it ended with an error message on my box, but did produce a working Perl
./staticperl cpan enters an interactive CPAN prompt; install Text::Table, install Term::ANSIColor, and whatever else you need
./staticperl mkapp my_app --boot path/to/your/script -MText::Table -MText::Aligner -MTerm::ANSIColor
try the app: ./my_app - it will most likely fail with an error message about missing modules; repeat the previous step and include the missing modules in the -M flags

Can you reduce the unnecessary code (to satisfy your manager's concerns). Leave in tact the needed code in the file it came in - and give the author's credit within that module/package.

I am relatively new to Perl and I need some help with redistributing the non-core modules. Here's the whole story.
There are two non-core modules that were used in the Perl script: XML::Simple and SOAP::Lite. The version that I'm using (currently on Windows) is Strawberry Perl, so these two modules are already included. However, we don't know if the end users (Unix/Linux system) have these two modules as they might only have the standard version and so have only the core modules. My goal is to make the end users do as little configurations/installs as possible.
First, I tried to see if there's any core modules that's similar to XML::Simple and SOAP::Lite. Unfortunately, I didn't find any (Please correct me if I'm wrong).
So I guess now the only option is to redistribute the two modules. I checked and that these two modules allow redistribution. My problem right now is how to do it. I tried googling with keywords "perl redistribute" but didn't find anything useful. My guess is that we use the exporter tool to achieve this. but these two modules are rather complicated modules and they have several nested folders/pm files (and a whole bunch of other files like MAKE, pod, ini files) so I'm not sure what I should do. The examples I found using exporter are rather simple: They only have 1 pm file and 1 pl file and they are placed into one folder.
Also, I'm open to any other better ways to deal with the problem. The goal is just to make sure all end users can use my script with the least configuration/install efforts as we don't want them to run into a whole bunch of compatibility issues.

I want to elaborate a little bit on #ikegami said.
SOAP::Lite has a large number of CPAN dependencies, so the people installing your module are going to need CPAN access to get it to build, whether you provide it for them, or list it as a dependency. Otherwise, you'll need to provide your entire dependency tree, at which point, you end up using perlbrew, maybe carton, possibly local::lib, and then you might decide you need the next higher level and produce RPMs and DEBs.
Probably better to just provide your script, packaged as a CPAN module, list your dependencies within, and let the chips fall where they may.
Just state a dependency on the modules in your Makefile.PL or Build.PL, then give them the following installation instruction:
cpanm script.tar.gz
One of the best things about Perl is The CPAN, the Comprehensive Perl Archive Network. It's a mirroring service that since about the time Perl 5 originally came out has allowed people to share useful add-on modules, like XML::Simple or SOAP::Lite through a standard, common tool, the cpan client that comes with Perl. Almost all Perl distributions (such as Strawberry Perl and most Perl distributions that come with linux) have a CPAN client configured and included with them. This client lets people download and install modules from CPAN simply by knowing the name of the module.
Almost all module distributions on CPAN follow the exact same layout. They usually have a Makefile.PL file (if it uses ExtUtils::MakeMaker to generate the install script), Build.PL file (if it uses Module::Build to generate the install script), or both. These Perl scripts, once run, create a 'Makefile' or a 'Build' file that can let you install the module and verify that all prerequisites are met.
If you've never made a Perl distribution before, you can download any distribution you want from CPAN and take a look at how things are laid out. The folders and file locations are pretty intuitive once you've seen one. They are usually laid out with the install script and supporting files (like a readme) in the root directory, with the custom modules (modules you make) in the lib directory, and with unit tests in the t directory.
I'd recommend looking at the Build.PL based ones if you're a novice; these are pure Perl based install scripts. If you decide to make a Module.PL based distribution, it's really easy to specify that your module distribution needs XML::Simple and SOAP::Lite. First, create a basic Module::Build based install script. This looks something like:

Then, specify the libraries you need and minimum versions of them. Zero (0) is an acceptable version if you don't care, but that means "anything" is good. I'd recommend specifying at least the version of the libraries installed on the machines you're testing with.
(Neat short cut: you can find out the version of any library that has a $VERSION package variable defined by doing:
perl -MSome::Lib -E "say Some::Lib->VERSION()"
.)
To install the module, the steps look something like this:
cd folder\where\my\lib\is
perl Build.PL
Build
Build test
Build install
This will create the install tool, prepare the folder for testing (usually just copying stuff to a build library area for simple modules), run all .t scripts in the t folder (the "tests", which usually use Test::More for unit testing of the module prior to install), and then finally, install your module to your PC's Perl site libraries.
The Build script, as part of the 'setting things up' phase, will look at your prerequisites, and warn you if you don't have them yet.
Then, as pointed out in ikegami's answer, if you use the cpanm client to install your library, the cpan client will automatically go out, download, test, and install your dependencies for you! Alternatively, Build.PL based installers also have the 'installdeps' option, which will do the same thing. Then any and all dependencies (and potentially recursive dependencies) are automatically downloaded, tested, and installed, even if they change in the future.
I have an app that I pack into "binary" form using PerlApp for distribution. Since my clients want a simple install for their Win32 systems, this works very nicely.
Now a client has decided that they need to run all unit tests, like in a standard install. However, they still will not install a normal Perl.
So, I find myself in need of a way to package my unit tests for operation on my client's systems.
My first thought was that I could pack up prove in one file and pack each of my tests separately. Then ship a zip file with the appropriate structure.
A bit of research showed that Test::Harness::Straps invokes perl from the command line.
Is there an existing tool that helps with this process?
Perhaps I could use PAR::Packer's parl tool to handle invocation of my test scripts.
I'm interested in thoughts on how to apply either PAR or PerlApp, as well as any thoughts on how to approach overriding Test::Harness and friends.

Update: I don't have my heart set on PAR or PerlApp. Those are just the tools I am familiar with. If you have an idea or a solution that requires a different packager (such as Cava Packager), I would love to hear about it.
Update 2: tsee pointed out a great new feature in PAR that gets me close. Are there any TAP experts out there that can supply some ideas or pointers on where to look in the new Test::Harness distribution?
I'm probably not breaking big news if I tell you that PAR (and probably also perlapp) aren't meant to package the whole test suite and plethora of CPAN-module build byproducts. They're intended to package stand-alone applications or binary JAR-like module libraries.
This being said, you can add arbitrary files to a PAR archive (both to .par libraries and stand-alone .exe's) using pp's -a switch. In case of the stand-alone executable, the contents will be extracted to $ENV{PAR_TEMP}."/inc" at run-time.
That leaves you with the problem of reusing the PAR-packaged executable to run the test harness (and letting that run your executable as a "perl"). Now, I have no ready and done solution for that, but I've recently worked on making PAR-packaged executables re-useable as more-or-less general purpose perl interpreters. Two gotchas before I explain how you can use that:
Your application isn't going to magically be called "perl" and add itself to your $PATH.
The "reuse" of the application as a general purpose perl requires special options and does not currently support the normal perl options (those in perlrun). It can simply run an external perl script of your choice.
Unfortunately, the latter problem is what may kill this approach for you. Support for perl command line options is something I've been thinking about, but won't implement any time soon.
Here's the recipe how you get PAR with "reusable exe" support:
Install the newest version of PAR from CPAN.
Install the newest, developer version of PAR::Packer from CPAN (0.992_02 or 03).
Add the "--reusable" option to your pp command line.
Run your executable with the following options to run an external script "foo.pl":
./myapp --par-options --reuse foo.pl FOO-PL-OPTIONS-HERE
Unfortunately, how you're going to teach Test::Harness that "./myapp --par-options --reuse" is a perl interpreter is beyond me.
Cava Packager allows you to package test scripts with your packaged executables. This is primarily to allow you to run tests against the packaged code before distribution. However the option is there to also distribute the tests and test capability to your end users.

This is a follow-up to my previous question about developing Perl applications. Let’s say I develop an application as a CPAN module using Module::Install. Now I upload the code to the production server, say using a git push, and I would like to install the application dependencies listed in Makefile.PL. If I simply run cpan ., the thing tries to install the application like a regular Perl module, ie. starts to copy the modules and documentation to standard Perl directories all over the system.
Is this the way it’s supposed to be? Do you install the application into the standard Perl directories? I am used to having my Perl applications in one directory with separate lib. Otherwise it seems I’d have to manage a lot of other things, like installing the resources somewhere on path etc. If I just want to install the deps declared in Makefile.PL and run the application tests to make sure everything works, what should I do?
(Is this documented somewhere? I mean, is there something like best practice for deploying and updating non-trivial Perl applications? Or is everybody doing this his own way?)

If you are using Module::Install, you're really using ExtUtils::MakeMaker behind the scenes. You can use all of the MakeMaker features and the targets it provides. Although the documentation doesn't show every feature, there are some valuable things to be found in the generated Makefile.
However, MakeMaker is old news and most everyone has asked Santa Claus for it to disappear. If you want better control, including creating your own targets and process, Module::Build is orders of magnitude easier to work with as well as cross-platform (even if that just means not using a different make, gmake, or whatever on the same OS on different boxes). If you deviate from the normal, consumer-grade installation process, you're life will be easier without MakeMaker.
Some people appreciate the brevity of the Module::Install build file, but once constructed, you don't spend a lot of time messing with your build file so it's not that much of a real benefit. When the little benefit you get locks you into MakeMaker, it's not a win at all.
A 2014 update: Module::Build has now fallen out of favor and needs a maintainer. It never quite got to the point where people could use it to build and distribute XS modules. It was deprecated in Perl v5.19 although you can still get it from CPAN.
You could look at Module::ScanDeps to generate a list of dependent modules for installing. Or Par::Packer for packaging up the whole thing as an "app".
I want another developer to run a Perl script I have written. The script uses many CPAN modules that have to be installed before the script can be run. Is it possible to make the script (or the perl binary) to dump a list of all the missing modules? Perl prints out the missing modules’ names when I attempt to run the script, but this is verbose and does not list all the missing modules at once. I’d like to do something like:
$ cpan -i `said-script --list-deps`
Or even:
$ list-deps said-script > required-modules # on my machine
$ cpan -i `cat required-modules` # on his machine
Is there a simple way to do it? This is not a show stopper, but I would like to make the other developer’s life easier. (The required modules are sprinkled across several files, so that it’s not easy for me to make the list by hand without missing anything. I know about PAR, but it seems a bit too complicated for what I want.)
Update: Thanks, Manni, that will do. I did not know about %INC, I only knew about #INC. I settled with something like this:

Looks like this will work.
Check out Module::ScanDeps and the "scandeps.pl" utility that comes with it. It can do a static (and recursive) analysis of your code for dependencies as well as the %INC dump either after compiling or running the program.
Please note that the static source scanning always errs on the side of including too many dependencies. (It is the dependency scanner used by PAR and aims at being easiest on the end-user.)
Finally, you could choose to distribute your script as a CPAN distribution. That sounds much more complicated than it really is. You can use something like Module::Starter to set up a basic skeleton of a tentative App::YourScript distribution. Put your script in the bin/ subdirectory and edit the Makefile.PL to reference all of your direct dependencies. Then, for distribution you do:
perl Makefile.PL
make
make dist
The last step generates a nice App-YourScript-VERSION.tar.gz
Now, when the client wants to install all dependencies, he does the following:
Set up the CPAN client correctly. Simply run it and answer the questions. But you're requiring that already anyway.
"tar -xz App-YourScript-VERSION.tar.gz && cd App-YourScript-VERSION"
Run "cpan ."
The CPAN client will now install all direct dependencies and the dependencies of those distributions automatically. Depending on how you set it up, it will either follow the prerequisites recursively automatically or prompt with a y/n each time.
As an example of this, you might check out a few of the App::* distributions on CPAN. I would think App::Ack is a good example. Maybe one of the App::* distributions from my CPAN directory (SMUELLER).
You could dump %INC at the end of your script. It will contain all used and required modules. But of course, this will only be helpful if you don't require modules conditionally (require Foo if $bar).
For quick-and-dirty, infrequent use, the %INC is the best way to go. If you have to do this with continuous integration testing or something more robust, there are some other tools to help.
Steffen already mentioned the Module::ScanDeps.
The code in Test::Prereq does this, but it has an additional layer that ensures that your Makefile.PL or Build.PL lists them as a dependency. If you make your scripts look like a normal Perl distribution, that makes it fairly easy to check for new dependencies; just run the test suite again.
Aside from that, you might use a tool such as Module::Extract::Use, which parses the static code looking for use and require statements (although it won't find them in string evals). That gets you just the modules you told your script to load.
Also, once you know which modules you loaded, you can combine that with David Cantrell's CPANdeps tool that has already created the dependency tree for most CPAN modules.
Note that you also have to think about optional features too. Your code in this case my not have them, but sometimes you don't load a module until you need it:

If you don't exercise that feature in your trial run or test, you won't see that you need Bar for that feature. A similar problem comes up when a module loads a different set of dependency modules in a different environment (say, mod_perl or Windows, and so on).
There's not a good, automated way of testing optional features like that so you can get their dependencies. However, I think that should be on my To Do list since it sounds like an interesting problem.
Another tool in this area, which is used by Dist::Zilla and its AutoPrereqs plugin, is Perl::PrereqScanner. It installs a scan-perl-prereqs program that will use PPI and a few plugins to search for most kinds of prereq declaration, using the minimum versions you define. In general, I suggest this over scanning %INC, which can bring in bogus requirements and ignores versions.
Today I develop my Perl apps as CPAN-like distributions using Dist::Zilla that can take care of the dependencies through the AutoPrereq plugin. Another interesting piece of code in this area is carton.
