Is it possible to restrict an iPhone app to only work if there's a Wifi connection (not 3G)?
Yes. There are two steps:
First, you need to add the UIRequiresPersistentWiFi key to your applications Info.plist. This ensures that the WiFi connection does not go to sleep while your application is open.
Secondly, you need to query the system (using the SCNetworkReachability API) to see which radio is currently enabled. See this question in the iPhone documentation.
You can also get the Reachability class from Reachability sample from apple dev center. It offers a way to check how the iphone is connected.

I am trying to prototype a solution to a problem and am currently exploring multiple routes I could try. Is it possible for one iOS device, running a certain app, to communicate directly with another iOS device, running the same application - without the need to be on the same LAN?
Solutions I am currently investigating are using Bluetooth and ad-hoc wireless connections.
Ideally, the application when installed would ask the user for the required permissions, and then would accept and/or send data to/from another client after a handshake had happened.
My concern with Bluetooth is that 'pairing' would need to happen with every device, rather than happen in the background once the user has installed the app. I have a feeling what I am talking about isn't possible from what I've been reading elsewhere on Stackoverflow.

You might also want to look into GameKit and peer-to-peer connectivity there.
I can't tell you anything about it, but you might try looking at iOS 7. If that's an option, I'd take a look. Can't talk about what it is because of NDA though.
Depending on what you need to communicate, you could try checking out this project, which lets you share arrays of strings between iOS devices over Bluetooth LE.

In my iOS app, I want to detect all available wifi networks and then choose one network form the list and connect to it. The goal is to not open the Settings built in app to connect to a wifi, but to do it all in my app.
First, is this possible? If possible, please point me to what framework(s) and methods to use.
I have looked at the Reachability example, but that doesn't work for me because, I think, all it does is monitor the network state of the device.
I also looked at the Captive Network Support framework, and used the CNCopySupportedInterfaces function:

I need to take as much configuration out of the users hands as possible.
That being said, I have a device that an ipad will be connected to and communicate with via an adhoc wifi network supplied by the device. the ipad connects to this device and sends raw data to it via socket connections. I also need to connect to the internet for data syncing.
80% of the time, the ipad will be connected to this adhoc wifi device. Management software on the ipad does not allow the user to adjust wifi settings so I am trying to make sure I am connected to my device without limiting my server syncing. I know I can determine the connection using apples Reachability class, this is not what i am looking for. I need to use BOTH 3g AND wifi.
Is there a way to enforce this in code? Or is there a resource for the private API's that I can look at to find a way?
This will be in iOS 5 and the most preferable method would be to just route my http requests via some private api method to use 3G and let the socket requests use wifi to the adhoc device.

the resolution i found was to assign an ip in the privately assigned ip range the ipad uses (169.254.x.x) to the adhoc device then let the ipad determine an ip. Then see if i can open a socket connection to the device (to determine if its available) and then issue a print.
Going this route, i am still able to use 3g data as well as communicate with the device via wifi.
I want to know if there is a way of changing the internet connection mode from GPRS to WiFi and vice-versa programmatically. I am developing one application and want to give liberty to users which internet connection mode they want to use for my application. Also is there any other connection mode available apart from WiFi and GPRS?

There's also Bluetooth connectivity, which is used for GameKit and also automatically used for device-to-device Bonjour.

No, this is not possible. You can file a feature enhancement at Apple's bug report site. If you're trying to do testing, go the device's Settings app and switch off WiFi to force 3G/EDGE service.
