I'm editing a text-document styled on its own way of which Emacs doesn't recognize the markup, and opens it in fundamental-mode. Tab indentation is the most problematic behaviour.
Can I fix tab width with a runtime command, only for the current session?
Particularly I'd avoid any permanent in-file configuration.
You can use M-x set-variable to set variables at runtime and only for that buffer and session, ideally you can set the offset variable (for instance in c-common-mode it's c-basic-offset) and you can change this value to the desired tab width (although I recommend you use spaces instead of tabs for consistency as tab characters \t are usually 8 spaces wide.

The grey line isn't what causes the wrapping. You can apply settings to have the grey line and not have wrapping. They grey line is displayed according to the editor.ruler setting.
In general text editor terminology, this wrapping you are observing is called "soft wrapping" (when an editor wraps long lines in its rendering of the text, but doesn't actually insert line-break characters, which is called "hard wrapping").
By default, soft-wrapping can be toggled by Alt+z (The command palette command is named View: Toggle Word Wrap).
The default setting of soft wrapping for VS Code is configurable by the editor.wordWrap setting. It has several values it can take on:
"bounded": lines wrap at the minimum of viewport width and editor.wordWrapColumn,
"off": Lines will never wrap
"on": Lines will wrap at the viewport width
"wordWrapColumn": Lines will wrap at editor.wordWrapColumn
The word wrap column is configurable by the editor.wordWrapColumn setting. See also the editor.wrappingIndent and wrappingStrategy settings.
This is a setting called rulers. Go into Settings and search "rulers". Then you will be able to edit the settings.json file. Under "editor.rulers" remove all values in the array so that it is empty. That should solve it.

For example, the indent width may be 4 spaces, so rather than displaying 4 spaces in my editor, I'd rather see one tab space character with a width of 4 spaces.

If you prefer to indent your code with spaces, there is a new setting called editor.stickyTabStops, which makes VS Code treat cursor movements in leading spaces similar to tabs.

I assume that means you're getting those little Interpunct dot characters coming up like this ยทยทยทยท
If you want those to go away, so they appear more consistent with tabs, go into VScode settings (JSON) and enter the following:
"editor.renderWhitespace": "selection"
Assuming everything else is default, both tabs and spaces should be rendered as regular whitespace. But that alone it doesn't really help, because it doesn't allow you to distinguish nested structures i.e. you can't tell how many levels of indentation you're at.
To fix that, there's 2 things.
(minimum) Set indent guides explicitly in your user settings, this will render vertical lines at each indentation level, no matter if the file is using tabs or spaces:
"editor.renderIndentGuides": true
(optional extra) If you want to take it further, there are a few extensions you can try, but the one i recommend is indent-rainbow. There are lots of options for it, but i have mine config'd so after a certain level of indentation it becomes more obnoxious, because i treat it as a code smell i.e. i like to minimize how much i nest if possible.
The end result of doing all this is that tabs and spaces are rendered exactly the same way, and you can't tell the difference unless you have part of your code highlighted:

I don't think this is possible, or at least not natively. You may be able to find/write an extension that can do detection based on tabsize since there is in fact a property called:

I see multiple settings for Code in terms of how to indent (spaces vs tabs), but nothing about how to disable indents. So for example, I enter a <p> tag, hit enter, and Code auto indents the next line. I'd like to disable that but cannot find the setting to do so.
No, there is no option to disable auto indent on enter. But if you need to insure that inline elements remain without extra spaces because it affects the layout you can use the new option, introduced in v1.0: html.format.unformatted - comma separated list of tags that shouldn't be reformatted. Default value null means that all inline elements should remain as you formatted them.
In addition, instead of typing <p> + Enter you can type just p and press tab which will give you a nice <p><\p> and will place the cursor in the middle.

You can now set the configuration property editor.autoIndent in your settings.json file (which for me was in C:\Users\$USER\AppData\Roaming\Code\User\settings.json). the value you want to set it to is the string "none".

I am looking at some C++ code and when using horizontal split screen toggle-truncate lines does not seem to work.
For narrow windows, Emacs takes the value of the variable truncate-partial-width-windows into account. By default, it truncates windows that are narrower than 50 characters, but you can set it to always truncate horizontally split windows (t), or set it to nil to respect the value of truncate-lines (which toggle-truncate modifies).
Is there ready Emacs code/package to automatically set indent-tabs-mode according to the file being visited? That is, if the currently visited file uses tabs for indentation, indent-tabs-mode should be set buffer-locally to true. Correspondingly if spaces are used, indent-tabs-mode should be set to false. The purpose of this is to automatically detect and use the tab mode of an existing project (without needing Emacs-specific file variable annotations), to stay consistent with the tab style of existing code.
An even more advanced version of this detection might accomodate for the fact that a single file might have mixed tabs and spaces. In this case a sensible heuristic could be to use the tab mode on the previous line when indenting, instead of deciding upon a tab mode global to the entire file.
You might also be interested in dtrt-indent, which detects the offset when spaces are used for indentation in addition to determining if tabs are used.
