Does anyone know how to change the developer name (or seller name) that appears in Apple Store? Thanks a lot.
Incorporate, contact Apple requesting a change to a company enrollment, and be ready to fax your incorporation papers to Apple if needed. No other name changes seem to be permitted.

I'm building an app that uses Apple Pay and as you can see below, when I display the PKPaymentAuthorizationViewController, it's not getting the current user's billing address and email. If the user has used Apple Pay before, they are likely have this data somewhere. I see in the docs there is a PKContact variable on PKPaymentRequest.
Is there a way to get this data and pre-fill it for the first time user of my app?
Users have to enter that information themselves in the iOS Settings app. Then it should be automatically filled out for all websites, apps, ec. that support Apple Pay.
To do this, simply:
Open the Settings app.
Tap "Wallet & Apple Pay"
From there, simply add a credit or debit card, then fill out the default information. Now it should appear automatically in any transactions.
The billing address and email are linked to an Apple ID.
The user can add these details themselves by going to Settings -> Wallet and Apple Pay -> add details and they will be saved for all purchases
While transferring the app first time to one account to other its simply done by accepting the review by other receiving account. But when I tried to retransferred app its showing the

in the recipient account. Here New Meta Data and Accept button is not enabled. I did't find any suitable link for this. Can some one tell me that how to fix this issue?
We were into the same scenario and we solved the issue by requesting a paid application agreement from the recipient account page.
Disclaimer: this might not be a solution for all instances but in our case it was the only way to proceed with the transfer process.
Goto itunes connect using the destination account
Goto agreement, tax, banking
Don't open the transfer agreement. Instead, click on the "request" button on the "iOS Paid Applications" agreement on top of the page.
Review the information and accept the agreement. You don't have to provide the entire information but just request it.
Go back to the previous page and open the transfer agreement. You should now be able to accept it.
The recipient should enable Family Sharing on his side.
Family Sharing can be enabled for your apps by accepting the latest

Family Sharing for customers who have already purchased your apps,
ensure that you’ve selected the appropriate checkbox on the agreements
page.
I did went through the documentation but didn't find how Apple will share user info such as email if the user elects to provide his email address. The Subscription Receipt doesn't provide any info about the user also in Apple documentation they mentioned:
Customers purchasing a subscription through the App Store will be given the option of providing the publisher with their name, email address, and zip code.
Any ideas?
Thanks
The answer is buried in the iTunes Connect guide.
The customer’s opted-in information will be made available in the Sales and Trends module of iTunes Connect.

May you answer - Is this legal to save details of CC (number, name, exp date - without CVC code, which user have to enter on the payment page) inside the App on the device ?
All data stored only inside App
From our side it looks like:
user save data in his profile and use this info for quick filling of payment form inside our App.
If user loses his device - it's his fault :) or am I wrong?
It is legal to store credit card data in your application. However, your application needs to be PCI compliant. Read up on this here: https://www.pcisecuritystandards.org/. There are hefty fines that VISA/Mastercard can leverage if a fraud breach occurs due to your software, up to hundereds of thousands of dollars per transgression. This isn't the kind of thing to mess with lightly.
DJ Quimby has it right (his answer is in this feed). Once you complete the development of a mobile app that allows for credit card payments you'll need a third party to perform security assessment and determine whether you have satisfactorily met the Payment Card Industry (PCI) payment Application Data Security Standard (PA-DSS) version 1.2 related to the protection of cardholder data. If you're storing the full credit card number and/or expiration date in your app, it will not pass this PCI assessment. Without passing the assessment your app will be rejected by the iTunes app store.
Yes, it's legal.
No, it's probably not something your merchant bank will be a fan of.
No, it's not a good idea at all.
No, Apple won't approve your app.
I am guessing that you plan on developing your own in App payment system. This is forbidden by Apple. You must use the storeKit framework. Apple already stores the credit card info on their side so you have one less problem to think about :)

Is it necessary to enter name on the credit card as my personal information?
When I wanted to purchase, the following error occurred:
Your country either does not have an Apple Online Store or does not offer Apple Developer Products for online purchase.
It says I should fill out the purchase form and fax it to a specific number but I'm currently travelling. Is it a problem if I send the form from another country (and not the one where I reside)?
1: Yes. It will check that the name is the same as on the credit card.
2: What country do you live in?

I don't know about availability in your country, but in US, if I was away from home, I could have someone at home get a "Prepaid Credit Gift-Card", then link it to my name and home-address and make the payment for me from home.
