The problem is that you are using Windows 7 and in Windows 7,by default admin permissions are not available.
So just right click on Eclipse icon and choose "Run as Administrator" and then click on Help -> Install new software -> Then paste URL of ADT plugin -> Click on Select All-> Next-> Finish and it will continue installing
When installing ADT through Eclipse just make sure you have checked: Contact all update sites during install to find required software. That helped me.
Also try to update eclipse (Help -> Check for updates)
Go to http://www.eclipse.org/downloads/ and download the "Eclipse for Mobile Developers" version. Then follow the installation steps for the ADT plugin.

I downloaded the Eclipse Juno 4.2 classic bundle, and saw that Help > Marketplace... was not available. AFAIK, this is provided by the mpc plugin. On their website however, I didn't see a trace of how to install the mpc client for Juno.
How can I add the Marketplace Client to the classic Juno bundle?
As far as I know, the Classic distribution does not contain the Marketplace client (and that is the only such official distribution). However, it is available for download.
Select Help/Install new software... from the menu, select the Juno update site (http://download.eclipse.org/releases/juno), and then look for the Marketplace client - it is in the General Purpose Tools category.
There is one More easy way to add Eclipse MarketPlace
1. Go to http://eclipse.org/mpc/archive.php and download mpc zip for your eclipse.
2. Than go to Eclipse -> Help -> Install New Software and Add and select Archive file Location
then press ok, it will check dependency and install it.

I am trying to install android in eclipse to develop apps on my ubuntu setup.

I had something similar. If you need the ADT version 20.0.0 then install it manually (from a ZIP archive) as described here and download it from here: http://dl.google.com/android/ADT-20.0.0.zip

The Google Plugin for Eclipse depends on other specific Eclipse components, such as WST. Your installation of Eclipse may not yet include all of them, but they can be easily installed by following these instructions. Eclipse 3.6 (Helios)
Select Help > Install New Software...
Click the link for Available Software Sites.
Ensure there is an update site named Juno. If this is not present, click Add... and enter http://download.eclipse.org/releases/juno for the Location.
Now go through the installation steps; Eclipse should download and install the plugin's dependencies.
Filter for wst and install all those. Restart Eclipse and then you can install the adt plugins.

I installed eclipse into /opt as root. I had this exact issue.
Seems that this has something to do with permissions (Yeah, great error message, I know).
I simply installed the plugins while running eclipse as root:
user#computer ~$ sudo eclipse &
Problem solved!
EDIT:
Instead of this, when you install it, you can change the ownership of the eclipse files so that you don't have to run as super user every time you want to install an addon.
user#computer /opt $ sudo chown -R user eclipse/

Alright... this solved my problem:
Open Eclipse
Go to Help > Install New Software > click on Available Software Sites.
Make sure that "http://download.eclipse.org/releases/indigo" is checked.
Then.. enable the "contact all update sites.." option on the Install new software page.
You should be all set!

That said, ADT should not have a dependency on epp packages, unless you have some other software installed along with Eclipse. Please make sure you're using one of the following Eclipse versions:

I had the same problem and finally found the solution. Hope it works for you too.
Follow these steps and then try to install the plugin again.
Select Help > Install New Software...
Select the Helios update site in the Work with dropdown. If it's not there, you can enter the URL directly: http://download.eclipse.org/releases/helios
Install Helios > Web, XML, and Java EE Development > Eclipse Web Developer Tools.
Go to About / Install New Software... and enter this URL: http://download.eclipse.org/mylyn/releases/latest
After the list populates, select MyLyn SDKs and Frameworks / MyLyn Commons. Once that plug-in installs, restart Eclipse and then the Google App Engine plug-in should install.
When you are on the Available Software screen, after having selected the software you want to install, before you click next, if you check the box "Contact all update sites during install to find required software." then eclipse will automatically resolve and install the needed plugins for you.
I got the same error and looking at the messages indicated that it was due to a conflict between Java EE IDE and Google plugin fo different eclipse runtimes ( 3.6 and 3.5).
So I upgraded the Java EE IDE to the latest version available and that solved the problem.
I found out that ADT-Bundle whose version is eclipse 4.2 has this issue of installing google plugin and when I downloaded eclipse and Android SDK separately and connected them together. It solved the problem. Google plugin installation worked super fine then
Check to see the "type" of Eclipse you are using. I was using the main version of Luna 4.4.2 and having this problem. I then switched to the "Java EE" type of Eclipse, and installed the Google Plugin and AppEngine with no issues. I believe it is because the "Java EE" type comes with WTP.
