It's producing a conflict because you have
Eclipse IDE for Java EE Developers 1.3.1.20100916-1202 installed, and it will likely contain a different UI version than Traceview uses.
Please use a new Eclipse installation. Yours is 2 years old, according to its 3.6.2 version number. Recent versions are 3.8 and 4.2. While the ADT should also work on older Eclipse versions, you are more on the safe side with a newer version. Besides all the new features you also get from the JDT, when developing for Android.
You should update your installation of Eclipse before trying to install the Android plug-in.

I'm trying to do a new install for a co-worker of Aptana with CFEclipse. However the cfeclipse update is failing due to a dependency.
My working system is: Aptana 3.4.2, Eclipse 3.7.2, and CFEclipse 1.4.5.
The new system is trying to install CFEclipse 1.4.6, and failing due to org.eclipse.ui.browser dependency.
Is there somewhere I can get CFE 1.4.5 and load it from local?

From what I see, ANTLR IDE is based on Eclipse 3.7 (Indigo), while Aptana Studio stand-alone is shipped with Eclipse 3.6. That's probably the reason you are getting this installation issue.
You can install Aptana Studio as a plugin on top of Eclipse 3.7, and then install ANTLR IDE as well.
Checkout the http://preview.appcelerator.com/studio/ (Aptana Studio tab) for the Studio's update site.

Make sure the plugin you are trying to install (C/C++ Development Tools) is intended for the version of Aptana/Eclipse you are using. The version of Aptana you are using seems to depend on Debug Core 3.6.0.v20100519 (org.eclipse.debug.core 3.6.0.v20100519), while the version of the dev tools plugin you are installing depends on org.eclipse.debug.core [3.7.0,4.0.0), hence the conflict you are getting. Try to install an older version of the dev tools plugin that is intended for Eclipse Helios (3.6.), and not Eclipse Indigo (3.7.).

no need to install phonegap in eclipse.you need add phonegap.jar to your project and few changes....read it and ... http://www.phonegap.com/start#android
The AppLaud Eclipse plugin for PhoneGap requires at minimum of Eclipse 3.6 (Helios). It does not work with 3.5 (Galileo). The plugin also works with 3.7 (Indigo).
It's true that you can work around not having the plugin, but it makes PhoneGap project start-up much easier.
