Why do we use a reversed URL identifier like com.yourcompany.noname within Xcode?

Same as in Java - to uniquely identify ourselves. The assumption is that if you have a URL, no-one else would use the same string.
Now why it's reversed, it's guesswork, but I'd say the question is wrong: it's the hostnames that originally got it "wrong" starting with the most specific thing, and it perpetuated down the history. URL of the form http:com.yourcompany.noname/bigdir/littledir/file#fragment would make much more sense(*), where you start with the most global thing, and end up with the tiniest detail, just like when reading time, or arabic numerals.
(Most date formats also did this wrong - the only logically consistent format is YYYY/MM/DD, if we use numbers like we do, with the smallest unit on the right).

Let's think about it philosophically for a moment.
Consider the case of normal URLs, e.g. noname.yourcompany.com. The highest level domain for this URL is com, since it's included in a gigantic set of other URLs besides the one you're given. For instance apple.com and microsoft.com both belong to the com top level domain. Then, yourcompany is the next highest level domain, since it belongs to your company and not Apple or Microsoft, but may itself include subdomains of its own.
In this respect, we can see that when we follow what we call 'normal URLs' from top to bottom, we are actually reading right to left. In programming languages, when we're doing scope resolution, we want to read left to right, because that's the direction in which most of us write code, and we usually start from broad categories and narrow down when we're trying to find that one elusive function we might be looking for.
That's why, in a namespace scheme that's designed to be resemble Internet domains, we end up with names that look backwards. In a certain sense, it's the Web addresses that are "wrong".

REST API path using route parameters without identifiers

Using expressjs term route parameters to show my problem, I also see people call that path parameters. The "proper" URL will be
Route path: /users/:userId/books/:bookId
But currently I am taking over a project that design the api like this,
/:userId/:bookId
/:groupId/:userId/some_resurce
...
The obvious problem is when I look at the url from browser I will feel confused with what those parameters mean, like the following. But the project has run for more than one year, I need to know whether it is worth the effort to rewrite it.

REST doesn't care about URI spelling conventions - until you get to the origin server, a URI is effectively an opaque string; only the origin server has the authority to decompose the URI into its semantic parts.
Which is to say, general purpose components don't care that there are identifiers encoded into the path, or that the semantics of those identifiers changes depending on other path elements.
In particular, they don't care at all that unrelated identifiers have common elements:
/1/2
/1/2/some_resource
As far as a general purpose component is concerned, the resources identified here have no special relationship to one another. (For example, if you DELETE /1/2, that's not expected to impact /1/2/some_resource in any way).

Yup - this is your primary argument: that the current URI design doesn't consider human affordances.
Unless you can make a case that those human focused considerations (users, operators, tech writers) offset the costs of change, you are probably stuck with it.

Google Dialogflow: How do i know which topics, use cases are allowed and which are not?

Obviously, one can't abuse keywords, but this is clear enough. Though, it's not clear whether or not i can use Dialogflow for, say, my name as invocation phrase? Like "ask Rick to introduce himself" - how do i know if this is allowed or not?
In your case, "Rick" is not just part of an invocation phrase - it is the name of the Action. So this goes beyond having it as a Dialogflow invocation - it goes to the invocation system for the Assistant.
While Google doesn't release the exact rules for naming, there are a few that are fairly clear:
Unless you have rights to an existing brand that is one word (see point 3), your name has to be at least two words long.
Some words don't count or aren't allowed. "My" is usually allowed in a name, but doesn't count towards the two word minimum. "Assistant" and "personal" usually aren't allowed since they're true for many Actions. You can bet that "my personal assistant" isn't considered very useful.
If you're trying to use well-known brands, you need to prove you have rights to use that brand. This isn't needed for every trademarked brand, and it isn't clear which ones Google requires it for, but if you need to use it you can connect a website to prove you have the rights to use it.
Overly broad or generic names or phrases aren't allowed. (For example, "Santa Claus" wouldn't be allowed because it would be used by a lot of actions, while "my local government" would probably be rejected because it is a generic term.) (Many of these will likely turn into the "built-in intents" that you'll be able to use, but there is no guarantee and the details of this aren't fully clear yet.)
In your example, there are a lot of "Rick"s around, and it is a single word, so it is likely that this would be rejected. If you controlled rick.com, however, it is possible that it would be allowed as a connected property.

How to localize CPAN module and dependencies

I am trying to localize a CPAN module MooX::Options using Locale::TextDomain after having read "On the state of I18N in perl".
In the discussion in the pull request the question came up how to deal with messages not originating in the module itself, but in a dependency. In this specific case, when you specify an option on the command line which is not defined anywhere in the code, you'll get the warning:
Unknown option: xyz
originating in the module Getopt::Long, which in itself is not localized yet.
The question is how to deal with these. I see basically three strategies:
Ignore them, which I find dissatisfactory.
Try to someway or other catch all the corner cases and messages in the module I'm currently localizing (in this case MooX::Options), and this way working around the missing localization in the dependent modules. This option seems brittle, as I'd have to constantly adapt to changes in the base modules. Sometimes, it might by next to impossible to catch messages, as they're written to output streams directly by the modules (as is the case in this example).
Try to localize the dependent modules themselves. This option seems hard to achieve, as different projects might use different I18N tools and strategies themselves and the dependency graph might be huge.
All in all, I think this problem is more general and not that specific to perl and cpan modules. So, I'm interessted in your thoughts, strategies and approaches.
I have rather strong opionions on the idea of translating computing terms, and most people disagree with my views, so take what I am saying with a grain of salt.
I do not understand the point of internationalizing a library for parsing command line options unless you want to further ghettoize what is already a small group of users of said library.
Would wget be more useful to Turkish users if instead it was called wal or wgetir? Or, instead of wget --mirror, should Turkish users write getir --ayna? What about that w?
If you just translate the messages, what is the point of outputting a help message in response to wget -h when the Turkish equivalent would be wget -y?
The fact is, almost all attempts at translating programming related terms I have seen are simply awful. The people who are most eager to translate are usually not in command of either human language — Nor do they seem to understand what they are translating.
However, as a result of these eager people, I find that at least the Turkish translations of pretty much any software I touch is just awful. Whatever Danish translations I have seen did not fare much better, but, at least, they were tolerable owing to the greater commonality of structure between Danish and English.
I think everyone's energy is better spent on actually making sure their programs handle content, including names of external resources/references, in different languages well, rather than giving me error messages in some Frankenstein language, or letting me specify command line options whose mnemonics do not match their descriptions etc, or presenting menus that contain of strings of words that really do not convey any meaning.
I have felt this way for the last for many decades now ... Even when I was patching IBM PC keyboard drivers with hex editors so people at various places could type reports in WordStar, and create charts in Harvard Graphics.
So, my unpopular advice is to put your energy elsewhere ...
For example, use exception objects so the user of your library (who is likely a programmer and will understand "Directory not found" much more readily than "Kütük bulunamadı") can deduce in a human-language independent way what happened, and what message to show the user. I haven't looked closely at MooX::Options, but I notice there is at least one string croak.
Here is an actual error message from an IBM product:

You can ask every one of the almost 200 million Turkic people on earth what a "kütük örüntüsü" is, and only the person who actually came up with this non-sensical string of characters will be able to tell you that it corresponds to "file pattern". What, then, do they gain by using the phrase "kütük örüntüsü" versus "file pattern"? Nothing.
However, they lose the ability to communicate with, and, also, compete with, programmers in the English speaking world.
PS: Apologies for all Turkish examples, but I feel most comfortable drawing abominable examples based on my native language.

REST: The same resource accessed from two different URLs

I've just started my journey with REST, so please be patient while anserwing my questions.
I have some doubts how to cope with some situations. For instance, I read that evenry resource/entity should have its own, unique URL. But how to deal with examples like:
There is a list of objects.
Each object is described by some basic information and its state.
Basic info for object is for example its shape, color.
The state of object contains information like position in space, velocity etc.
Both two pieces of information (basic + state) are rather big objects (only examplary properties were introduced).
Now, we have the following questions:
Get all basic info about objects.
Get all object states.
Get basic info of object with ID=2.
Get state of object ID=5.
Get all info of object ID=7.
I tried to solve it in this way:
/rest/objects
/rest/states
/rest/objects/2/basic
/rest/objects/5/state (/rest/states/5)
/rest/objects/7
However, I've some doubts pointed in 4 - it doesn't look like to be correct. There are two ways to access the same information/resource/entity.
How to deal with it?
Isn't the "basic" just part of the resource? It seems not from your description, but you should consider it. In fact, all of "basic" and "state" might just be part of the resource. It's difficult to be authoritative without more information. For instance, how large is "rather big"?
It also doesn't seem like /state should be an independent endpoint, since a state is an integral part of an object, not something that lives on its own.
I might start with something like:
1. GET /objects
2. GET /objects?expand=state
3. GET /objects/2?expand=basic -- or -- GET /objects/2/basic
4. GET /objects/5?expand=state -- or -- GET /objects/5/state
5. GET /objects/7?expand=basic,state
If you need /state to be top level, then you have two options:
2. GET /states -- or -- GET /objects/states
Neither of those are really ideal. It is acceptable to have multiple paths to get to the same resource, as long as there's only one canonical URI for the resource. The issue is that it's harder for the end user to learn APIs that lean heavily on that style. The second style is also confusing. /objects/XXX is a specific object, unless XXX == states? That's a special case for your end user to have to remember.
From a caching point of view it makes sense to have "state" and "basic" in separate resources - "state" resources changes frequently and is thus non-cachable and "basic" changes seldom and should thus be cachable for a long time. If this is your goal, then go ahead, it sure makes sense (and is an often mentioned pattern). But usually, to keep complexity low, both sets of values are combined into one single resource (your "Object" in this case).
Your paths are pretty good, Eric's version is also fine - here is my suggestion:
/rest/objects (all complete objects info)
/rest/objects/basic (all basic info)
/rest/objects/state (all state info)
/rest/objects/7 (single complete object)
/rest/objects/2/basic (single basic info)
/rest/objects/5/state (single state info)
In the end it all boils down to a matter of personal preference as the exact URL doesn't matter much.

Don't confuse these concepts. REST has nothing to do how you store your data, and resources map to entities only by CRUD applications.

You should read the IRI standard. IRIs are for identifying resources. Without them you cannot tell the server what you want to manipulate.

It is up to you. You can choose either of them or both. There is no restriction about how many identifiers a resource can have or what IRI structure to choose.

Advice on modeling behaviors/concepts not commonly thought to be persisted

I am looking for advice and experience related to the best way to REST-ify behaviors/concepts that are not "commonly persisted" - in other words, resource-ifying transformative or side-effect behaviors.
First, let me say that I know there's no complete test for REST-ful-ness - and actually I don't care. I find the CRUD-over-the-Web notion of REST very intuitive and it works well on most of the data I'm providing access to. At the same time, I am not worried about straying from anyones bible on how to perfectly REST-ify something. I'm in search of whatever the best compromise between practical and REST-intuitive is for the cases that don't fit so well. Clearly, consistency is the main goal, but intuitive-ness helps ensure that.
Given that, let me dive into the details of what I'm after.
Since REST is inherently resource-oriented, it is easy to model things commonly persisted - what is less clear is how to model behaviors/concepts that are not commonly persisted, especially those which have side effects or are purely transformational.
For example, take a stackoverflow.com question. It can be Created, Updated, Read, and Deleted. Everyone can relate to that and it all makes sense under REST.
But now consider something like a translation - for example, I want to build a REST API for my service that translates an English sentence to Spanish.
There are at least two ways to address the translation scenario. I could:
Look at a translation invocation as the creation of a "translation instance" (which doesn't happen to be persisted, but could be), in which case a POST /Translation (i.e., a create) actually makes a lot of sense. This is particularly the case if the translation service requires the URL of something to be translated (since the contents of that URL can change over time).
Look at translation as really the act of querying a larger dictionary of known answers, in which case a GET /Translation (i.e., a read) might be more appropriate. This is especially tempting if the translation service requires just the text of the sentence to be translated. Noone would expect the translation of a static sentence to change over time. You could also argue that it could be cacheable, which GET would lend itself towards.
This same dilemma can crop up for other actions which primarily have side effects (e.g., sending an SMS or an e-mail) and are less commonly associated with persistence of the data.
My approach thus far has been to essentially "Order"-ify these cases, that is looking at everything as though one was placing an order. More generally, I think this is just converting verbs (translate) into nouns (translation order), which would seem to be one way of REST-ifying such things.
Can anyone share a better, more intuitive, way to approach the modeling of actions/behaviors that are not commonly assumed to be persisted?
The "Would it hurt to do more than once?"-test perhaps?
In your examples - what would happen if you are asked to translate the same text twice? Not really much. Sending an sms twice is likely to be a bad thing though.
The two options you describe are valid options and you have already highlighted scenarios when one is better than the other. The only other option I would suggest which is use POST with a "processing resource". e.g.
POST /translator?from=en&to=fr

One nice thing about "processing resources" is that they may or may not have persistent side effects. Obviously the disadvantage is that intermediaries can't cache the response.
