I have been continually getting the above error when I try to run my application for the past 4 days now. I can start the emulator through the AVDM and run an older version of my app that has already been loaded, but for some reason the emulator wont update the app anymore and I cant figure out why. When I try to run it once the emulator is up and running I get the error: createRenderThread failed to connect. I have restarted my computer, eclipse, and the adb. I thought it may have been something with my firewall keeping the computer from recognizing the emulator but I cant see any thing that seems to be related to eclipse, I could be wrong though. This is my senior project and the dead line is approaching and i'm getting desperate so any and all suggestions would be greatly appreciated. Thank you.

Well a windows 10 update broke sleep, the computer went to sleep with the emulator open and now that's broken. When I run an app to launch in the emulator it will boot the emulator but won't install just time out. When I try and run an app into a running emulator instance Studio says:
com.android.ddmlib.AdbCommandRejectedException: device unauthorized.
This adb server's $ADB_VENDOR_KEYS is not set
Try 'adb kill-server' if that seems wrong.
Otherwise check for a confirmation dialog on your device.
Error while Installing APK
I've followed some of the other threads here. I've tried changing
the environmental variable in control panel, but in fact I think it
pointed to the right place originally, where the sdks are these
days.
I've tried restarting the PC. I did try deleting a couple of
adb files, that didn't work.
I've tried deleting all the sdks and
downloading them again.
I've tried uninstalling and updating Android
Studio, several times. Now on AS 3.1, still not working.
Bit of a nightmare really.
How do I set the vendor keys? Using AS console commands? Can anyone point me to a dummies guide, this is a bit of a tangent for me, wish I could fix it from the GUI.
The working fix for this particular issue is to enable Developer options on your emulator and enable "USB Debugging".
OK so eventually downloading a nexus 4 x86 image android 27, with no play store worked. Sorry if this is repetition. Long live working emulators
Combining answers from here and there gives an answer that also worked for me in IntelliJ IDEA. I assume the issue is the same, since the emulator and AVD is the same.
Option 1:
Restart the emulator from AVD
Option 2:
Wipe the emulator data
Option 3: Stop the emulator. Then make sure it is up to date and try again.
If it still does not work, restart the adb server and retry.
adb kill-server && adb start-server
If it still does not work, perhaps your adb is out of date... somehow. This was the case for me. Running the following fixed that for me.
adb devices
adb server is out of date. killing...

If it is now working for some emulators but not newly created ones, take note of the message in the emulator selection box: "Press Ok in the Allow USB Debugging Dialog"
Sadly, there is no such dialog. So go and enable Developer Mode in the settings of your emulated OS by tapping the Build Number several times. Then go to the Developer Settings and enable USB debugging.
After recent upgrades of emulator, the virtual device*) stays unauthorized. When I cold boot the emulator, sometimes I see the expected confirmation dialog, but this dialog goes away immediately, leaving no chance to click 'OK'.
We're aware of this problem and plan to fix it soon.
* Here, I was running x86 with API 28 and Google Play on Windows 10. I don't know which other scenarios are effected.
For anyone who might encounter this in the future -- I mean the ultimate issue of receiving the error, "This adb server's $ADB_VENDOR_KEYS is not set" despite not having any (or any sufficient) opportunity to click OK...
Resolution: In the Developer Settings, select the option to, "Remove existing authorized adb keys on device." Repeat the previous action -- the prompt will once again appear, as if the very first time.

Go to developer options in your device and click on 'Revoke USB debugging authorizations'. Disconnect and reconnect your device. You'll get a prompt on your device to authorize your computer to connect to your device. click on 'OK' and your set.
Basically, the authorization key has gone out of date or it's no longer present. So, we just have to set a new autorization key and revoke the old ones.

I've read every StackOverflow that I could find on this issue, but I still can't work it out.
I'm trying to deploy an app to actual device (NOT emulator). But I receive the following error when i try to build:

It's worth mentioning that I went from Windows 7 to Windows 10. It's also worth mentioning that my computer was missing the IpOverUsbSvc.exe (not just the registry post, but the actual service was missing). Couldn't find any way to get this back so, so my colleague sent over the .exe and the DLLs and I placed it in it's location. And the service is now running and no longer gives any errors. My device is recognized by the PC, it's running Windows 10 Mobile (but I've also tried with a device running Windows 8.1).
Specs on PC:
Windows 10 Pro (Build 10240)
Using Visual Studio 2015
UWP Tools

Steps that helped me. I have windows 10 mobile build 10581 (and now 10586) installed on phone
Turn off Developer mode on your phone.
Deploy app (UWP or SL) by VS2015 -> Error.
Turn on Developer mode on your phone.
Deploy app (UWP or SL) by VS2015 -> Working.
If you change another device or re-connect you must close VS2015, re-launch and do again!
Finally managed to find a solution to this illusive bug.
It seems that if I didn't have the Windows Phone 8.1 Tools installed I couldn't build to an ARM device (not even Windows 10 Mobile).
So my step to solve this was:
Go to Control Panel -> Programs and Features -> Microsoft Visual Studio ... 2015 -> Modify. And then select the Windows Phone 8.1 Tools.
Pretty pissed that one can't get a reasonable error message when things like this is missing.
I had this issue after updating my device to win10 ver:10.0.10581.0. I tried many things but finally after installing latest sdk and emulators i got it working. You may try installing from this page sdk and emulator:

Somehow the new emulators were not visible in vs, they got visible after few restarts and then on device debugging started to work.
But one problem still remain from me that vs crashes after ending debug session with device.
desktop-->my computer--> right click--> management--> service--> start the service Windows Phone IP over USB Transport (IpOverUsbSvc) although maybe the starttype is set as automatic
Seems like there are many issues causing the same error message.

Essentially you need to remove/uninstall the device from Windows. Then after unplugging and plugging back in, the device and drivers are reinstalled.
I tried many of the suggested solutions to no avail.
After changing the USB-C cable from a USB 3.1 port to a USB 2.0 port on my computer, the error goes away. YMMV
I see it is quite an old post...but I still get this problem. In my case, this happened after I deployed to a second phone I had for testing. After that, VS 2017 now only wants to deploy to that phone and not to the other phone no more. If I start another project, the other phone is recognized and deployable to (listed as device under debug).
Restarting system fixes this...
Also, if I add another project as reference (like a background task) to my project, I will loose the ability to select the devices and emulators under debug. VS 2017 simply then seems to deploy to the last device selected...(really no clue what this is). I have not been able to get the selection of emulators and devices back yet on this one. I only will have the "Start" and "Download new emulators" options. I think this has to do with the fact that VS maybe doesn't know the type (like arm/86/64) of the reference project because it is not set (not needed as this defies the purpose of referencing a project for dynamic references and not the compiled device specific file...)

I uninstalled the existing version of the app in device and re-ran it and it worked for me
I got that error for a really simple reason...just opened a new solution I downloaded from GitHub, pressed F5, and got it!
I had left my build configuration in the default "Debug - ARM" setting, when I changed to "Debug - x64" it worked fine!
(Just adding another reason for completeness, not likely to affect your case!)
In case it's helpful for others... I got: DEP6701 bootstrapping failed ... access denied.
Thanks to comments here, I only dev-locked then dev-unlocked my phone (was originally dev-unlocked). Totally works now (took some time installing missing frameworks at first). All good.

One more thing could be tried.
Uninstall the existing app if any and then deploy from Visual Studio.
Try on another usb port. It worked

Eclipse Adb connection error

I'm trying to run an emulator and have created multiple emulators to test my app. For some reason, after I restarted my Adb, I am getting this Connection Error.
My emulators were working fine before I pressed to restart. I'm also using a Mac and not Windows.

I found out the answer.
For some reason ADT lost my emulator that I was using even though it was checked so I had to go to Run -> Run Configuration then click Target and manually choose one emulator and press Run at the bottom.

What troubleshooting steps have you done?
Has the app been installed on the emulator previously? If so, fully uninstall the app from the emulator first.
Try closing the emulator, and eclipse (if using eclipse). Then restart and try again.
If the issue keeps happening, you may need to delete the 'cache.img' in your AVD directory.
And if that doesn't help, delete the AVD, and recreate it.

Bootstrap server error when running app on Device in Xcode4

Couldn't register taxsmart.MapTest with the bootstrap server. Error: unknown error code.
This generally means that another instance of this process was already running or is hung in the debugger
I get this Error when I try to install my app on my Device.
I already tried restarting Mac and device.
Also tried cleaning the app and re-building. But did not work for me.
Also I tried refering to this link but didn't help me.

You didn't mention specifically, so I'll ask: Have you tried manually deleting the application from the device? Tap and hold its icon. When they begin to wiggle, hit the x in the upper-left of the icon and confirm deletion.
