After visiting Zalando.com and viewing a few products, I am often presented with retargetting Flash ads through Google AdSense showing those very same products. Clicking on one of those products will take me to the Zalando product page for that product.
The tracking behind this does not really interest me, but having multiple links in the ad does, as my employer has asked me about creating a banner with 3 similar products or categories so the user can simply click through to the product/category of their choice, rather than a single landing page.
Now, afaict from the image ads policy, in particular the section about clicktags and animated image ads, this does not seem to be possible, as it seems this requires changing the destination URL in the clicktag.
Are Zalando (and others) doing something in violation of the policy, both by tracking the user behaviour (and loading external content) as well as by having different URLs or am I missing something?
Can I create the banner my employer asks, without violating AdSense policy?

I am developing an educational game on Facebook (Facebook Canvas App) and I would like the game to include external links to my website where the players can read more about specific educational topics. Is it true that Facebook prohibits including external links in the game?

External links are perfectly acceptable. An example of this is integrated ads. The ads topic is covered in multiple sections of the Facebook for Developers - Platform Policy, especially section 8. In that section, it even mentions the part about promotions, contests, sweepstakes, etc. I have participated in some of those, and all of them have linked externally for additional entries.
In section 1.5, it states:
In addition, don't require people to log into your app in order to access third party apps or sites that are not used in connection with the experience your app provides.
This alone implies that you can use sites that are used in connection with the experience your app provides.
Section 4.8 states:
Don’t build an app whose primary purpose is to redirect people off of Facebook.
If you are using the app to educate, and you are providing optional external information, then I believe your use does not violate this section.
As I do not know the design of your particular app, I can't suggest how to make the external information appear to be more integrated. If you are already providing a decent amount of detail within the app, a "Read More" (or similar) function taking them to external site would seem acceptable, especially if the user knows they are being directed away from your app to an external site.
When in doubt, you can discuss the issue with members of the Facebook Developers Group. Some of them have been doing it quite a while and probably know even more.

Can't you turn off Adsense while you are testing changes? Or at least turn them off in your development enviroment.
Or, you could add a rule not to show them when your ip visits the site.
I am software tester working on outsourced projects for many clients.
Frequently, I am required to test Facebook apps just before they go live. Often, the content of the app requires several interactions with other Facebook friends, including pulling of tagged photos and retrieving a user's info.
Most advice suggests that I should be using Facebook test accounts, created by a developer of a specific app. However, due to the complexity of some of the requirements in order to fully test certain apps, a dummy account - pre-filled with 'real' information is much more practical to use. It is clear that if we were to add all of this detail to Facebook test accounts for every new project, we would never get any time to actually test the app.
My company has approximately 20-30 dummy user accounts on Facebook, all of which have a good level of detail including personal info, photos, friend networks etc. These are perfect for testing as they are normal Facebook accounts. We always set option to private to prevent any sensitive material from being seen by the general public.
Over the last moth or more, our dummy user accounts are being systematically wiped out where Facebook is blocking them. Clearly, we cannot re-instate these accounts as we have no ID for the 'dummy' users.
Our aim is to aid the developers to improve the quality of their Facebook apps, and so has no detrimental effect on Facebook as a company or a brand.
Is there any way to achieve our requirements without the constant battle to maintain our dummy accounts?
Login to facebook. Then use /whitehat in the URL. On the left hand side you will get an option to create test accounts.
Test users are the only way to do this without violating Facebook's terms of service.
You can use multiple apps with a Test User, assuming you're not deleting and recreating them between test runs
