I would love to know if it is already possible to save a facebook app. configuration type and apply this configuration type to other facebook applications.

Nope. Currently there is no way to "export" application settings. Furthermore there is currently no way to import settings into an application.
What about using Selenium or Greasemonkey: record & generate an app -> easy copying

I am using play framework 2.x. I am seeing when the url is not in the ones as specified in route, there will be a index page showing up with all of the available url patterns.
Is there any way to customize this page by changing to a locally built and published play framework? I want to be able to do this in dev mode.

The all-available-routes-page is only shown in run/dev mode, not in production. It is there as a help for you as a developer to easily figure out why the url you accessed didn't lead anywhere.
You can override the not found page by adding a Global object with a onHandlerNotFound method to your liking. Read more in the play docs: http://www.playframework.com/documentation/2.2.x/ScalaGlobal
I am a developer looking for the best way to set up different schools with their own custom, private extensions (ie School A should be the only one with access to Extension A). Theoretically, I am aware that there are a few ways to get a custom, private extension pushed out on a domain:
Host the .crx on a server and click "Specify a Custom App" in the management console.
Create a Domain App by uploading a zip to the Chrome Web Store
Upload the extension from my developer account to the Chrome Web Store and publish to a single "trusted tester," or make it unlisted
Option (1), hosting the .crx, has not been working. I am not sure why, but the extension is simply not pushing out. I link directly to the crx file, which has the right ID and MIME type, still, no dice. If anyone has any tips or suggestions for getting this to work, I would love to hear them!
Option (2), having the school create a domain app, seems a bit inefficient because it requires all schools to upload their own zip. So essentially I would have to email a zip file to the school, and have them publish it. All updates to the extension will also require a similar process, so this doesn't seem ideal.
I doubt that option (3) would work. If I published to the admin as a "trusted tester", I don't think that the other people in the domain would be able to access it. If it is unlisted, I do not know how an admin could find it in the Chrome Web Store dialog. Also, I would rather avoid security through obscurity.
Has anyone had success with hosting the extension and using the Specify a Custom App feature? Any other suggestions for getting a Custom Extension pushed out by the management console? Thanks so much!
To get option (1) working from the management console, it is important to specify the correct extension id and a valid update xml url (not a crx).
One useful feature Google offers that you can use is getting the extension id and the version from the update request.
For instance, you can create a update.php file that outputs an xml file specific to each extension and version. See http://developer.chrome.com/extensions/autoupdate.html under "Advanced Usage".

The question is when I need to set the Facebook settings in the web config and setting it dynamically in the run time, will it be different or just another way of setting the Facebook settings?

well there is no big different ,but the most important one is when you put your settings inside the web config then you are sure that you use only one Facebook application that uses you solution ,then it is ok to set it there because it is only one application
but when more than one application uses the same solution and you have to store the Facebook application setting within your database then you need to obtain the appid in the run time within the Facebook context then load your application settings and set in in the run time ,I ask a lot of questions about that topic before look to my posts it may help you :)
and yes you can make that by creatin class that implemint IFacebookApplication and in the global.asax inthe application start do the folowing :

Is it possible to load dynamic data in the settings bundle, exactly what i need is when user sets a value for a preference, i need to display a list for the next preference, this list should be drawn from an online database. I have seen some thing similar in iPhone's default settings. Can anybody please give a solution for this as i am really screwed now. If it is not possible then i will include the settings in the app itself.

It is not possible to have dynamic values in Apple's settings application; they need to be specified in Settings.bundle before compilation. I recommend you implement a custom settings screen.
