Is it possible to create, name and save an iTunes playlist like you can in the Music app from a 3rd-party programmed app? If so, how?
iTunes playlists (MPMediaPlaylist) are read-only, so there is currently no way to create these through a 3rd-party app. The user can only do this with iTunes or through the built-in iOS Music app.

Speaking generally, you could have the application find your newest videos released in Youtube and display them in the app. Therefore, you would not need to have any more code.
There would be no code for any video within your app. Instead, have your app get the list of the videos from Youtube and play them.

If you meant accessing podcasts as iPod content, you can use the MediaPlayback framework to have the user select the podcast then open it as an AVAsset as normal.
I'd like to have users of an app upload voice memos they've recorded on their iPhone.

For the current versions of iOS, it's impossible. But you can simply use AVAudioRecorder to record directly. And then upload these voice recorded by your app.
