It's been 2 days now that I'm working on my PHP application which processes IPN notifications. Now that it's mostly finished I want to test it. So I go to my personal account and create a button. The problem is that I just don't see any field to enter my IPN URL. I've searched the WEB for an answer but most answers refer only to the old website by going to my profile -> my selling tool. I just don't see anything IPN related. Please help this is very frustrating.

From the Profile menu (or Settings) -> Selling preferences -> Instant Payment Notification preferences
But currently PayPal are updating or something and everything is very confusing, slow and frustrating. So there could be some problem with your account or the option is present only on some types of business accounts (for example the one I am looking at the moment is an Express Checkout for Digital goods)

I am hoping someone will be able to help me make some sense of PayPal. I am attempting to add PayPal to a nopCommerce 3.8 site for a client. The PayPal Standard plugin is already there, so I am trying to configure it so I can test it.
I have a PayPal developer account, which I set up about 2 years ago when I was working on a site for a different client, but i'm hoping I can still use that for this. All of the information I've been able to find about this seems to be several years old, and doesn't reflect the current PayPal websites.
I am wondering where to find the Business Email, PDT Identity Token, and IPN Handler which are all options on the plugin configuration page. I set up the PayPal accounts using an email address like first.last#domain.co.uk - should the Business Email be first.last-facilitator#domain.co.uk?
Anyway, since the documentation for both the PayPal website and the PayPal Standard plugin are so poor, i'm hoping someone has figured this out and can at least point me, and anyone else struggling with this, in the right direction. Thanks!
1) In the sandbox account click Profile, and then My selling preferences.
2) The Business Email is the Email Address on the displayed page.
3) Click the My selling preferences tab
4) Click the Update button next to Website Preferences
5) Set Auto Return to On
6) Enter a Return URL (for a nopcommerce site this will be http://www.yourStore.com/Plugins/PaymentPayPalStandard/PDTHandler)
7) Set Payment Data Transfer to On and click Save
8) Click the My selling preferences tab again
9) Click the Update button next to Website Preferences
10) The PDT Identity Token is the Identity Token shown in the Payment Data Transfer section
Checking the Enable IPN box sets the plugin to use it's own handler, so the IPN Handler is not required.
Just been trying to find the new IPN History link on the new PayPal website and I can't see it anywhere.
Are they still supporting this?
The current PayPal for Business interface only provides a way to access IPN History if you have manually configured IPN in your PayPal account settings. In this case, you'd go to [your name] > Account Settings > Notifications > Instant Payment Notifications (click Update here), then the explanatory text there will include a link to the IPN History page.
However, that link would not appear if you have not manually configured IPN -- e.g., when your ecommerce platform automatically transmits IPN parameters to PayPal for each checkout. While you could manually enable IPN with a dummy Notification URL in order to get the IPN History link, this could result in PayPal completely disabling IPN for your PayPal account if they try sending any actual notifications to that dummy URL.
In that case, you can use this link to access IPN History directly once you're already logged into PayPal:

Note that if you have not manually configured IPN in PayPal, you will see a notice in IPN History saying, "The IPN feature is turned off. You must turn on IPN in order to create history data." That notice is irrelevant if your ecommerce platform specs IPN dynamically for each checkout; in that scenario, you can still view/search your IPN History without manually turning on IPN there.

In the latest UI: Settings > My Selling Tools > Instant Payment Notifications click "Update". You will see a link there called "IPN History page".
As of May 2022, it's still convoluted.

Also, a few reminders:
PayPal IPN is a completely separate feature from PayPal Webhooks.
Even though it's the exact same concept (argh!).
PayPal IPN is associated with your normal/business PaypPal account. It is is not a part of the PayPal Developer experience.
Also, PayPal IPN is now clearly deprecated, if not effectively obsolete, so if your application code is still reliant on PayPal IPN you really should update it to use PayPal Developer APIs and the Webhook service instead.
Anyway, here's the steps I took to find it today on 1st May, 20222:
Start off on your PayPal Business Account Dashboard page:

Use the top-left menu to go to Account Settings:

Im integrating an MVC4 website with Paypal and all has gone quite smoothly until now. However, when I click through, the buyer does not get the option to complete the purchase as a guest.
I'm using the Paypal HTML payments standard method and searched around and this page and Paypal itself said to make sure
'Account optional' was off in my profile. I'm in my sandbox profile now, but under 'website payment preferences' there is no such option. I just have:
Auto return for website payments
Payment data transfor
Encrypted website payments
Contact telephone no
Express checkout settings (just for german payment methods!)
Does anyone know where this setting is now?
The person I'm building the site does not want users to have to have a paypal account, so guest checkout functionality is required.
Unfortunately the Paypal website doesn't really help - searches for guest checkout turn up little.
Any help really appreciated.

I'm having the same problem, I guess it might be related to your location or your customers location (Outside the US).
I have called PayPal Support and after about an hour of discussion they said something like that.
I hope that this is not the right answer (I hope there is some sort of setting we can do to change that, and we are just missing it).

Make sure that the receiving account has verified status (eg, that you've linked it to a bank account).
Only verified accounts are eligible for guest checkout.
Another common pitfall is that you might have made a typo on the email address of the receiver.
Make sure it's the exact same one that's used to log into the PP account (or at least that it's associated, and confirmed to the account)

we plan to change the domain name for our service. Therefore we need to update the IPN-url for our existing customers. I have tried googling a solution on how to change the IPN-url for current subscriptions, but I haven't been able to find anything.
Any help is appreciated.

I ran into this problem today.
Folks who are saying that you can change the IPN URL on an existing Paypal recurring payment are incorrect; you can't, you can only change the IPN URL for future notifications.
To resolve this, I used an Apache rewrite:
RewriteRule ^sites/all/modules/civicrm/extern/ipn.php$ https://example.org/wp-content/plugins/civicrm/civicrm/extern/ipn.php [R=307,L]
The magic is the R=307. A 307 redirect indicates that a POST request must be resent as a POST. Otherwise you lose the IPN data.
I had exactly the same problem .... I had to move servers which meant my IPN url changed.
I have spoken to 3 different paypal reps and even had a meeting with a tech support guy from there.
Unfortunately, there is NO WAY to change the IPN url for existing customers/subscriptions.
I have been advised that all existing customers/subscriptions would need to be setup again, your customers would then need to start a new subscription based on the new IPN url.
This is a right PITA ... I have just over 1500 customers I need to do this for, and I can guarantee I will lose some due to the hassle of this.

If you need to chnage IPN Url make sure that it is still turned on check from History>IPN History and turn it on.
IPN can be enabled in one of 2 ways.
In the PayPal account Profile
Passing an IPN URL as a parameter in an API call or button code.
To enable IPN in your account profile follow these steps:
Log into your account at https://www.paypal.com
Click on the Profile
subtab In "My selling tools" click Update in the Instant Payment Notifications section.
Click the Edit button or Choose IPN settings
Enter your IPN URL in the Notification URL field Make sure the radio button for 'Receive IPN messages (Enabled)' is selected
Click Save

To pass an IPN URL as a code-level parameter you should refer to the documentation of the feature you are implementing. Typically the API variable you would pass is 'NotifyURL' but it can differ based on the API call, if the API is Name-Value-Pair (NVP) or SOAP format or if you are using non-hosted PayPal Standard button code. For standard buttons the variable is "notify_url".
This profile setting is frequently overridden by shopping carts. Still, IPN should be enabled in the account.
It's 1 May 2013 & PayPal has changed the location for the IPN.
Login, go to Profile -> My selling tools ->Instant Payment Notifications...(Update)
This shows your current IPN URL, and there is an EDIT button.
In the absence of a solution from Paypal, I would encourage anyone to submit a support ticket requesting a manual change. If enough of us do this, they will have to provide this option eventually.

EDIT: I managed to successfully change all my prior IPN URLs via a ticket with Paypal Support. They told me it has to be done manually, but obliged my request. It took about a week. They were very helpful. Hope this helps someone.
Dec 2022 update:
There is IPN URL settings at https://www.paypal.com/merchantnotification/ipn/preference . I changed the IPN URL and since then all IPN notifications are coming to the new IPN URL. I do not know if super old subscription notifications will also come to this URL or not, but I can confirm that 1.5 year old subscriptions are going to this new URL now.

Had a nice little custom button with a few parameters I was POSTing to PayPal (and getting POSTed back via IPN) a few years ago working fine. Payments were disabled for several years, but now my client wants to resume subscriptions with their new campaign.
I switched back to the sandbox hostname/merchant accounts, did a sandbox transaction with a test Visa card, and all was well.
Switched it to the live hostname/merchant account, went to do another test with a real Visa, but noticed that not only has the real PayPal site been completely rebranded/redesigned, they now seem to be forcing you to create a PayPal account: on the sandbox, there's a blurb with a link that says "continue" which takes you right to the credit card/billing information (this is identical to what the live PayPal site used to look like a few years ago).
NOTE: The merchant account has changed; I'm not sure if that matters or not and/or if there's any settings in there I need to change.
Question: is this the way it is now with PayPal? I can't seem to find any official information that says yes/no. Besides the Express, is there any other IPN method that'll work here or is this a policy thing at PayPal? I'd hate to rewrite my working/tested code, but this isn't going to fly with my client.
Yahel's answer is incorrect: I called PayPal, and they explained that the following conditions must be met in order to accept non-PayPal payments:
The business email address must be confirmed. You can check by going to Profile > Email.
PayPal Account Optional must be checked:
Go to www.paypal.com.au and log in to your Business account.
Click 'Profile icon' near the top right of the page (next to "Log out" button)
Click "Profile & settings"
Click ‘My selling tools.’
Click ‘Update' beside 'Website preferences.’
Select 'On' under 'PayPal Account Optional' near the bottom of the page.
Click 'Save.'
Yes paypal has been forcing users to create an account for a long time now. Before that you could use a credit card up to 10 times and then it would force you to create an account anyway.
The reason you are seeing the old branding in your sandbox is probably because it is you old sandbox on an old paypal server.
Last I tried there was no way around this new policy.
But djechelon is right, they have an excellent customer service, give them a call.
PayPal does force people to create accounts, even when they want to just make a single payment. I was puzzled by this situation too: I was choosing the option to pay without a PayPal account, but still was forced to provide all the private details enough for PayPal to create an account for me against my wishes. Very sneaky of PayPal! Then I found this page and that explained a lot.
This is the message I received in my PayPal Account:
PayPal Account Optional
When this feature is turned on, your customers will go through an optimized checkout experience. This feature is available for Buy Now, Donations, and Shopping Cart buttons, but not for Subscription buttons.
So you cannot provide a regular "Subscribe" experience to non-PayPal customers. I believe you must pay the $19.99 a month "Enhanced Subscription" for this.
PayPal Has a Purchasing Limit of $3,000 for "Guests".
I ran into this issue as well and #gravyface was bang on with setting your account preferences. However, my customers were still having issues paying without a PayPal account.
I called PayPal and it turns out they have a $3,000 (cumulative) purchasing limit for "guests". My customer's invoice was for $7,000 so even though my preferences were set to make the PayPal account optional, it still would not go through.
