My developer is trying to get the instant payment notifications for one of my web products to be sent to a secondary email, not the primary Paypal one. But no luck so far -it keeps getting sent to my primary email. I'd like some help on how to get it sent to a secondary email account?

Your email address doesn't have anything to do with where the IPN gets sent. You basically have 2 options for configuring IPN.
1) Log in to the PayPal account that is receiving the payments, go into the profile, and then into Instant Payment Notification Preferences. Enable it, and add the URL to your IPN listener. This will now act as a default IPN listener so every transaction that hits your PayPal account will send an IPN to this URL.
2) If you include a notify URL in your button code or API calls this will override what you have setup in your profile. If you need to send IPN's for a specific button or API call to a secondary IPN listener you can just add that URL to the notify value for the request and that's where the IPN's will go.

I have recently been working with PayPal invoices in an application. This application generates an invoice which the user then pays. It is then meant to listen to PayPals "Invoicing invoice paid" webhook. I have a application created, assigned it the necessary webhook and set the required URL. This is all done in PayPal Sandbox. No event is ever sent to the URL given, no request, no poll, nothing. Nothing is done at all and in the Webhook Event Logs there are no events visible. Am I doing something wrong?

Using the PayPal permissions API can you receive notifications from payments made after a customer clicks on a payment button, proceeds to PayPal, and then pays?
I notice they have IPN, but will this work with the permissions API?

You can include NotifyURL in your API requests to set a URL for IPN to POST data to. It's not something that technically "works with the permissions API" but any transaction that is made would indeed trigger the IPN.
If you're building an app for 3rd parties to use, though, and you're passing NotifyURL in your API requests, that will override any IPN configuration each individual merchant using your tool might have setup on their own. This can cause frustration for such users because then their own IPN solution doesn't get hit when they take payments through your app.
If you're going to do that I recommend setting up a way for your users to enter their own IPN URL in your app settings, and then if they have a value, forward the POSTed data to their URL when PayPal sends it to yours. That way both IPN scripts will get hit and process the data accordingly.
On the introduction of PayPal Invoicing API documentation it states that.
PayPal sends IPN messages for invoice payments and for invoices
cancelled by the buyer.
But I've found this is not the case. IPN for invoice payment, cancel or other operation never get sent from PayPal (I have checked and confirmed it from IPN history page).

Invoices are being created via Invoicing API successfully without any warning.
I am working on Sandbox and Creating for Third Party Merchant.
I do understand that paypal doesn't send IPN for api operation changes.
The IPN listener is working fine and I have successful implementation for subscription api with IPN.
Update
Today I tried the whole process with Live PayPal account other than sandbox account and I still not getting any IPN. So, I guess I am doing something wrong or Invoicing API is broken (which I highly doubt).
Which also makes me wonder about some additional questions:
I (merchant #1) has the permission information form merchant #2 for sending invoice to their behalf.
I have setup IPN to my IPN listener URL.
merchant #2 do not have IPN setup to my listener URL.
So, when Invoice that I created for merchant #2, Do I get IPN?
OR, merchant #2 also needs to setup their IPN url pointing to my listener URL?
IPN is get send from the account that receiving payment as #effone mentioned in comment. So, it seems I was confused from paypal documentation.
Answer: The IPN url from merchant #2 will need to setup in order to get notification about invoice payment. merchant #1 account who sending the invoice behalf of merchant #2 will not send any IPN as the payment isn't involves merchant #1
Way I see it, this is not a proper solution to create an invoice management system. As if I have 1000's of user they all need to set their IPN url to mine in order to get the application work correctly (aka, setting invoices as paid when they gets paid)
Your question reads strangely, because you say the IPN is working fine, then in your update, you say you're trying it in your live PayPal account. It sounds like it's working on the Sandbox, but not in production?
If this is the case:
Did you activate the IPN under your Production (Live) Paypal account?
Do you have the IPN URL for this?
Are you seeing the IPN being logged under the Production (Live) PayPal site?
If No -> it's been a while since I've worked with this, but there used to be an interface where you could send an IPN test- have you tried that?
If Yes -> make a bare bones listener- just a page that logs that it was hit, then add logic to it.

We have an IPN listener already from integration of another paypal api. Now I want am trying to intregate a payment button to a web soolution, which should then be able to report to the existing IPN listener.
I have a login to the paypal devlopers site. I see the IPN simulator there but as I understand it that allows me to create a message and send it manually. Is there any way to configure my sandbox account to send IPN notifications to the listener when I send a click from the web button to the sandbox. In other words I want the IPN message to be created based on the info I send with the web button, in the same way as it would in the live system, not to be my guess as to what message will be created then. I don't see where to configure the address I want notifications sent to other than for the simulator.
Also, is there any way to test with a currency other than USD?

For IPN, the easiest way is to pass the URL of your IPN handler in the notify_url variable of your button.
Currency codes can be tested by passing the currency code in the currency_code variable of your button. A list of currencies PayPal supports can be found at https://developer.paypal.com/webapps/developer/docs/classic/api/currency_codes/ .
I've got a web application with a form where users can sign up for a seminar. The process is currently as follows:
Register for seminar
Registration success page with Paypal Buy-Now button to make payment
Paypal payment
Registration completion page
At present, emails are sent to the admin and the user at step 2 after registering confirming their registration. This needs to be changed so that the emails are actually sent in step 4, after payment has been made.
The application is built in ASP.NET, and all of the code to send emails, etc is all done. I'm curious as to what is the best way to trigger a process on the main website using the users details after they have completed the Paypal payment process.
From what I can see, there are the following options:
Store the data in the session. When the user returns to the registration completion page, retrieve the information and send the emails. My concern with this is that I've worked on a project in the past implementing this and it never worked very well, with the session getting lost.
Store the data in the database. Have the Paypal redirect include the transaction details in the querystring to the return page, which can retrieve the registration details using the email address and send the emails. However, this may not work if the email address used on Paypal is different from the one used to register (which is quite likely in this scenario).
Post all the details to Paypal, so that they are included in the transaction. Downsides: Won't send confirmation email to the user, only the admin (and assuming that the Paypal email address is the same as the email to which payment notifications should be sent). Also not sure if this can be used with hosted buttons.

Use paypal instant payment notification
When the order is placed on your site, put it into a db table, with whatever you need to record. I then have an OrderId (from the db table) that I pass to paypal as an 'invoice' field, this gets passed back via ipn with a payment status etc.
