Access denied on create any workflow on Sharepoint designer 2013 - workflow

When I change the mode of start of any workflow in any List of the SharePoint 2013, I receive a Access Denied message, but I have full control of site.
I also receive message "Error on configuration file".
And all workflows of the site are stopping automatic
How I can fix this error?

The problem is:
Workflow 2013 can't work with permission for groups, somelly individually

I used GitHub to log in to Azure before, and published a plugin. Now, when I want to log in to Azure using GitHub, I will be forced to log in to my MS account. My mailbox is rxliuli#gmail.com on both MS and GitHub.
At the same time, I created an organization rxliuli after logging in with an MS account, Azure did not have any errors, but when I want to log in to rxliuli (create a personal token), it will prompt ERROR Failed request: (401) What's wrong, is there any way for me to use the publisher name rxliuli after logging in with GitHub before?

Currently, I can use github to log in to azure, but using vsce login rxliuli still shows ERROR Failed request: (401), I am sure that the token has all permissions and has not expired

What and where are the required permissions to republish existing VS Code extension?

A year ago I published a Visual Studio Code extension with vsce. I wish to publish an update, but lost the old token. I created a new one, but have not been able to find the right combination of permissions to republish.
Without supplying a new token, I get:
> vsce publish
ERROR Failed request: (401)
Using the new token with Full access scope on All accessible organizations or with the documented Marketplace scopes, I get:
> vsce publish -p newtoken
ERROR Access Denied: xxx needs the following permission(s) on the resource /aaa/bbb to perform this action: Make changes to, share, or view certificate of an existing extension
What have I missed in setting up permissions to republish?
Arg. I should have known once I took the time to post a question I'd figure out the problem. Back story: After adopting Azure AD, there was great confusion among developers here between Office 365 accounts and Microsoft accounts--because we had been advised to use the same email address for both.
Long story short, the problem was I was attempting to publish using a token from my Office 365 account, when the extension was originally published under my Microsoft account. It was long enough ago that I didn't remember that. I also gave my O365 account access to the organization owned by my Microsoft account, so I could conveniently access various resources with either one.
I created a new token under my Microsoft account, and boom, publish succeeded.

Error when publishing Workflow from SharePoint Designer 2013 to SharePoint Online

I am trying to publish a very simple workflow from SharePoint Designer 2013 to SharePoint Online.
The following error appears:

How can I handle this?
You can try create a new sub-site from your site collect then upload your workflow to see if its viable.
If not, you can check whether the Central Admin > Manage Service Application-> “App Management Service” is started.
Also heck whether the “Configure service application associations”, ”App Management Service” is already associated.
Then check whether the “Manage Services on server” and the “App Management Service” is started.
In addition, try to re-register Workflow Service.
If the issues still exists, please follow the steps in the Steps to Verify that Server Is Correctly Set Up. After you verified that the server is correctly set up, follow the steps in the Steps to Troubleshoot Workflow Management Service and Troubleshooting the Service Bus for Windows Server then retry your action.
If all above doesn't solve problem, then you should create a service request to Microsoft in SharePoint Online Admin Portal directly. Since issue is more likely related to SharePoint Online Server Back end.

Office 365 : Access denied error

Everything was working fine until morning, but now I am not able to deploy my office app to Sharepoint server. It throws access denied error.
Please suggest the way out.
Sharepoint service was downgraded, maybe some maintenance going on. I was able to login after an hour or so.

Acces Denied in Workflows of in site collection

When I publish a workflow I receive this message "Error in configuration file".
It's happened in a specific site collection.
In site configuration I can't activate features because return access denied, but with powershell works.
Why I can fix this.
