Express Checkout (digital goods) fails with - paypal

I am attempting a SetExpressCheckout transaction in LIVE, but it always fails with "We are unable to complete your request at this time." In the sandbox it works perfectly every time, so I believe my API call is correct.

I have a ticket open with Paypal Merchant Support, but they have no clue why it's failing, which amazes me. I have called paypal customer service twice, and they definitely have no clue.
What am I doing wrong? Thank you.

I figured it out. It was my mistake. Although I was pointed at the live environment for the SetExpressCheckout call, the subsequent redirect was still going to the sandbox.
My fault...BUT...why can't the paypal developers put a little line of code in there so that when you go to the wrong environment (the system knows EITHER that I had just made the call to Live, then redirected to sandbox, OR at a minimum that the Live environment didn't have a matching token for what I was calling) a concise message is thrown such as "No token found in sandbox environment" or "API call made to Live, but redirected to Sandbox". A message like that would have enabled me to fix my own problem in seconds instead of hours.

Adaptive payments flow is broken

Since few days the adaptive payments (both preapprovals and chained) seems to be broken.
When we send the user to paypal to complete the order (chained) or to authorize the preapproval (preapprovals), they get a generic "invalid transaction" error. Tested the flow, we get the same error and looking to the console we can see this error on the checkout.js file in the paypal object directory:
Uncaught TypeError: PAYPAL.AP.Subflow is not a constructor
at checkout.js:11

Seems something has broken on paypal side.
Anyone with the same issue? Workarounds?

We've finally figured out what was wrong.
Trying the complete debugging of the call to the svcs endpoint we've discovered that since few days (first time from 2013), we started getting an odd response from the paypal server to our SOAP request as:
{"faultstring":"Unknown Content-Encoding","faultcode":"HTTP"}
We've then thought to some issue in the "transportation" of the call to paypal servers and we've tryed to add something in the headers.
First, we discovered that in our http header request some line that we've never used before was missing, for example:
"X-PAYPAL-DEVICE-IPADDRESS: " . $_SERVER['REMOTE_ADDR'] . "\r\n" ;
But this didn't solve the issue.
Then we've added a new line in the soap client array:
'compression' => SOAP_COMPRESSION_ACCEPT,
Adding this solved the issue but no one ever adviced us about the requirement of this part of the code. Probably, this is a linux issue, maybe paypal has changed some server with a newer one and while the older accepted the SOAP request even if it was not with this "compression" parameter, in the newer environment it seems required.
Anyway, everything is back to normality adding this line, we just still have an odd time response (long) for the Pay operation while everyting is smooth for the Preapproval operation but this might depend on different paypal servers managing one or the other operation.

paypal express checkout digital goods testing in sandbox

I used PayPal's Integration Wiz to generate the code (PHP) for the Express Checkout Digital Goods functionality. I'll admit, I made a few minor changes to it so that it could work with my site... My site is a single page Angular.js app - so I need to pass back parameters to the app, and not go back to a different page (as it is, I'm not keen on leaving the page at all, but I'm not ready to shell out for a business pro account yet.. the PCI compliance is something I don't relish being on the hook for...but maybe one day... certainly not until I know I can get "basic" things working).
I would not expect any of my changes (basically changing the hardcoded URLS to being PHP session vars) to interrupt any of the flow of the Integration Wiz's processing.
However, when I test things in the sanbox, the process stops at the point of redirection to:

The token always starts with "EC-" so I'm assuming this is telling me I've been able to successfully start the Express Checkout process.
All I am seeing is a blank page, with Chrome telling me I'm getting:
Failed to load resource: net::ERR_CONNECTION_RESET
AFAICT my sandbox account is set up for EC/DG:
Your payment solution: PayPal Digital Goods (Express Checkout)
I HAVE updated my sandbox details in paypalfunctions.php
And other than the changes in checkout.php, I havent messed with any other code from the integration wizard... should this not "just work" ??
Or have I missed something else?

Update a few hours later...
I actually was able to get things to progress end to end. Once. But no record of the transaction can be seen on either side of the sandbox accounts. It did sit thinking for a long time... so I'm not sure what it was doing, but the final redirect was back with a success parameter, so I have to think that something behind the scenes must be having issues...
But now its not working anymore. Its stopping in the same spot again.
For the life of me, I don't believe I made any code changes to the PP wiz produced code prior to it working, or prior to it not working again.
I have logged into the sandbox to check the transaction as I mentioned. Both accounts are showing nothing. And the transactions are not processing.

Ok - strange things are afoot. I know I did absolutely no changes since my last test...I havent even been at the keyboard. And upon trying again, the test proceeds to allow me to log into the sandbox, and approve a payment, but gets stuck processing at

with the PayPal "Loading" icon spinning...
Is this a configuration issue on my side? With the Integration Wiz writing all the Express Checkout code, there's not to change, but it seems really flakey to me.

I've been hanging my head on this for about a day now, and got nowhere. My App is a single page Angular.js site, and triggers the PayPal purchase out of a Bootstrap Modal popup window.
As mentioned above, my process would get to the point of approving and confirming payment, then spin wildly at the point it should be redirecting back to the success (or failure) page.
Using the PP integration Wiz, the form code that was produced (and used) was:

And it fails to proceed to the final redirect.
However, if I change the code to:
<form name='ppcheckout' action='checkout.php' METHOD='POST' target="_blank">
The processing occurs as expected.
Is there some interaction between PayPal's JS and Angular (or Bootstrap) that I'm not aware of? It seems strange that it "just works" when the target is added.

Paypal "SetExpressCheckout" API method has stopped working with sandbox seller account

My application uses the SetExpressCheckout paypal classic API method. It is working fine when I use real accounts in a live environment.
It used to work fine using test accounts, but some weeks ago it has stopped working right. At some point, my application calls the "SetExpressCheckout" API method using curl in PHP. When I use the test seller account that I've always used for my tests, I always get the following error:
SetExpressCheckout API call failed.
Detailed Error Message: Security header is not valid
Short Error Message: Security error
Error Code: 10002
Error Severity Code: Error
I know that paypal has recently restructured its "developer network", and the issue seems to be caused by this but I have no proof of that. The API I used is now called the "classic" API.
I've read the documentation, and it says that I now have to create a new "real" paypal account, and then use it to log to https://developer.paypal.com. I did that.
Once logged to the developer website, there is a feature allowing us to import all the test buyer and seller accounts used in an old sandbox account. I did that, and my old test accounts appeared in a list.
One of them is the test seller account I used to test. When I check the details of this account, the username, password and signature used to authenticate to the paypal API are there. If I use them, it still returns the previous error.
There is also a feature allowing me to create test accounts. I've created a new seller, and still, I get the same error message.
When I search on google about this issue, most answers says that the username, password or signature are wrong or have hidden white spaces in them. That's not my case.
I don't know how to solve that problem. I am wondering if the API endpoint has changed. I currently use "https://api-3t.paypal.com/nvp" for tests. I am using the NVP API, version 64.
To make it short:
1) My test account used to work
2) The code has not been modified
3) Real accounts used to work and still work.
4) But test buyer account has stopped working
5) The issue chronologically coincide with paypal "developer network" restructuring.
6) I don't know what has changed exactly and might cause this.
7) Does anyone know what has changed and might has caused this (a new parameter in the query string? Endpoint URL changed?)?
8) According to my previous description, do I seem to have misunderstood something, and what?

That's your problem. You're using test credentials, but the live API endpoint.
Change your endpoint to https://api-3t.sandbox.paypal.com/nvp and all should be fine.
Security header is not valid means that your credentials are incorrect. I've never once seen that error where this wasn't the case.
You need to make sure that if you're using sandbox credentials for testing that you're hitting the correct endpoint and using the correct credentials.
Lots of times people accidentally have sandbox credentials set but then send them to the live endpoint or visa versa. If you're hitting the correct endpoint and your credentials are indeed correct you won't get this error.

Paypal Sandbox IPN error

After paypal updated their interface (sandbox.paypal.com for example is not working, now you have to go to developer.paypal.com) many of the things are not working: 2 of them are particularly frustrating and I was hoping someone here knew how to get around them:
Am I the only one whose sandbox customer test accounts are not able to make purchases? The transaction page says they are not available.
IPN validation is not letting me send a https request. When I do it says there is something wrong with the server name. Yesterday however before the update I could get verified status. If I dont put https, now my handler gives me an invalid responde status, code: 400. What does it mean?
To fix the HTTP 400 error, follow the instructions in https://www.x.com/content/bulletin-ipn-and-pdt-scripts-and-http-1-1 and update your code to pass "Host" information. Ideally, things should work with just the recommended changes from the above link. Apparently, thats not the case. Here is a fix from one of the PayPal MTS person - PalPAL sandbox IPN processor rejecting all messages?
Remove the "cmd=notify-validate" option from the validation URL. I tried this and it worked. Though it doesn't return the right string, atleast it doesnt break with the 400 error.
While we wait for a fix from Paypal, I wonder how a company like PayPal can cause such a huge blunder and not post anything on their status page - https://www.x.com/developers/paypal/documentation-tools/site-status/pp-cri. It just makes you think that even smaller companies can do a better job than companies like PayPal.

However, as I posted before the asp.net example uses a call, that does not exist, so I was only able to get mine partly working. After fixing this, the servers appear to be rejecting calls to https, or the cert they have installed is invalid.
Action Required before February 1, 2013
Merchants need to update their IPN and/or PDT scripts to use HTTP 1.1, and include the “Host” header in the IPN postback script. In addition to this bulletin, these merchants will be notified via a direct email.

Regarding the error 400, seems to have been solved by paypal!

Unable to get a valid IPN postback with django-paypal

After spending several hours trying to get django-paypal (originally dcramer's fork) to get a 200 OK response from PayPal IPN, I pinpointed the error to PayPal adding an empty, spurious &cmd= argument when using the IPN Simulator. If I leave the &cmd= in, I get a 400 Bad Request response when I try to postback; if I take it out I get a 200 OK but, of course, the postback is invalid because it's not what PayPal sent my server.
Of course, I'd be absolutely happy to do away with the IPN Simulator entirely and simply use Sandbox accounts, but those are broken too: the ones I create through the developer interface can't login (login failed errors); the ones I created through the "regular" interface on the sandbox site don't send any IPN whatsoever no matter what.
So, actually there's two questions here:
is there a way to work around the IPN Simulator &cmd= bug?
is there a way to make the sandbox accounts work?
A reply to either one would make me very very happy.
Many of the issues you've experienced are now cleared up. The IPN issue and some developer/sandbox log in issues have been cleared up as of Monday evening. If you are still experiencing any issues please let me know and I'll be more than willing to look into this further.
