Writing Evernote Desktop/Mobile GUI Plugins - plugins

From my brief research of the Evernote Developer API docs, and the existing plugins I use, there seems to be no existing way to develop plugins for the desktop and mobile apps.
Apparently all one can do is create their own GUI and integrate with Evernote's data API or create a browser plugin that can be used with Evernote Web.
Is it possible to create a desktop and/or mobile Evernote GUI Plugin?

Evernote does not currently support development of Evernote Client application plugins for desktop or mobile.

Is it possible to integrate windows 10 share apis in a desktop app(not an Universal App)? If yes, how?

I have a desktop project written in C++ and I have share my media through Facebook, Twitter or any other sharing apps installed on my machine using windows sharing option(Charm bar as in Win 8.1). Can I do that or I need to convert my app to Windows Universal App.
Doesn't look like the ShareTarget/DataTransfer APIs are available in the API set that's tagged as being okay to use from Desktop so it looks like you're out of luck for now.

Building app, mobile web app and desktop web app using Ionic

We will develop an app that we would like to distribute in through the following channels:
Android and iOS apps through Google Play and iTunes (the app will
use notifications extensively and presence in Google Play and App store is required)
Web app to run in web browsers on mobile devices
Web app to run in web browsers on laptop and desktop computers. We would like to support Chrome, Internet Explorer (starting from IE9),
Firefox and Safari browsers.
Our understanding is that Ionic is developed targeting primarily 1. and that the web apps in 2. and 3. above are not really what Ionic is intended for. We have looked around to try to understand if Ionic likely works for 2. and 3. and also made some quick tests ourselves.
From one of the links at the end: "Your webapp will run in desktop browsers yes, as it is made of html, css and javascript. The phonegap specific javascript calls (accelerometer, compass, file, etc) won't. Basically, if you stick to standard yes you will be able to port relatively easily your app to most browser, the job at this point being mostly a work of theming."
From another one: "I do know that FireFox is simply not supported. I don't know how well Ionic works in IE X."
To try it out we have built a limited version of our app in Ionic. From what we can see the app works for 1, 2 and 3. For example, it runs without issues on FireFox that is mentioned as not supported in the quote above. This means that to us it looks like the first quote saying that the web app will work in desktop browsers is correct.
I understand that this is a fairly generic question and might be hard to answer, but since we have found contradicting information when looking we are trying to understand more before making a decision.
Any feedback would be appreciated.

Ionic is tested for mobile only. Internet Explorer for example is not tested and does not properly handle a number of features in Ionic. Desktop browsers act differently than mobile browsers.
Ionic is focused on building native/hybrid mobile apps rather than
mobile websites.
As such, our browser support tends to be whatever Web View API is
available to native apps on a given platform. For Ionic 1.1.0
"xenon-xerus", that means UIWebView for iOS 7+, and Android 4.1 and
up. Windows Phone and FirefoxOS support is on our roadmap.
If it's cheaper for you to test everything on all different desktop browsers than to develop a version for it sharing the same controllers and services --- go ahead but it won't come "out of the box".
Also, I recommend looking at Electron to build desktop apps from webapps.
ionic is targting mobile apps only , but you can develop your desktop app using node webkit and angular material for example and share some code between your apps

Xtify Integration For Dreamweaver Phone app

I am creating my first native phone application using dreamweaver and phonegap build service, one of the most important features I need is the ability to send push notifications. That being said I am having a hard time finding a tutorial on integrating xtify with an app built in dreamweaver. any suggestions? All the documentation on xtify assumes I am building the program in phonegap. First thing you need to understand is that I am not a programmer, I work for a non profirt organization and this is just part of my job here.
Dreamweaver uses Adobe PhoneGap Build which packages mobile apps in the cloud. They don't support custom phonegap plugins (like Xtify) yet but they are working on it. Details here.

Best IDE for Facebook apps (FMBL and FBJS support)

I have a reasonable workflow for developing an iFrame app for Facebook. It's reasonable because I can test the app on localhost with a local Apache in any one of a myriad of IDEs that support HTML, CSS, and JavaScript (Visual Web Developer, NetBeans, Komodo, Aptana).
But what if I want to develop a non-iFrame app with FBML? Is there an IDE for developing Facebook apps "locally" without uploading my work over and over to Facebook?
For those doing Facebook app programming in FBML, have you come up with a system of working with reasonable turnaround?
You don't need an IDE, you need port-forwarding.
Set up some local port to be public so you can run and test your Facebook app on a local dev server.
When I was doing FB development, I had one test app and one real app.
Like Andrew, I have my real app that holds the current release, and I have a sandboxed app that I use to deploy test versions of the app. Facebook restricts sandboxed apps so that only the developers can see them, so it lets me test against facebook's latest changes.
